OFFICE MEMORANDUM

Attention is invited to DoPT OM No.11013/9/2014-Estt.A-III dated 06.02.2022 and O/o CGA OM No. A-6§061(55)/9/2020-Admin-CGA-Part(1}/2089-2092 dated 07.02.2022, conveying that employees at all levels, without any exemption, shall attend office on regular basis with effect from 7th February, 2022.

2. It has been observed that many employees are not attending office on time. Habitual late attendance is viewed as conduct of unbecoming of a Government servant as it disrupts office functioning and therefore shall attract disciplinary action against such Government servant.

3. All are requested to adhere to timely attendance in office and departure from office as per scheduled office hours and ensure to mark their attendance in the Attendance Registers being maintained manually. All employees shall continue to follow COVID–19 appropriate behaviour strictly at all times. Any officer/employee who is found to be having symptoms of COVID 19 may immediately report to his reporting officer and Work from Home only after obtaining prior approval from the Competent Authority.

ISRO has, since 1975, launched a total of 129 satellites of Indian origin and 342 foreign satellites of 36 countries,
 

India has a total of 53 operational satellites in space providing various identified services to the nation. Total 21 of these are communication satellites, eight are navigation satellites, 21 are Earth observation satellites and three are science satellites," Union Minister of State for Space, Dr. Jitendra Singh told the Rajya Sabha in written replies to two different questions.

ISRO initiated 129 Indian origin satellites, 342 foreign satellites

From 2016-2017 to 2021-2022, a total of 285 customer satellites from 29 foreign countries were successfully launched onboard PSLV on a commercial basis. The number of foreign satellites launched year-wise are 122 in 2016-2017, 57 in 2017-2018, 32 in 2018 -2019, 50 in 2019-2020, and 23 in 2020-2021, he said.

The satellite-enabled data and services are being used for the benefit of various sectors of the country. These include television broadcasting, Direct-to-Home, ATM, mobile communication, tele-education, telemedicine, and advisories on weather, pest infestation, agro-meteorology, and potential fishing zones.

Satellite data is also used for crop production estimation, crop intensification, agricultural drought assessment, wasteland inventory, identifying groundwater prospect zones, inland aquaculture suitability, disaster risk reduction,

The ISRO has plans to launch more satellites to further enhance operational applications and cater to the needs of emerging applications and user requirements in the country, the Minister added. Many of the applications have been effectively adopted by stakeholder departments for operational use.

Will the PRIME MINISTER be pleased to refer to answers to UQ 605, 610 and 611 given in Rajya Sabha on December 2nd, 2021 and state:

(a) whether Supreme Court has dismissed the SLPs(C) 15312-15321/2021 and 16570/2021 on 03/01/2022 and has allowed more than thousand Central Government officials under NPS, the benefits of Old Pension Scheme (OPS) whose advertisements were issued before 01/01/2004 and results declared and joining occurred after 31/12/2003 and observing that this court is not going to take different views from earlier cases;

(b) if so, whether Government would now issue general orders covering all similar officials in view of above mentioned SC's orders;

(a): Yes sir,

(b) & (c): National Pension System (NPS) was introduced for Central Government employees by a Notification of Ministry of Finance (Department of Economic Affairs) dated 22nd December, 2003. NPS is mandatory for all new recruits to the Central Government service from 1st January, 2004 (except the armed forces).

In view of the specific provisions of the Notification dated 22.12.2003, the date of advertisement for the vacancies is not considered relevant for determining the eligibility for coverage under the Old Pension Scheme or the National Pension System.

(a) whether the Central and State Government employees are opposing the New Pension Scheme;

(c) whether the Government proposes restore the Old Pension Scheme keeping in view the benefits of the said scheme in interest of employees;
(d) if so, the reasons thereof; and
(e) if not, the reasons therefor?

ANSWER
The Minister of State (Finance)

(a) to (e) Representations have been received from time to time which include the request for restoration of Old Pension Scheme. There is no proposal under consideration of Government of India for restoration of old pension scheme in respect of Central Government employees recruited on or after 01.01.2004. The National Pension System (NPS) was introduced by the Government of India to replace the defined benefit pension system by defined contribution pension scheme in order to provide old age income security in a fiscally sustainable manner and to channelize the small savings into productive sectors of the economy through prudential investments.

As you know, we have been constantly on the refrain with the CO that the retirees should be reimbursed on Health Check-up at least once in two years. We now came across a Circular of Indian Bank extending an Annual Health Check facility for the Bank's retirees and their partners. We also came to know that The Punjab National Bank has also done a similar turn for its Retirees. I, therefore, thought this is an opportune moment to press our claim too with added force. So here is the letter sent out to the Chairperson of LIC in this context:

Dear Sri Kumarji,

        First of all my hearty greetings to you on your extension of tenure by one more year.

I am enclosing copy of a Circular/ letter of Indian Bank, announcing Benefits of Yearly Health Check for the Retiree and partner. This is one matter on which we have been repeatedly requesting you to offer a similar benefit to the Retirees of LIC.

          If the Indian Bank can offer this to its Retirees, why a much bigger LIC cannot do it for its retirees? And I may mention here that even the Punjab National Bank is understood to have extended similar benefits to its retirees. Please do therefore think seriously in terms of extending the benefit of Health Check-up to the LIC Retirees too.

While here in Chennai, you had promised to consider closing the 92-93 retirees' matter extending the application of the Court judgment in the M C Jain case to all similarly placed. Since you know the matter very intimately, I would once again request that this be done, even if it is after so many years of waiting.

Respected Madam,

 Re: Notification of amendment to LIC (Employees)Pension Rules 1995

 for enhancement in Family Pension

 

We invite your kind attention to the fact that reportedly, LIC Board had considered the proposal for enhancement of the rate of family pension from 15% of last drawn pay to 30% of last drawn pay and approved the same in the meeting held in 2019. It is also reported that a proposal to increase the age for payment of full pension to the family pensioner to 67( had he been alive) or seven years from the date of death whichever is earlier, had also been approved  by the Board in the same meeting. We understand that the recommendations by LIC for  acceptance of both the recommendations by the Central Government were sent to the Department of Financial Services more than two years ago. The notification for amending the LIC Pension Rules 1995 to give effect to these recommendations is yet to be issued.

It is learnt by us that Mr Debashish Panda, Secretary of the Department of Financial Services had retired from service on 31/1/2022 and it may take some time for a successor to be posted for the position. So we are afraid that the notification of amendments to LIC Pension Rules 1995 maybe further delayed causing continued agony and anxiety to the waiting family pensioners .

There are 21527 family pensioners of LIC as at 31/3/2021, who are surviving on a meagre amount of family pension already suffering due to the death of the retiree-breadwinners of their families. They constitute nearly one-third of the total  pensioners of LIC.

We therefore request you to bestow your personal attention in the matter and issue suitable instructions to the Department of Financial Services for expeditious action in the matter to alleviate the sufferings of the family pensioners.
