Friends, 

While we were eagerly waiting for news regarding the Govt. Notification on Family Pension, which somehow seems to be eluding us, at least for the present, we have received the LIC Circular dt 8th March 2022,  regarding Mediclaim terms for the next year. While there is no major change except the increase in the highest limit of Floater Cover from its current position of 50 lakhs to 75 lakhs, an interesting addition too,  has been announced which is the inclusion of an independent son within his age of 45. 

This means that even a son within that age limit of 45, who is independently settled, with his own income and family, can be additionally brought in into the umbrella of the highest Floater Cover that you may have chosen. But his family members cannot be added.  Of course, the Premium element for such addition, will not be under any scheme of subsidy which may be there for the Pensioner and wife. The major advantage here is the extension of the same Floater Cover limit for the independent son too. You may need to closely examine the extent of Premium that would be charged if one were to go for this extension offered. However, we find that even for the maximum floater cover of 75 lacs the monthly additional premium is Rs.356.17 only.

Actually, we had addressed a letter to the MD, EDs Personnel and O&S vide our letter dt. 25-01-2022 (Circulated earlier) suggesting changes that may make the Mediclaim scheme more pensioner-friendly. We had quoted the example of the GIPSA Employee Group whose terms for Premium and Limits of Hospital Room Rent are very much more favourable. And these are offered by the same group of General Insurance Companies! But somehow the LIC did not even obliquely make a reference to the feedback from us, in their 8th March 2022 Circular.           

The Premium structure shows a 25% increase over last year and the Room Rent Limits remain where they were. We from the Federation Desk have addressed a rather straight- worded letter to the MD, pointing out to their lack of concern for our suggestions in the newly concluded terms for 2022-23. The Letter copy is also part of this Circular.

  A lot of exchange of ideas among the Pensioner groups showed that the Premium increase would not be within the grasp of the current levels of Unrevised Pensions and that the option now given for Floater Cover limit increases cannot be taken advantage of under the current set of circumstances. Family Pensioners would be particularly disadvantaged with the high increase in the Premium structure.

This Analysis of the numbers, while true, should still not prevent pensioners from reaching out to the higher cover levels, because the Hospitalization expenses are shooting up by the day, and even at the cost of less affordability, one should take the offer for the higher protection it offers. We are all insurance people who prompt others to take appropriate additional Cover through Insurance, and we ourselves should not be seen dithering in the face of calculations, that may change in course of time when the long-awaited improvements happen. The option for increased Cover may not be open when such changes come about in the future.

The latest communication from the CO says the last date for communicating the option for change has now been extended to 31st of March from the earlier date of 25-03 -2022. Hoping that the Family Pension improvement will be Notified before the end of March, I sign off here wishing all of you a very happy and healthy time ahead…

Net Direct Tax collections for the F.Y. 2021-22 at Rs. 13,63,038 crore showing a growth of over 48.4%

The figures of Direct Tax collections for the Financial Year 2021-22, as on 16.03.2022 show that net collections are at Rs. 13,63,038.3 crore compared to Rs. 9,18,430.5 crore over the corresponding period of the preceding financial year i.e FY 2020-21, representing an increase of 48.41%. The net collection (as on 16.03.2022) in FY 2021-22 has registered a growth of 42.50% over the corresponding period of FY 2019-20 when the net collection was Rs. 9,56,550.3 crore, and a growth of 34.96% over the corresponding period of FY 2018-19 when the net collection was Rs. 10,09,982.9 crore.

The Net Direct Tax collection of Rs. 13,63,038.3 crore (as on 16.03.2022) include Corporation Tax (CIT) at Rs. 7,19,035.0 crore (net of refund) and Personal Income Tax (PIT) including Security Transaction Tax (STT) at Rs. 6,40,588.3 crore (net of refund). Collection of Rs. 13,63,038.3 crore as on 16.03.2022 is as against a target of Rs. 11.08 lakh crore (BE) as revised to Rs. 12.50 lakh crore (RE).

The gross collection of Direct Taxes (before adjusting for refunds) for the F.Y. 2021-22 (as on 16.03.2022) stands at Rs. 15,50,364.2 crore compared to Rs. 11,20,638.6 crore in the corresponding period of the preceding financial year. The gross collection for the F.Y. 2019-20 was Rs. 11,34,706.3 crore and that for F.Y. 2018-19 was Rs. 11,68,048.7 crore in the corresponding period.

The gross collection of Rs. 15,50,364.2 crore includes Corporation Tax (CIT) at Rs. 8,36,838.2 crore and Personal Income Tax (PIT) including Security Transaction Tax(STT) at Rs. 7,10,056.8 crore. Minor head wise collection (as on 16.03.2022), comprises Advance Tax of Rs. 6,62,896.3 crore, Tax Deducted at Source of Rs. 6,86,798.7 crore, Self-Assessment Tax of Rs. 1,34,391.1 crore; Regular Assessment Tax of Rs. 55,249.5 crore; Dividend Distribution Tax of Rs. 7,486.6 crore and Tax under other minor heads of Rs. 3,542.1 crore.

The cumulative Advance Tax collections for the F.Y. 2021-22 stand at Rs. 6,62,896.3 crore as on 16.03.22, against Advance Tax collections of Rs. 4,70,984.4 crore for the corresponding period of the immediately preceding Financial Year i.e 2020-21, showing a growth of 40.75% (approx). Further, the cumulative Advance tax collection of Rs. 6,62,896.3 crore as on 16.03.2022 (FY 2021-22) shows a growth of 50.56% over the corresponding period in FY 2019-20 when the advance tax collection(cumulative) was Rs 4,40,281.4 crore and a growth of 30.82 % over the corresponding period in FY 2018-19 when the advance tax collection(cumulative) was Rs 5,06,714.2 crore.

The Advance tax figure of Rs 6,62,896.3 crore as on 16.03.2022 comprises Corporation Tax (CIT) at Rs. 4,84,451.8 crore and Personal Income Tax (PIT) at Rs. 1,78,441.1 crore. This amount is expected to increase as further information is awaited from Banks.

Refunds amounting to Rs. 1,87,325.9 crore have also been issued in the F.Y. 2021-22 so far.

Letter to Chairperson on MediClaim

Dear Sir,

Re: Appeal arising out of implications of CO circular no CO/Per/ER-A/286/2022 dated 8/3/2022&subsequent circular Ref:CO/Per/ER-A/CL/82 dated 17/3/2022

After going through the above circulars, I thought I should write to you on a few points. The circular states that the option for inclusion of the independent children can be exercised by the retiree covered by the Scheme. The circular also provides that the cover on independent children will continue up to the death of both the retiree and spouse (family pensioner) or up to age 45 last birthday whichever is earlier. But the family pensioner having independent children aged upto 45 are not allowed to opt for their inclusion in the Mediclaim cover. This creates a situation where there will be a set of independent children covered by the scheme who will continue to enjoy the cover even after the unfortunate death of the retiree as long as the spouse (family pensioner) is alive, while there will be eligible independent children of deceased retirees whose spouses are covered by the scheme as family pensioners and  these independent children are denied the benefit of Mediclaim cover. This causes discrimination against the independent children of deceased retirees who are denied the cover merely because  their retiree-parents are  unfortunately  not alive to opt to include them for the cover. So I request you to kindly consider permitting the spouses (family pensioners) to exercise this option.

While on this, as submitted to you earlier, there are a number of retiree officers some of whom took voluntary retirement and were not covered by the Mediclaim Scheme. They could not also avail of the option given on 9/3/2011 for lack of communication or some other reason. During the past two years where the whole world was afflicted by the Covid  pandemic, a number of them had to suffer from Covid along with their family members and spend huge amounts of money for their treatment. Considering that these retirees are also recognized as employees covered by LIC Pension Rules 1995 after putting in a service of more than 20 years in the Corporation  and now in the changed situation when 'outsider' independent children are provided an opportunity to be covered by the Scheme, it will be only fair and proper that these left- out retirees should also be provided one more option  to be covered by the LIC Group Mediclaim subject to whatever conditions the Corporation may deem proper to lay down for exercising the option. Their inclusion in the scheme will remove the incongruity of bringing in a new set of beneficiaries while excluding a set of beneficiaries who have a more legitimate claim to be admitted into the Scheme.

These points occurred to me as an officer proudly associated with the Corporation for over 56 years both as a serving officer and a retiree.

I am sure that my suggestions will receive a favourable consideration of the Corporation which has a great reputation of being a model employer.

What's your point of view on Vivek Agnihotri 's "The Kashmir Files" movie?

My girlfriend.

She is a kashmiri.

And to add to her plight, a kashmiri pandit.

Her parents have been an eye witness of the horrendous kashmiri pandit genocide back in 1980s.

I got goosebumps, when she narrated me what her mother went through when she was just a kid.

All of a sudden, at 3 AM, loudspeakers stormed the whole place.

"All the Hindus leave the place or get accept Islam. This is a Islamic state now ".

Everything was burning. All the temples were set on fire.

And suddenly, a huge rock shattered the window of poor Riya's( name changed) room.

She and her parents were in utter shock.

Their beloved neighbours who once celebrated diwali with them, has started to pelt stone at them.

To add to that, they saw the house next to them ( also a kashmiri pandit) was in huge flames.

She could hear the screaming and burning of the person inside it.

( They came to know later, that it was their house which was targetted first, but it was misjudged due to andhera).

They all knew their end was near if they didn't act fast.

Now, one more thing that people don't know is… Small girls were abducted and raped and then converted to Islam. They weren't allowed to escape.

Riya's mother pushed her in a 4X4 suitcase to hide from these animals.

One of her relatives requested their Muslim friend to help him escape.

" Bhaijaan, we know each other for so many days, please help us escape ".

" Yeah sure, come with me " said Bhaijaan.

Bhaijaam took him in a narrow gully and stabbed him 26 times in the stomach.

This was the level of betrayal kashmiri pandits got from the people who were thought of their own.

Somehow, riya's mother grabbed 500 rupees and were able to escape the godforsaken place.

Riya is my girlfriend's mother.

And there were thousands of other riyas who were forced to leave their everything behind all of a sudden.

And thousands of riyas lost their life or got trapped in the hell back then.

Just once small insight -, a woman was made to eat rice soaked in her own husband's blood. Just imagine!!

There was a dialogue asked in the movie to one of the kashmiri scum terrorist ( i really don't like using kashmiri besides their names, as I regard Kashmir as an integral part of India, and these scums can never be Indian. Infact, they can't be called humans) - kya tum apni Maa ko bhi mar dete ( would you have killed your mother too?).

He said yes. Without any remorse, without any hesitation.

This was not just a dialogue, but taken from a real life interview of that scum.

Imagine how blind can someone be in their faith that they are ready to kill their own mother.

If you think, I am lying, ask some other kashmiri pandit. If you think he is lying too, ask another. And another, and another, and another. You'll get the same answer. Now all of them can't lie, isn't it?

It's a shame for us Indians that it took 30 years for a brave director to show us the facts of something as heinous as this. And still, there were plenty of " Indians " who were against releasing this movie. Infact, a PIL was filed to stop its release in the light of spreading communal hatred. If showing facts is communal hatred, then everytime you tweet #saffron jihad or # rss terrorist is also a communal hatred. Then toh twitter should also be banned in India.

The team has been congratulated by Narendra Modi and is already a huge success. Vivek agnihotri sir will be hated by few "Indians " now, but will be loved by most of them.

We should hang our heads in shame in front of all the Kachroos, tikoos, rainas, bhatts( some common kashmiri pandit surname), that we weren't able to do anything for them.

We can't ever repay back our kashmiri pandit friends, atleast we should portray what they had went through to the whole world, isn't it?

A very strong message associated with this film - the future generation should know about the history , otherwise the history will repeat itself in the future again!

CO clarification

Big achievement by Noip in MediClaim issue. We had written to ED (Personnel) on 13-3-2022 requesting inter alia to allow family pensioners to add independent children. Today CO has issued clarification to all the ZOs/DOs saying that the family pensioners are also allowed to add independent children. Yesterday we had also sent a mail to CO seeking clarification in this regard. It is a big victory to Noip.

All the Divisional Secretaries are requested to contact our family pensioner members to assist them to add their independent children, if they wish to add.

When we trace the history of Medi Claim in LIC, we wonder to know that Medi Claim Scheme in LIC
was started without any Sum Insured. The Premium was not dependent on Age. But the Scheme has
travelled for more than 34 years and lot many improvements came along. The Insurer was also getting
changed in between. When TPA entered the arena, Medi Assist India was the only TPA through out
India and now as you all know we have separate TPA for each of our Zones. Let us glance through the
history in brief of our Medi Claim scheme.
1. Medi Claim Scheme for LIC employees came wef 1-1-1988. At that time there were 4
Categories. There was NO SUM INSURED. Reimbursement was depending on Room Rent.
Premium was dependent on Age.
2. Special Entry Rules were framed vide CO Circular dtd.8-9-1990. For retired employees, the
total benefit was reduced by 10% between Age 70 to 75 and by 20% between Age 76 to 90.
3. Premium Sharing started vide CO circular dtd 12-9-1996 at the rate of 25% and 75% between
Employee and LIC (For Class 2, 3, 4) and for Class 1 at 1/3 & 2/3.
4. Policy year was changed from Calender year to Financial Year wef 1-4-1997. For the First
time Sum Insured concept was introduced. Within the Sum Insured, limit for Domiciliary
Hosp expenses were also spelt out.
5. From the year 1998-99 Dependent Parents below age 75 were allowed to be included. One
moe option to Join the Scheme for Retirees was given, who had not joined the Scheme
earlier – for both who had retired earlier to 1-1-1988 and retired subsequently.
6. Parents / Parents-in-Laws were allowed to be included wef 1-5-2006 till retirement of the
employee.
7. Optional Sum Insured concept was first time introduced wef 1-4-2009.
8. Retirees were extended premium sharing at 25% and 75% between Employee and LIC
wef 5/2010. All Classes of employees and Retirees have same % of sharing of Premium.
9. One more option to join the Scheme was given wef 1-4-2011 vide CO circular dtd 9-3-2011.
10. For Retirees subsidy for 2 Disabled Dependent Children was given wef 1-4-2013.
11. Family Floater Medi Claim policy was introduced first time wef 1-7-2014. Max SI was 20
Lacs.
12. Upper Age Limit of 90 years was removed wef 2012-13. Now covered till their Death.
13. Family Floater rules spelt out vide CO Cir dtd. 28-4-2014.
14. For retired employees addition of Parents/Parents-in-Laws was given wef. 1-4-2015 for
those were covered while the employee was in service vide CO Cir dtd. 17-12-2014.
15. For the purpose of Room Rent, for the first time cities were classified into A, B and

16. One more option to include Parents/Parents-in-Laws to retired employees was given vide CO
Cir dtd. 22-6-2015. Last date to add was 28-2-2016.
17. Deduction of Premium from Pension of the Pensioner started from the year 2016-17 from
February 2016 Pension. (CO Cir dtd. 14-1-2016).
18. Submission of Form A dispensed with – if there is NO CHANGE in the membership. (CO Cir
dtd 16-1-2016).
19. Option for Increased Family Floater Sum Insured was made irrevocable. (CO Cir dtd. 26-2-
2016).
20. CO Cir dtd. 16-4-2016 made the following changes : a) Family Floater S I increased to Rs.30
Lacs. b) Registration/Admission/Service Tax was made payable c) ARMD reimbursement
was introduced. d) Ambulance Charges doubled to Rs.5000/-.
21. Total Floater Sum Insured extended to Rs.40 Lakhs and Rs.50 Lakhs. Family Floater SI
can be reduced to next lower SI on the exit of any member. Independent Children were to
be added in the Policy till their marriage. (CO Cir dtd. 23-9-2017).
22. Compulsory Floater Sum increased to Rs. 5L, Rs.6 L and Rs.10 L for Cat III, II and I
respectively wef 2018-19. (CO Cir dtd. 26-12-2017).
23. From policy year 2019-20 ISMO scheme introduced free of cost.
24. Cashless facility started when TPAs came on the scene in 2013-14. This facility was
allowed only for few major diseases viz. Cancer, Cardiac, Neuro Surgery, Renal diseases
and Accidental trauma cases. In 2014-15 Organ Transplant was added to this list.
25. Only in 2015-16 Cashless facility in the present form was introduced with 5 TPAs covering
8 Zones of LIc
26. Diagnostic Tests without Hospitalisation came in 2006-07 with only 4 Tests viz. MRI,
CTScan, Sonography, Biopsy(internal & external). Now it has swelled to 16 Tests. Still
some more may be added.
27. For the coming policy year 2022-23 Floater Sum is increased to Rs.75 Lakhs. Independent
Children upto their Age 45 can be added, without any condition (married/unmarried,
son/daughter, employed/unemployed) vide CO Circular dtd. 8-3-2022. Family Floater Sum
Insured can now be reduced – on the exit of a member – proportionately.
