 Dear Sir,

Re: Fiasco created regarding addition of independent children in Mediclaim policy

 

Though we did not intend to trouble you regarding the captioned matter, we were rather forced to bring this issue to your kind attention and seek your immediate intervention to remedy the situation. The chronology of the events is depicted here below.

1)On 8-3-2022 ED (Personnel) issued a circular a) Enhancing SI to 75 L, b) Allowing option to increase the SI up to max 75 L and c) Allowing independent children to be included.

2)  On 13-3-2022 NOIP sent a letter to ED (Personnel) covering 9 points and putting further demands (said letter enclosed here with for your ready reference).

3)  On 13-3-2022, NOIP sent another mail to the ED(Personnel) asking for some clarification.

4)  On 14-3-2022, E & OS, CO sent email to all the operating offices giving detailed procedure and also advised to obtain Form A from the spouses of deceased retired employee with KYC requirements if they desire to add independent children (this was one of the demands in our letter of 13-3-2022 to EDP under point number 5)

5)  Hence, we advised our Divisional units to contact our family pensioner members for adding independent children, if they wish to do so. Throughout the country lot of option letters were submitted by the spouses of deceased retired employees ie family pensioners for adding independent children. 6) On 17-3-2022, ED (Personnel) issued a clarification letter saying inter-alia that one more option to add independent children is given to employees/retired employees (they have not specifically said that spouse of deceased employees/deceased retired employees are barred from option of adding independent children) and extended the last date to 31-3-2022 (NOIP had demanded extension up to 25-4-2022).

7)                 E&OS dept, CO vide their email communication dtd 25-3-2022 to operating offices further clarified (rather retracted from their earlier communication dtd 14-3-2022) that, spouses of deceased retired employees are not allowed the option to add independent children and if such letters are received, they have to be regretted.

8)                 We are amused rather pained to see so many contradictory instructions being issued by Personnel and E&OS depts of CO.

9)                 It is most pertinent here to note that once the regular pensioner dies, spouse of such deceased pensioner continues under the Mediclaim cover but he/she has to pay the premium chargeable to spouse of deceased retired employee; thus, she has to pay increased premium because her status changes from 'dependent' to 'spouse of deceased retired employee'. Hence it is illogical to deny the option to the spouse of deceased retired employee, to add the independent children. Contradictory instructions issued by the Personnel and E&OS depts of CO are discriminatory in nature, because they are discriminating between employees/retired employees AND spouses of employees/retired employees when they form one single group as far as premium rates are concerned.

 

In view of the foregoing facts and also in view of thousands of option letters already submitted throughout the country by the spouses of deceased retired employees, for addition of independent children, we implore upon your immediate intervention in this sensitive matter; and request you to arrange to issue fresh instructions allowing spouses of deceased employees/retired employees an option to add independent children (if they wish to do so) and oblige.
