Sub: Exemption from Physical Appearance for the Purpose of Life Certificate
Department of Pension & Pensioners” Welfare in its agenda points for the ensuing SCOVA meeting on 03.02.2015 circulated vide their O.M. No. 42/39/2014-P&PW(G) dated 27.01.2015, has raised the issue of non-adherence of extant Rules with regard to submission of Life Certificate by authorized banks. It has been reported to the Department that some bank branches are insisting on personal appearance of pensioners for submission of Life Certificate alongwith PPOs.
2. Attention is invited to the amendment to the “Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks”, issued vide Correction Slip No. 14. The Correction Slip No. 14 facilitates the pensioners to exempt to appear physically in the bank for the purpose of Life Certificate in November every year subject to the condition that the Life Certificate must be signed by any of the authority specified in the Correction Slip No. 14 (copy enclosed).
3. Moreover, as a part of Prime Minister’s Mission “Digital India” and with the development of software application by Deptt. of Information Technology circulated as Correction Slip No. 22 to the “Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks”, the pensioners can prove their existence through Aadhaar based authentication of Life Certificate.
4. In the light of above, the Pension Account Holding Branches (PAHBs) of all authorized banks may be instructed to strictly adhere to the existing norms and do not harass the pensioners/family pensioners by insisting upon presenting themselves physically in the bank if their Life Certificate is submitted duly signed by the authority specified in Correction Slip No. 14 to the “Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks” including Aadhaar based authentication of Life Certificate.

WhatsApp starts rolling out voice calling feature to Android users
WhatsApp is now rolling out the much awaited internet calling feature to a wider set of people.
NEW DELHI: After testing the feature with select users, it appears mobile messaging service WhatsApp is now rolling out the much awaited internet calling functionality to a wider set of people.

Earlier on Friday, a number of users of WhatsApp's Android app were able to get the voice calling feature activated by simply receiving a call from a user who had the service turned on. This meant that initial testers were able to extend it to their friends who further helped other WhatsApp users join the club. However, this invite system is not working for all users.

We were able to get the voice calling feature activated on our Android phone after receiving a WhatsApp call. Although, we were able to make voice calls to other Android and BlackBerry 10 users with the latest version of the app, the feature was not being activated for all users. It's possible that WhatsApp may have set a limit to the number of users one could invite or is only allowing a limited set of users at this time to test its networks.

The feature is not available yet on the iPhone although WhatsApp's recent iOS update had introduced a calling button within the chat window. The feature also doesn't work on Windows Phone hadsets, at the moment.

After activation of the feature, WhatsApp's user interface changes to feature separate screens for dialing a voice call to WhatsApp contacts, call logs and ongoing calls. The chat window also displays a calling button (represented by a phone icon). The active call screen sports buttons for turning on the loudspeaker, switching to the chat window and for muting the call.



It's worth pointing out that WhatsApp has not officially announced the rollout of the feature yet.

The voice calling feature will bring WhatsApp in direct clash with apps like WeChat, Viber and Line that already allow users to make calls and send messages. WhatsApp is the biggest instant messaging app in the world, with 700 million active users in January 2015.
Conciliation Meeting before CLC on 20th February, 2015
In response to the strike call issued by the unions, the Chief Labour Commissioner Shri P P Mitra held a conciliation today in his office in Delhi. Mr M V Tanksale, Chief Executive of Indian Banks' Association, (IBA) and Mr K Unnikrishnan, Dy. Chief Executive IBA participated in the meeting. From the Unions, on behalf of United Forum of Bank Unions, Convener M V Murali, C H Venkatachalan, General Secretary, AIBEA and other leaders participated. From the Finance Ministry Mr Gulab Singh, Dy. Secretary participated.

During the conciliation meeting, the IBA requested the Unions to defer the strike call so that further negotiations can continue. Unions pointed out that when earlier strike call was deferred there was no positive response from IBA and unless IBA can come out with further positive improvement in their offer, it is not possible to defer the strike.

After discussions, the CLC advised that one more round of direct bipartite talks be held to find out an amicable solution and it is advisable to avoid strike in the banking sector in the interest of the economy.

Accordingly, IBA has fixed further direct bipartite negotiations between IBA and UFBU at 11-30 AM at Mumbai on 23rd February Monday. Unions have agreed to participate in the talks.

So far IBA has offered an increase of 13% i.e Rs. 4095 crores. Unioins want the IBA to substantially improve their offer. Unions have also offered to further negotiate on their present demand of 19.5% to find out an acceptable solution.

We hope that the Government of India would intervene and help in arriving at an amicable understanding on the demands. If no tangible and positive outcome would be there in the negotiations on 23rd, Unions would be constrained to implement their 4 days strike from 25th February.

Probe finds major security breach at Hoshangabad currrency paper mill

A high level probe has revealed the manufacture of bank note papers using defective security thread with Arabic inscriptions in the Hoshangabad mint in Madhya Pradesh in 2012.
An inquiry into a serious security breach at Madhya Pradesh's Hoshangabad mint in the manufacture of bank note papers using defective security thread with Arabic inscriptions in 2012 has termed the lapse so serious that it could impact national security, exposing the country to allegations of counterfeiting its own currency.
The inquiry, headed by a former CBI Director, has found that it was a definite case of collective failure of supervision at all levels and that the management at all levels failed to understand the gravity of the incident. They wilfully kept the incident away from the government for more than three months, whereas the situation demanded immediate action.
The defective security thread was first detected at the mint on November 8, 2012, as it was found to be breaking frequently on the paper machine. On detailed examination of unused spools, the thread was found to be non-magnetic, many were simply blank and others contained Arabic texts instead of the usual “RBI Bharat” in Hindi and English.
The defective threads were allegedly part of the supply of 429.187 kg of security thread by Aristocraft International Pvt. Ltd in April 2012.
Surprisingly, instead of confiscating the defective threads, the mint officials verbally contacted the suppliers who, as part of the damage control exercise, examined 96 wooden boxes containing the already manufactured Cylinder Watermarked Banknote papers and replaced 654 sheets with defective threads. Over 53 kg of threads were returned to the supplier without conducting any inquiry.
A consignment of 170 boxes sent to the Nashik mint was also examined and four boxes contained defective papers.
It was 14 months after the incident that the Department of Economic Affairs had appointed a three-member committee to inquire into the lapses. It found that there was a deliberate attempt by the Hoshangabad mint and the Security Printing and Minting Corporation of India Limited to suppress serious national security lapses.

BENGALURU: The government is likely to fulfill a long standing demand of adopting ‘One Rank One Pension’ norms made by ex-personnel in particular. It may categorize military pension as a different pension category.
One rank one pension (OROP) is a demand by armed forces in order to ensure that the military pension cannot be equated with other pensions. This move is to bring a motivational and inspirational value to the armed forces.
The information collected from The Times of India reveals that an estimation of 8,000 crore seems to be allocated by the government to accomplish its commitment made to the ex- servicemen, who have been stridently demanding one rank one pension for many years.
Predominantly, if an officer is retired in 1990 then he is not entitled to get this enhanced pension if the same is implemented during the later years.
The basic idea of OROP demand is that, the pension for the officers with the same rank must remain same all the time since the cost of living is reaching to the sky. OROP basically implies payment of pension uniformly among the retiring army personnel with the same rank and length of service.
The soldiers, airmen and the sailors retire much earlier than their other civilian counterparts like BSF or CRPF receive aborted pension. The government has taken it into account along with considering other hardship factors like risky and life threatening duties and long hours of efforts.
Being a long standing demand by 2 million ex- servicemen in the country for OROP, the Modi’s budget seems to ensure to bring goods future for army men in the long run.
