How PM Narendra Modi put new life in an ailing UPA scheme

Akash Sinha Prime Minister Narendra Modi has given a new lease of life to a sickly scheme from the second term of the Congress-led United Progressive Alliance (UPA) coalition government.
Few had heard of Jan Aushadhi Scheme before September 2015, when the Modi-led government renamed it first as Pradhan Mantri Jan Aushadhi Yojana. It was renamed again in November 2016 as Pradhan Mantri Bharatiya Janaushadhi Pariyojana (PMBJP). The UPA II scheme, which aims to provide quality generic medicines at affordable prices in place of branded medicines, not only got a new name but also a big push.

Put about 100 bricks in a closed room. Then send 2 or 3 candidates into the room & close the door. Leave them alone & come back after a few hours and analyse the situation.

1)  If they are counting the bricks, Put them in Accounts Dept.

2)  If they are re-counting the bricks, Put them in Audit Dept.

3)  If they have messed up the whole room with the bricks, Put them in Engineering Dept.

4)  If they are arranging the bricks in some strange order, Put them in Planning Dept.

Vijayan had noticed that his 15-year-old daughter Ahaana had been acting more secretive and sneaky lately, but every time he checked her iPad or computer he didn't find anything of concern. One night, like any teenager's parent, he got a strange feeling and knew something was up. He quickly grabbed her iPad and began to search, and what he found left him sick...😮😮

There, in a message to a group of online "friends," was a provocative picture of his daughter. Vijayan knew something wasn't right.

Vijayan knew Ahaana had been talking to a 17-year-old boy named Bruce who had introduced a number of other "friends" into the social media circle. Bruce was actually an innocent young boy just having fun meeting people online – he had no idea he was actually part of something much more sinister.

In his digging, Vijayan discovered that four of the "friends" in the online group were actually adult men. Enraged, he turned over what he knew – as well as access to all of their technology – to the Cyber Task Force of Portage Police Department.

Seven months later, he got a call that left him cold:"Mr. and Mrs. Nair, can you and your family please come to the police station as soon as possible?"

When they arrived, a detective explained that Bruce had been unknowingly set up as a scout to lure young girls into his circle as prey for the men to choose from. Bruce had over 2,000 young followers from all over the globe, and none of them were aware they were being set up as possible human trafficking victims.

"My beautiful girl was prey for these monsters," Vijayan said, "she was quickly approaching a meetup (in her words), and I fear that I may have never seen my daughter again."

Vijayan said he is sharing his family's story in the hopes that it will scare other parents and convince them to be more vigilant when it comes to their children's' online presence.

"I hope this triggers fear in the hearts of every one of you," he wrote. "Dig into your children's accounts, ask them questions, and tell them not to have 'friends' they don't actually know.

Most kids and teens are innocent – they would never imagine that someone they were talking to online wasn't actually the person they thought they were. They need their parents watching over them, protecting them from the unknown dangers that lie on the other side of their screen.

"It's worth the upset it may cause your child to keep them safe," Vijayan said. "If you do not know or understand what to look for or how to monitor your child's social media use, then ask someone who does, someone you feel you can trust with the life of your child."

"This is not someone else's problem," he added, "this is, right here, right now, and real as the tears I shed for the innocence that was stolen from my daughter."

1 Tax on Non AC restaurants reduced from 12 % to 5%

2. Tax on AC restaurants re. duced from 18 % to 5%

3. The 5 % rates is without ITC.4. The above rate is applicable

4. The above rate is applicable without any upper turnover Limit.

5. Restaurants in Hotel will also be covered under 5 % rates

6. However restaurants in Hotel where room rents is up to Rs 7500 and above the GST will be applicable @ 18 % with ITC benefits.

7. GST on outdoor catering will be applicable @ 18 % with ITC benefits.

8. The above rates will be applicable from 15.11.2017

Dear Sir,

Re: SERVICES TO SENIOR CITIZEN CUSTOMERS AND CUSTOMERS AGED MORE THAN 70 YEARS

Kindly find attached a copy of the circular dated 9/11/2017 issued by the Reserve Bank of India to all the Scheduled Commercial Banks in case it has already not come to your notice.

It will be observed therefrom that the Apex Bank has issued detailed instructions in respect of priority service to senior citizen customers and differently abled customers including visually impaired persons.

More importantly, the Bank has also issued instructions for "Doorstep Banking " for customers aged more than 70 years of age.

In insurance industry also, more particularly in life insurance companies, there may be a sizable number of senior citizens who are customers who have taken policies in their younger days and also senior citizen policyholders who have taken pension policies where the policy contracts may still be in operation. The senior citizen policyholders whose policies mature or some benefits payable under policies may need service from LIC .Many policyholders who have taken policies under Jeevan Suraksha Pension Plan and Jeevan Dhara Pension Plan from LIC of India receiving monthly pensions under such policies might have completed 70 years  or more and Life Certificates are required by LIC  during intervals of a few years for continued payment of pension especially after the  guaranteed period .Such policyholders may require some help from LIC.

Similarly, there are health insurance policyholders in the general insurance companies who may be senior citizens and many  of them may be aged more than 70 years .They may also need  some special assistance from the insurers in the event of having to avail Cashless Hospitalisation  benefit on account of in-patient treatment in hospitals in coordination with the Third Party Administrators. They may also need help for obtaining claim settlements for amounts spent by them for treatment/surgery in hospitals.

In addition to the above there are pensioners including family pensioners-who are internal customers- of LIC of India and public sector General Insurance companies a sizeable proportion of whom are aged more than 70 years .Many among them may be submitting their yearly Life Certificates in the physical form instead of a digital certificate. They will be very much helped if door step service is provided to them for submission of such certificates once in a year.

Besides, many a time, under the Group Mediclaim  Scheme under which LIC Pensioners are covered, assistance is required by aged pensioners for obtaining TPA's E-cards, availing Cashless Hospitalisation  in the event of admission in a hospital for treatment or surgery and also for claim settlement where medical expenses are claimed by way of reimbursement. Besides whenever the amount of insurance cover is increased they also need to submit their option forms if they wish to exercise the same for availing the increased cover.

Considering the above, it will be appreciated that the senior citizen  insurance customers –including pensioners of the public sector insurance companies-are similarly placed as Bank customers and hence need similar priority treatment as directed by the Reserve Bank of India to the Scheduled Commercial Banks.

I therefore suggest that the Insurance Regulatory and Development Authority of India may issue  suitable similar instructions to the Life  Insurance Corporation of India , the public sector general insurers and the various private life and general insurers for priority service to senior citizen customers  in general and those aged  over 70 years in particular.

Appointment of Second National Judicial Pay Commission

Cabinet approves appointment of Second National Judicial Pay Commission for Subordinate Judiciary in the country

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved appointment of Second National Judicial Pay Commission (SNJPC) for Subordinate Judiciary in the country.

The Commission is to be headed by Shri Justice (Retd.J P.Venkatrama Reddi, former Judge of Supreme Court of India. Shri R. Basant, a former Judge of the Kerala High Court is the Member of the Commission.

The Commission will make its recommendations to the State Governments preferably within a period of 18 months.

It will examine the present structure of emoluments and conditions of service of Judicial Officers in the States and UTs. The Commission aims to evolve the principles which would govern pay structure and other emoluments of Judicial Officers belonging to the Subordinate Judiciary of the country. It will examine the work methods and work environment as also the variety of allowance and benefits in kind that are available to Judicial Officers in addition to pay and to suggest rationalization and simplification thereof.

The Commission will devise its own procedures and formulate modalities necessary for accomplishing the task. The Commission also aims at making the pay scales and conditions of service of Judicial Officers uniform throughout the country.

The recommendations of the Commission will help in promoting efficiency in Judicial Administration, optimizing the size of judiciary etc. and to remove anomalies created in implementation of earlier recommendations.

Creation of National Testing Agency (NTA)

Cabinet approves Creation of National Testing Agency (NTA) to conduct entrance examinations for higher educational institutions

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved creation of National Testing Agency (NTA) as a Society registered under the Indian Societies Registration Act, 1860, and as an autonomous and self-sustained premier testing organization to conduct entrance examinations for higher educational institutions.

 

Features:

·         The NTA would initially conduct those entrance examinations which are currently being conducted by the CBSE.

·         Other examinations will be taken up gradually after NTA is fully geared up.

·         The entrance examinations will be conducted in online mode at least twice a year, thereby giving adequate opportunity to candidates to bring out their best.

·         In order to serve the requirements of the rural students, it would locate the centres at sub-district/district level and as far as possible would undertake hands-on training to the students.

 

Constitution:

·         NTA will be chaired by an eminent educationist appointed by MHRD.

·         The CEO will be the Director General to be appointed by the Government.

·         There will be a Board of Governors comprising members from user institutions.

·         The Director General will be assisted by 9 verticals headed by academicians/ experts.

 

Finances:

NTA will be given a one-time grant of Rs.25 crore from the Government of India to start its operation in the first year. Thereafter, it will be financially self-sustainable.

Impact:

Establishment of NTA will benefit about 40 lakh students appearing in various entrance examinations. It will relieve CBSE, AICTE and other agencies from responsibility of conducting these entrance examinations, and also bring in high reliability, standardized difficulty level for assessing the aptitude, intelligence and problem solving abilities of the students.

 

Background:

 

In view of the need to have a specialized body in India like the most advanced countries, the Finance Minister in the Budget speech of 2017-18 had announced setting up of a National Testing Agency (NTA) as an autonomous and self-sustained premier testing organization to conduct all entrance examinations for higher educational institutions.

Provide doorstep banking to those aged above 70 years by December 31: RBI

Senior citizens of more than 70 years of age and the differently-abled can look forward to availing of basic banking services, right from the comfort of their home.
The RBI today asked banks to provide doorstep banking facilities to senior citizens of more than 70 years of age and differently-abled persons by December this year.
Banks have been directed that senior citizens and specially-abled persons, including the visually-impaired, should be provided basic services like pick-up and delivery of cash, chequebooks and demand drafts at their residence.
Issuing a notification in this regard, the RBI said "it has been observed" that there are occasions when banks discourage or turn away senior citizens and differently-abled persons from availing banking facilities in branches.
"... in view of the difficulties faced by senior citizens of more than 70 years of age and differently-abled or infirm persons (having medically certified chronic illness or disability) including those who are visually impaired, banks are advised to make concerted effort to provide basic banking facilities...," the RBI said in a communication to banks, including small finance and payments banks.
These facilities should include pick-up of cash and instruments against receipt, delivery of cash against withdrawal from accounts, delivery of demand drafts, submission of Know Your Customer (KYC) documents and Life Certificates at the premises or residence of such customers.
"Banks are advised to implement these instructions by December 31, 2017, in letter and spirit and give due publicity in their bank branches and websites," it said.
The RBI noted that notwithstanding the need to push digital transactions and use of ATMs, it is imperative to be sensitive to the requirements of senior citizens and the differently-abled.
The notification further said that in addition to the facility of Digital Life Certificate under 'Jeevan Praman' Scheme, pensioners can submit physical Life Certificate form at any branch of the pension-paying bank.
"However, it is observed that often the same is not updated promptly by the receiving branch in the Core Banking Solution (CBS) system of the bank, resulting in avoidable hardship to the pensioners," it noted, asking banks to ensure that when a Life Certificate is submitted in any branch, including a non-home branch, the same should be updated and uploaded promptly in the CBS.
The RBI asked banks to provide a minimum of 25 cheque leaves every year for a savings bank account free of charge. They should not insist on physical presence of any customer, including senior citizens and differently-abled persons, for getting cheque books.
Banks have also been advised that a fully KYC compliant account should automatically be converted into a 'Senior Citizen Account' based on the date of birth available in the bank's records.
According to the apex bank, banks should provide senior citizens and differently-abled persons Form 15G/H (related to tax deduction at source) once a year (preferably in April).

House Building Advance 2017

The Government has revised the House Building Advance (HBA) rules for Central Government Employees incorporating the accepted recommendations of the 7th Pay Commission.  Following are the salient features of the new rules:-

1.         The total amount of advance that a central government employee can borrow from government has been revised upwards.  The employee can up to borrow 34 months of the basic pay subject to a maximum of Rs. 25 lakhs (Rs. Twenty Five Lakhs only), or cost of the house/flat, or the amount according to repaying capacity, whichever is the least for new construction/purchase of new house/flat.  Earlier this limit was only Rs.7.50 lakhs.
2.         Similarly, the HBA amount for expansion of the house has been revised to a maximum of Rs.10 lakhs or 34 months of basic pay or cost of the expansion of the house or amount according to repaying capacity, whichever is least. This amount was earlier Rs.1.80 lakhs. 
3.      The cost ceiling limit of the house which an employee can construct/ purchase has been revised to Rs.1.00 crore with a proviso of upward revision of 25% in deserving cases. The earlier cost ceiling limit was Rs.30 lakhs.
4.      Both spouses, if they are central government employees, are now eligible to take HBA either jointly, or separately.  Earlier only one spouse was eligible for House Building Advance.
5.      There is a provision for individuals migrating from home loans taken from Financial Institutions/ Banks to HBA, if they so desire.
6.      The provision for availing ‘second charge’ on the house for taking loans to fund balance amount from Banks/ Financial Institutions has been simplified considerably. ‘No Objection Certificate’ will be issued along with sanction order of HBA, on employee’s declaration.
7.      Henceforth, the rate of Interest on Housing Building Advance shall be at only one rate of 8.50% at simple interest (in place of the earlier four slabs of  bearing interest rates ranging from 6% to 9.50% for different slabs of HBA which ranged from Rs.50,000/- to Rs.7,50,000/-) .
8.       This rate of interest shall be reviewed every three yearsAll cases of subsequent tranches/ installments of HBA being taken by the employee in different financial years shall be governed by the applicable rate of interest in the year in which the HBA was sanctioned, in the event of change in the rate of interest.  HBA is admissible to an employee only once in a life time.
9.      The clause of adding a higher rate of interest at 2.5% (two point five percent) above the prescribed rate during sanction of House Building Advance stands withdrawn. Earlier the employee was sanctioned an advance at an interest rate of 2.5%  above the scheduled rates with the stipulation that if conditions attached to the sanction including those relating to the recovery of amount are fulfilled completely,  to the satisfaction of the competent authority, a rebate of interest to the extent of 2.5% was allowed.
10.  The methodology of recovery of HBA shall continue as per the existing pattern recovery of principal first in the first fifteen years in 180 monthly instalments and interest thereafter in next five years in 60 monthly instalments.
11.   The house/flat constructed/purchased with the help of House Building advance can be insured with the private insurance companies which are approved by Insurance Regulatory Development Authority (IRDA). 
12.       This attractive package is expected to incentivize the government employee to buy house/ flat by taking the revised HBA along with other bank loans, if required.  This will give a fillip to the Housing infrastructure sector.

Global Crude oil price of Indian Basket was US$ 62.42 per bbl on 08.11.2017
The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 62.42 per barrel (bbl) on 08.11.2017. This was lower than the price of US$ 62.83 per bbl on previous publishing day of 07.11.2017.
In rupee terms, the price of Indian Basket decreased to Rs 4060.91 per bbl on 08.11.2017 as compared to Rs. 4071.49 per bbl on 07.11.2017. Rupee closed weaker at Rs. 65.06 per US$ on 08.11.2017 as compared to 64.81 per US$ on 07.11.2017. The table below gives details in this regard:
