At the outset Shri Tomar greeted the Farmers’ Unions on the occasion of Makar Sankranti and thanked them for keeping the agitation peaceful. The Agriculture Minister suggested that discussions with Farmers Unions can also take place in an informal group so that a way forward can be found. He said that in a democracy the government honours the Supreme Court’s directions. Shri Tomar once again reiterated that point wise discussion can take place on contentious issues. Each State in the country has different circumstances and a lot of farmers across the country support these new farm laws. He also said that procurement of farmers produce at Minimum Support Price (MSP) has increased during this season and procurement centres have also increased. Union Minister for Consumer Affairs, Food and Public Distribution Shri Piyush Goyal explained the provisions of the Essential Commodities Amendment Act, 2020 during the discussion. He also elaborated how this Act will benefit the Agriculture sector and farmers. Release Prime Minister's Office Text of PM's address at the launch of Pan-India Rollout of COVID-19 Vaccination Drive Posted Date:- Jan 16, 2021 मेरे प्यारे देशवासियों, नमस्कार ! आज के दिन का पूरे देश को बेसब्री से इंतजार रहा है। कितने महीनों से देश के हर घर में, बच्चे-बूढ़े-जवान, सभी की जुबान पर यही सवाल था कि - कोरोना की वैक्सीन कब आएगी? तो अब कोरोना की वैक्सीन आ गई है, बहुत कम समय में आ गई है। अब से कुछ ही मिनट बाद भारत में दुनिया का सबसे बड़ा टीकाकरण अभियान शुरू होने जा रहा है। मैं सभी देशवासियों को इसके लिए बहुत-बहुत बधाई देता हूं। आज वो वैज्ञानिक, वैक्सीन रिसर्च से जुड़े अनेकों लोग विशेष रूप से प्रशंसा के हकदार हैं, जो बीते कई महीनों से कोरोना के खिलाफ वैक्सीन बनाने में जुटे थे, दिन-रात जुटे थे। ना उन्‍होंने त्‍यौहार देखा है, ना उन्‍होंने दिन देखा है, ना उन्‍होंने रात देखी है। आमतौर पर एक वैक्सीन बनाने में बरसों लग जाते हैं। लेकिन इतने कम समय में एक नहीं, दो-दो मेड इन इंडिया वैक्सीन तैयार हुई हैं। इतना ही नहीं कई और वैक्सीन पर भी काम तेज गति से चल रहा है। ये भारत के सामर्थ्य, भारत की वैज्ञानिक दक्षता, भारत के टैलेंट का जीता जागता सबूत है। ऐसी ही उपलब्धियों के लिए राष्ट्रकवि रामधारी सिंह दिनकर ने कहा था- मानव जब ज़ोर लगाता है, पत्थर पानी बन जाता है !! भाइयों और बहनों, भारत का टीकाकरण अभियान बहुत ही मानवीय और महत्वपूर्ण सिद्धांतों पर आधारित है। जिसे सबसे ज्यादा जरूरी है, उसे सबसे पहले कोरोना का टीका लगेगा। जिसे कोरोना संक्रमण का रिस्क सबसे ज्यादा है, उसे पहले टीका लगेगा। जो हमारे डॉक्टर्स हैं, नर्सेंस हैं, अस्पताल में सफाई कर्मी हैं, मेडिकल-पैरा मेडिकल स्टाफ हैं, वो कोरोना की वैक्सीन के सबसे पहले हकदार हैं। चाहे वो सरकारी अस्पताल में हों या फिर प्राइवेट में, सभी को ये वैक्सीन प्राथमिकता पर लगेगी। इसके बाद उन लोगों को टीका लगाया जाएगा, जिन पर जरूरी सेवाओं और देश की रक्षा या कानून-व्यवस्था की जिम्मेदारी है। जैसे हमारे सुरक्षाबल हो गए, पुलिसकर्मी हो गए, फायरब्रिगेड के लोग हो गए, सफाई कर्मचारी हो गए, इन सभी को ये वैक्सीन प्राथमिकता पर लगेगी। और मैंने जैसा पहले भी कहा है- इनकी संख्या करीब-करीब तीन करोड़ होती है। इन सभी के वैक्सीनेशन का खर्च भारत सरकार द्वारा उठाया जाएगा। साथियों, इस टीकाकरण अभियान की पुख्ता तैयारियों के लिए राज्य सरकारों के सहयोग से देश के कोने-कोने में Trials किए गए हैं, Dry Runs हुए हैं। विशेष तौर पर बनाए गए Co-Win डिजिटल प्लेटफॉर्म में टीकाकरण के लिए रजिस्ट्रेशन से लेकर ट्रैकिंग तक की व्यवस्था है। आपको पहला टीका लगने के बाद दूसरी डोज कब लगेगी, इसकी जानकारी भी आपके फोन पर दी जाएगी। और मैं सभी देशवासियों को ये बात फिर याद दिलाना चाहता हूं कि कोरोना वैक्सीन की 2 डोज लगनी बहुत जरूरी है। एक डोज ले लिया और फिर भूल गए, ऐसा गलती मत करना। और जैसा एक्सपर्ट्स कह रहे हैं, पहली और दूसरी डोज के बीच, लगभग एक महीने का अंतराल भी रखा जाएगा। आपको ये भी याद रखना है कि दूसरी डोज़ लगने के 2 हफ्ते बाद ही आपके शरीर में कोरोना के विरुद्ध ज़रूरी शक्ति विकसित हो पाएगी। इसलिए टीका लगते ही आप असावधानी बरतने लगें, मास्क निकालकर रख दें, दो गज की दूरी भूल जाएं, ये सब मत करिएगा। मैं प्रार्थना करता हूँ मत करिएगा। और मैं आपको एक और चीज बहुत आग्रह से कहना चाहता हूं। जिस तरह धैर्य के साथ आपने कोरोना का मुकाबला किया, वैसा ही धैर्य अब वैक्सीनेशन के समय भी दिखाना है। साथियों, इतिहास में इस प्रकार का और इतने बड़े स्तर का टीकाकरण अभियान पहले कभी नहीं चलाया गया है। ये अभियान कितना बड़ा है, इसका अंदाज़ा आप सिर्फ पहले चरण से ही लगा सकते हैं। दुनिया के 100 से भी ज्यादा ऐसे देश हैं जिनकी जनसंख्या 3 करोड़ से कम है। और भारत वैक्सीनेशन के अपने पहले चरण में ही 3 करोड़ लोगों का टीकाकरण कर रहा है। दूसरे चरण में हमें इसको 30 करोड़ की संख्या तक ले जाना है। जो बुजुर्ग हैं, जो गंभीर बीमारी से ग्रस्त हैं, उन्हें अगले वाले चरण में टीका लगेगा। आप कल्पना कर सकते हैं, 30 करोड़ की आबादी से ऊपर के दुनिया के सिर्फ तीन ही देश हैं- खुद भारत, चीन और अमेरिका। और कोई भी देश ऐसा नहीं है जिनकी आबादी इनसे ज्यादा हो। इसलिए भारत का टीकाकरण अभियान इतना बड़ा है। और इसलिए ये अभियान भारत के सामर्थ्य को दिखाता है। और मैं देशवासियों को एक और बात कहना चाहता हूं। हमारे वैज्ञानिक, हमारे एक्सपर्ट्स जब दोनों मेड इन इंडिया वैक्सीन की सुरक्षा और प्रभाव को लेकर आश्वस्त हुए तभी उन्होंने इसके इमरजेंसी उपयोग की अनुमति दी है। इसलिए देशवासियों को किसी भी तरह के प्रोपेगैंडा, अफवाएं, दुष्प्रचार से बचकर रहना है। साथियों, भारत के वैक्सीन वैज्ञानिक, हमारा मेडिकल सिस्टम, भारत की प्रक्रिया की पूरे विश्व में बहुत विश्वसनीयता है और पहले से है। हमने ये विश्वास अपने ट्रैक रिकॉर्ड से हासिल किया है। मेरे प्‍यारे देशवासियों, हर हिन्‍दुस्‍तानी इस बात पर गर्व करेगा कि दुनियाभर के करीब 60 प्रतिशत बच्चों को जो जीवनरक्षक टीके लगते हैं, वो भारत में ही बनते हैं, भारत की सख्त वैज्ञानिक प्रक्रियाओं से ही होकर गुज़रते है। भारत के वैज्ञानिकों और वैक्सीन से जुड़ी हमारी विशेषज्ञता पर दुनिया का ये विश्वास मेड इन इंडिया कोरोना वेक्सीन में और मज़बूत होने वाला है। इसकी कुछ और खास बातें हैं जो आज मैं देशवासियों को जरूर बताना चाहता हूं। ये भारतीय वैक्सीन, विदेशी वैक्सीनों की तुलना में बहुत सस्ती हैं और इनका उपयोग भी उतना ही आसान है। विदेश में तो कुछ वैक्सीन ऐसी हैं जिसकी एक डोज पांच हजार रुपए तक में है और जिसे माइनस 70 डिग्री तापमान में फ्रिज में रखना होता है। वहीं, भारत की Vaccines ऐसी तकनीक पर बनाई गई हैं, जो भारत में बरसों से Tried और Tested हैं। ये वैक्सीन स्टोरेज से लेकर ट्रांसपोर्टेशन तक भारतीय स्थितियों और परिस्थितियों के अनुकूल हैं। यही वैक्सीन अब भारत को कोरोना के खिलाफ लड़ाई में निर्णायक जीत दिलाएगी। साथियों, कोरोना से हमारी लड़ाई आत्मविश्वास और आत्मनिर्भरता की रही है। इस मुश्किल लड़ाई से लड़ने के लिए हम अपने आत्मविश्वास को कमजोर नहीं पड़ने देंगे, ये प्रण हर भारतीय में दिखाई दिया है। संकट कितना ही बड़ा क्‍यों ना हो, देशवासियों ने कभी आत्‍मविश्‍वास खोया नहीं। जब भारत में कोरोना पहुंचा तब देश में कोरोना टेस्टिंग की एक ही लैब थी। हमने अपने सामर्थ्य पर विश्वास रखा और आज 2300 से ज्यादा लैब्स का नेटवर्क हमारे पास है। शुरुआत में हम मास्क, PPE किट, टेस्टिंग किट्स, वेंटिलेटर्स जैसे ज़रूरी सामान के लिए भी विदेशों पर निर्भर थे। आज इन सभी सामानों के निर्माण में हम आत्मनिर्भर हो गए हैं और इनका निर्यात भी कर रहे हैं। आत्मविश्वास और आत्मनिर्भरता की इसी ताकत को हमें टीकाकरण के इस दौर में भी सशक्त करना है। साथियों, महान तेलुगू कवि श्री गुराजाडा अप्पाराव ने कहा था- सौन्त लाभं कौन्त मानुकु, पौरुगुवाडिकि तोडु पडवोय् देशमन्टे मट्टि कादोयि, देशमन्टे मनुषुलोय ! यानि हम दूसरों के काम आएं ये निस्वार्थ भाव हमारे भीतर रहना चाहिए। राष्ट्र सिर्फ मिट्टी, पानी, कंकड़, पत्थर से नहीं बनता, बल्कि राष्ट्र का अर्थ होता है, हमारे लोग। कोरोना के विरुद्ध लड़ाई को संपूर्ण देश ने इसी भावना के साथ लड़ा है। आज जब हम बीते साल को देखते हैं तो, एक व्यक्ति के रूप में, एक परिवार के रूप में, एक राष्ट्र के रूप में हमने बहुत कुछ सीखा है, बहुत कुछ देखा है, जाना है, समझा है। आज भारत जब अपना टीकाकरण अभियान शुरू कर रहा है, तो मैं उन दिनों को भी याद कर रहा हूं। कोरोना संकट का वो दौर जब हर कोई चाहता था कि कुछ करे, लेकिन उसको उतने रास्ते नहीं सूझते थे। सामान्य तौर पर बीमारी में पूरा परिवार बीमार व्‍यक्‍ति की देखभाल के लिए जुट जाता है। लेकिन इस बीमारी ने तो बीमार को ही अकेला कर दिया। अनेकों जगहों पर छोटे-छोटे बीमार बच्चों को मां से दूर रहना पड़ा। मां परेशान रहती थी, मां रोती थी, लेकिन चाहकर भी कुछ कर नहीं पाती थी, बच्चे को अपनी गोद में नहीं ले पाती थी। कहीं बुजुर्ग पिता, अस्पताल में अकेले, अपनी बीमारी से संघर्ष करने को मजबूर थे। संतान चाहकर भी उसके पास नहीं जा पाती थी। जो हमें छोड़कर चले गए, उनको परंपरा के मुताबिक वो विदाई भी नहीं मिल सकी जिसके वो हकदार थे। जितना हम उस समय के बारे में सोचते हैं, मन सिहर जाता है, उदास हो जाता है। लेकिन साथियों, संकट के उसी समय में, निराशा के उसी वातावरण में, कोई आशा का भी संचार कर रहा था, हमें बचाने के लिए अपने प्राणों को संकट में डाल रहा था। हमारे डॉक्टर, नर्स, पैरामेडिकल स्टाफ, एंबुलेंस ड्राइवर, आशा वर्कर, सफाई कर्मचारी, पुलिस के साथी और दूसरे Frontline Workers. उन्होंने मानवता के प्रति अपने दायित्व को प्राथमिकता दी। इनमें से अधिकांश तब अपने बच्चों, अपने परिवार से दूर रहे, कई-कई दिन तक घर नहीं गए। सैकड़ों साथी ऐसे भी हैं जो कभी घर वापस लौट ही नहीं पाए, उन्होंने एक-एक जीवन को बचाने के लिए अपना जीवन आहूत कर दिया है। इसलिए आज कोरोना का पहला टीका स्वास्थ्य सेवा से जुड़े लोगों को लगाकर, एक तरह से समाज अपना ऋण चुका रहा है। ये टीका उन सभी साथियों के प्रति कृतज्ञ राष्ट्र की आदरांजलि भी है। भाइयों और बहनों, मानव इतिहास में अनेक विपदाएं आईं, महामारियां आईं, भीषण युद्ध हुए, लेकिन कोरोना जैसी चुनौती की किसी ने कल्पना नहीं की थी। ये एक ऐसी महामारी थी जिसका अनुभव ना तो साइंस को था और ना ही सोसायटी को। तमाम देशों से जो तस्वीरें आ रही थीं, जो खबरें आ रहीं थीं, वो पूरी दुनिया के साथ-साथ हर भारतीय को विचलित कर रही थीं। ऐसे हालात में दुनिया के बड़े-बड़े एक्सपर्ट्स भारत को लेकर तमाम आशंकाएं जता रहे थे। लेकिन साथियों, भारत की जिस बहुत बड़ी आबादी को हमारी कमज़ोरी बताया जा रहा है था, उसको ही हमने अपनी ताकत बना लिया। भारत ने संवेदनशीलता और सहभागिता को लड़ाई का आधार बनाया। भारत ने चौबीसों घंटे सतर्क रहते हुए, हर घटनाक्रम पर नजर रखते हुए, सही समय पर सही फैसले लिए। 30 जनवरी को भारत में कोरोना का पहला मामला मिला, लेकिन इसके दो सप्ताह से भी पहले भारत एक हाई लेवल कमेटी बना चुका था। पिछले साल आज का ही दिन था जब हमने बाकायदा सर्विलांस शुरु कर दिया था। 17 जनवरी, 2020 वो तारीख थी, जब भारत ने अपनी पहली एडवायजरी जारी कर दी थी। भारत दुनिया के उन पहले देशों में से था जिसने अपने एयरपोर्ट्स पर यात्रियों की स्क्रीनिंग शुरू कर दी थी। साथियों, कोरोना के खिलाफ लड़ाई में भारत ने जैसी इच्छाशक्ति दिखाई है, जो साहस दिखाया है, जो सामूहिक शक्ति का परिचय करवाया है, वो आने वाली अनेक पीढ़ियों के लिए प्रेरणा का काम करेगा। याद कीजिए जनता कर्फ्यू, कोरोना के विरुद्ध हमारे समाज के संयम और अनुशासन का भी परीक्षण था, जिसमें हर देशवासी सफल हुआ। जनता कर्फ्यू ने देश को मनोवैज्ञानिक रूप से लॉकडाउन के लिए तैयार किया। हमने ताली-थाली और दीया जलाकर, देश के आत्मविश्वास को ऊंचा रखा। साथियों, कोरोना जैसे अनजान दुश्मन, जिसके Action-Reaction को बड़े-बड़े सामर्थ्यवान देश नहीं भांप पा रहे थे, उसके संक्रमण को रोकने का सबसे प्रभावी तरीका ही यही था कि जो जहां है, वो वहीं रहे। इसलिए देश में लॉकडाउन का फैसला भी किया गया। ये निर्णय आसान नहीं था। इतनी बड़ी आबादी को घर के अंदर रखना असंभव है, इसका हमें ऐहसास था। और यहां तो देश में सब कुछ बंद होने जा रहा था, लॉकडाउन होने जा रहा था। इसका लोगों की रोजी-रोटी पर क्या प्रभाव पड़ेगा, अर्थव्यवस्था पर क्या प्रभाव पड़ेगा, इसका आकलन भी हमारे सामने था। लेकिन देश ने ’जान है तो जहान है’ के मंत्र पर चलते हुए प्रत्येक भारतीय का जीवन बचाने को सर्वोच्च प्राथमिकता दी। और हम सभी ने ये देखा है कि कैसे तुरंत ही पूरा देश, पूरा समाज इस भावना के साथ खड़ा हो गया। अनेकों बार छोटी-छोटी लेकिन महत्वपूर्ण चीजों की जानकारी देने के लिए मैंने भी अनेक बार देशवासियों के साथ सीधा संवाद किया। एक तरफ जहां गरीबों को मुफ्त भोजन की व्यवस्था की गई, तो वहीं दूध, सब्ज़ी, राशन, गैस, दवा, ऐसी ज़रूरी चीज़ों की सुचारू आपूर्ति सुनिश्चित की गई। देश में व्यवस्थाएं ठीक से चलें, इसके लिए गृह मंत्रालय ने 24X7 कंट्रोल रूम शुरु किया जिस पर हजारों कॉल्स का जवाब दिया गया है, लोगों को समाधान दिया गया है। साथियों, कोरोना के विरुद्ध इस लड़ाई में हमने कदम-कदम पर दुनिया के सामने उदाहरण प्रस्तुत किया है। ऐसे समय में जब कुछ देशों ने अपने नागरिकों को चीन में बढ़ते कोरोना के बीच छोड़ दिया था, तब भारत, चीन में फंसे हर भारतीय को वापस लेकर आया। और सिर्फ भारत के ही नहीं, हम कई दूसरे देशों के नागरिकों को भी वहां से वापस निकालकर लाए। कोरोना काल में वंदे भारत मिशन के तहत 45 लाख से ज्यादा भारतीयों को विदेशों से भारत लाया गया। मुझे याद है, एक देश में जब भारतीयों को टेस्ट करने के लिए मशीनें कम पड़ रहीं थीं तो भारत ने पूरी टेस्‍टिंग लैब यहां से वहां भेज करके उसको वहां सजाया लगाया ताकि वहां से भारत आ रहे लोगों को टेस्टिंग की दिक्कत ना हो। साथियों, भारत ने इस महामारी से जिस प्रकार से मुकाबला किया उसका लोहा आज पूरी दुनिया मान रही है। केंद्र और राज्य सरकारें, स्थानीय निकाय, हर सरकारी संस्थान, सामाजिक संस्थाएं, कैसे एकजुट होकर बेहतर काम कर सकते हैं, ये उदाहरण भी भारत ने दुनिया के सामने रखा। ISRO, DRDO, फौज से लेकर किसानों और श्रमिकों तक, सभी एक संकल्प के साथ कैसे काम कर सकते हैं, ये भारत ने दिखाया है। ‘दो गज़ की दूरी और मास्क है जरूरी’ उस पर फोकस करने वालों में भी भारत अग्रणी देशों में रहा। भाइयों और बहनों, आज इन्हीं सब प्रयासों का परिणाम है कि भारत में कोरोना से होने वाली मृत्यु की दर कम है और ठीक होने वालों की दर बहुत अधिक है। देश के कई जिले ऐसे हैं जहां एक भी व्यक्ति को हमें कोरोना की वजह से खोना नहीं पड़ा। इन जिलों में हर व्यक्ति कोरोना से ठीक होने के बाद अपने घर पहुंचा है। बहुत से जिले ऐसे भी हैं, जहां बीते दो सप्ताह से कोरोना संक्रमण का एक भी केस नहीं आया है। यहां तक कि लॉकडाउन से प्रभावित अर्थव्यवस्था की रिकवरी में भी भारत दुनिया में आगे निकल रहा है। भारत उन गिने-चुने देशों में है जिसने मुश्किल के बावजूद दुनिया के 150 से ज्यादा देशों में ज़रूरी दवाएं और ज़रूरी मेडिकल सहायता पहुंचाई। पैरासिटामॉल हो, हाइड्रोक्सी-क्लोरोक्विन हो, टेस्टिंग से जुड़ा सामान हो, भारत ने दूसरे देश के लोगों को भी बचाने की हर संभव कोशिश की। आज जब हमने अपनी वैक्सीन बना ली है, तब भी भारत की तरफ दुनिया आशा और उम्मीद की नज़रों से देख रही है। हमारा टीकाकरण अभियान जैसे-जैसे आगे बढ़ेगा, दुनिया के अनेक देशों को हमारे अनुभवों का लाभ मिलेगा। भारत की वैक्सीन, हमारी उत्पादन क्षमता, पूरी मानवता के हित में काम आए, ये हमारी प्रतिबद्धता है। भाइयों और बहनों, ये टीकाकरण अभियान अभी लंबा चलेगा। हमें जन-जन के जीवन को बचाने में योगदान देने का मौका मिला है। इसलिए इस अभियान से जुड़ी प्रक्रिया को, उस प्रक्रिया का हिस्सा बनने के लिए भी देश में Volunteer आगे आ रहे हैं। मैं उनका स्‍वागत करता हूँ, और भी अधिक Volunteers को मैं अपना समय इस सेवा कार्य में जोड़ने के लिए जरूर आग्रह करूंगा। हां, जैसा मैंने पहले कहा, मास्क, दो गज़ की दूरी और साफ-सफाई, ये टीके के दौरान भी और बाद में भी ज़रूरी रहेंगे। टीका लग गया तो इसका अर्थ ये नहीं कि आप कोरोना से बचाव के दूसरे तरीके छोड़ दें। अब हमें नया प्रण लेना है- दवाई भी, कड़ाई भी ! आप सभी स्वस्थ रहें, इसी कामना के साथ इस टीकाकरण अभियान के लिए पूरे देश को बहुत-बहुत शुभकामनाएं देता हूँ! देश के वैज्ञानिकों का, रिसर्चस का, लैब में जुड़े हुए सब लोगों का जिन्‍होंने पूरे साल एक ऋषि की तरह अपनी लैब में जीवन खपा दिया और ये वैक्‍सीन देश और मानवता को दी है मैं उनको भी विशेष रूप से अभिनंदन करता हूँ, उनका आभार व्‍यक्‍त करता हूँ। मेरी आप सबको बहुत-बहुत शुभकामनांए हैं। आप जल्‍द इसका लाभ उठाएं। Friends,

 I am very happy to inform you that the Udupi Association Unit  has been Inaugurated on the 9^th of January 2021. It was a very satisfying experience for those of us from outside who attended the function. Apart from me, Sri T K Ravindran  Jt. Secretary of Federation &  Sri N T Hegde from  Bengaluru, along with Sri B P Rao President of Dharwar Association, were present for the occasion.

 In point of fact, I have to say 'Hats off' to these people from the neighbouring Karnataka Associations who were the ones who took great interest in initiating action for the start of the Association at Udupi. The Bengaluru Association Team of Sri T K Ravindran, Sri N T Hegde and Sri K S Raghunath (and in the past late Sri R Rajagopalan) have been carrying out this Expansion campaign of setting up other units in the Karnataka Divisional centres, with a truly missionary zeal!

 What started earlier on, with opening the Dharwad Unit , later went on to start the Unit at Mysuru, and now on to the Udupi Association Unit. They are not done yet, and are now focusing attention on to setting up Association Units at Shimoga, Raichur and Belgaum. I can only stand at a Distance and admire their enthusiasm and spirit. Let their Tribe increase…

The Udupi Association is now strongly in place with a membership of around 90 or so. The Inaugural function itself was attended by about 60 members. And this is a big thing considering the fact that members are strewn around udupi in smaller suburbs and not in Udupi itself. They have a dynamic Leadership Team consisting of spirited people like Sri Julian D'souza (President), Sri Shashidhra (Secretary) and P L Upadhya (Vice-President). Sri Upadhya compered the whole function in a delightful manner and kept the members in good humour with his witticisms. The only sad part of the Day was the inability of the veteran Federation Leader Sri O P Vashisht to be present there as he had planned, due to his difficulty in entering Delhi, owing to the Farmers' Agitation in the Borders of the City. So we now have the 22^nd Association Unit under the banner of the Federation!

Members will remember the coming into being of the Jharkand Unit in February 2020 and the Mysuru Unit in March 2020. We must be proud, that in spite of the Country in a Lockdown mode, the Federation has made some remarkable strides in this troubled year of 2020!

Now,  on to a Message from the Pensioners of Banks:

Just now, I contacted shri. Thaker, G.S, NOBO who was very kind enough to take my call and I asked him for the developments in yesterday's meeting with IBA. He confirmed that IBA has appointed 2 actuaries to ascertain the pay load and very soon wishes to settle the issue.

They requested the pensioners to stay calm and be optimistic.

He said that he is positive in the matter, while asking for his opinion, since lakhs of pensioners are anxious of early settlement of issues.

Let us pray God Almighty.

Let us go on giving pressure until we achieve success in our demands.

APEAL TO PM

Hon'bl Prime Minister,

Sir,

Kindly excuse this Octogenarian of 84+ yrs. for again knocking at your doors for the sixth time, since the solution to my GRIEVANCE Registration Number

PMOPG/E/2021/0003884,

lies only with the Central Government as per LIC of INDIA, whom it was referred by PMO on 8.1.2021 and LIC has replied and uploaded ATR on 11.1.2021 as under:-

"The Pensionary benefits to the employees of LIC of India are governed by LIC of India Pension Rules, 1995 which have been framed by the Central Government in terms of powers vested in the Central Government in terms of Section 48 (2) (cc) of LIC Act, 1956. According to these Rules, the definition of Basic Pension is expressly provided. Any modifications / amendments in these Rules can be done by the Central Government."

In view of above assertions of LIC of India, the powers to modify or amend any rules is in the hands of the CENTRAL GOVERNMENT only, and thus I have no alternate than to approach again Ho'bl Prime Minister to consider my appeal Registration No. PMOPG/E/2021/0003884 at Central Government/ PM/FM level and allow revision of my and thousands of other super seniors LIC PENSIONERS basic pension, as is done in case of Central Government Pensioners on every wage revision.

My humble request to PMO is to please take necessary action at Central Government /PM/FM level as per the Powers vested in the Central Government in terms of Section 48 (2) (cc) of LIC Act, 1956.

It will not be out of place to mention that it was only due to some red tapism some where in the Ministry of Finance in the past that this issue of Revision of Basic Pension of LIC pensioners remained UNRESOLVED, and now when the Government is committed to redress favorably all such grievances, we see light at the end of the tunnel.

It will be highly appreciated if this petitioner is allowed 4/5 minutes personal meeting with Hon'bl PM.

I am sanguine this time too my appeal will be redressed at Central Government /PM/FM level promptly and efficiently.

I have to inform you all that our most beloved n respected friend Sh. J C GARG JI has expired yesterday night due to heart attack. 

He was PATRON of INSURANCE PENSIONERS WELFARE ASSOCIATION, MEERUT and ex VICE PRESIDENT of AIRIEF.

May God bless his Soul n give courage and strength to his family members to bear this irreparable loss. 

  His Cremation will be held today, 12/01/2021, at Surajkund Meerut at about 10.15am.

The Supreme Court on Monday hinted that it will stay the implementation of the three farm laws, in order to prevent violence and breaking of laws. The full order is likely to be released by the Court by the end of the day.    It observed that a Committee needs to be appointed to resolve the deadlock between the Government which wants a clause by clause consideration of the legislations and the farmers, who want that the laws to be completely repealed.    "Staying the implementation of laws and staying the law are different. We can always stay executive action under a law. Who will be responsible if any bloodshed happens?" said CJI SA Bobde while hearing a batch of petitions challenging the Farm Laws/ seeking removal of protesting farmers from Delhi borders.    Solicitor General, who opposed the stay order during the hearing, has sought a day's time to suggest names for the Committee.    Power of Court to stay implementation of a legislation    The proposal to stay the law was opposed by the Attorney General, who pointed out that that there are Supreme Court precedents saying that Courts cannot stay legislation.    The AG referred to State of UP v. Hirendra Pal Singh, (2011) 5 SCC 305, where it was held that in cases where validity of statutory provision is under challenge, the Courts should exercise self-restrain in passing interim orders.    He submitted,    "Court cannot stay a legislation unless the court finds that (1) law is passed without legislative competence (2) law violates fundamental rights (3) law violates other provisions of constitution."    The AG said that he has not seen any argument in any of the petitions raising the above three points.    The CJI however referred to a three-judge bench order that stayed the implementation of 2018 Maharashtra law granting reservation to Marathas in education and job, while hearing a batch of pleas challenging the validity of the law.    The CJI clarified that the Court is not encouraging preventing of laws. "In fact, we propose to pass the order to prevent violence and breaking of laws," he said.    "We Are Extremely Disappointed At The Way Govt. Handling The Farmers Protests And Farm Laws",Chief Justice Bobde    The AG also pointed out that since the Act coming into force in June 2020, by way of an Ordinance, more than 2000 farmers entered into contract for selling products in mandis.    "If the Court stops the implementation, they will lose heavily. If your lordships stay the law, it will cause tremendous loss to these 2000 farmers. Staying implementation of law is same as staying. Court cannot do indirectly what it cannot do directly," the AG said.    No stay on farmers' protests    The Top Court however refused to pass an order restricting the farmers protests. The CJI said, "Court will not pass an order that citizens should not protest… We told last time also Court is not going to decide issues like who should enter Delhi etc. It is for the police to decide."    The CJI said,    "We are sorry to say that you, as the Union of India, are not able to solve the problem. You have made a law without enough consultation resulting in a strike. So you have to resolve the strike."    The Court made it clear that its previous order that the farmers can continue protests in a peaceful manner shall continue with the exception that the Court will think of changing the site of protest, (given the extreme weather conditions in Delhi).    "The most serious concern occupying the court is the possible loss of life and property. This is the most important component of our view.    Passions are running high. But you must tell them to go back. There is cold. There is COVID. It is not necessary that they (old people and women) should be there at protests," the CJI said asking Advocate HS Phoolka to persuade the farmers to return to their villages.    At this point, Senior Advocate Colin Gonsalves assured the Court that he, Dushyant Dave and HS Phoolka will go to the farmers union today with the Court's views and will come back with their suggestions.
