         2)It is disturbing that Pensioners should be treated so bad & from 6676/ 1998 writ on DR  to 24/11/ 2001 LIC Board Resolution  to 654/2007writ on Pension Upgradation  to 12/1/2010 Hon SJ Jaipur judgement admitting Both Writs to  dismissal of LIC Appeal493 & 494/2010 by DB Jaipur HC  on 21/1/2011 to dismissal of LIC Review Petition 86 & 87/2011 by DB Jaipur HC on 19/8/2011 to SC Bench clarificatory Order 17/10/2012,amending their vague Order dt 14/11.2011 ,to Punjab & Haryana HC Order 9/11/2012 adding 12 % interest for delay,  to Delhi HC Order 30/1/2013  affirming Jaipur verdict & adding "in rem' to all Pensioners, to LIC SLPs 29956 & 29957 dismissed on 8/8/2013 to 30/9/2013 when SC Bench issued NO STAY Order  on  Hon SJ verdict 12/1/2010 & allied matters  ,condonation of LIC inordinate  delay of 6 months 14 days by SC Bench resulting in new Avatar of CAs 8959—8962/2013   to 25/3/2015 ,SC Bench hearing of CAs to 8/4/2015, to Interim Order dt 7/5/2015 giving 6 weeks time to pay 20%  of impugned HC judgement, delay by LIC, to CGH CCP on 20 July & again  to 27^th July 2015,Hon HC ordering hearing on 7^th Oct 2015,as admittedly the case is linked with SC hearing on 23 Sep,2015, to   IA in respect of Punjab & Haryana HC in SC ,hearing on 7^th Sep,2015 SC Bench ordering LIC to pay to CGH Petitioners interim 20% within a fortnight failing which LIC authority faces contempt before SC.   Hon Judges Dipak Misra & Sapre  29page order dt 31st March 2016 ,while regretting that LIC Board Resolution dt 24November 2001 could not fructify,the Petitioners came so near but so far,on Pension upgradation,as unassailable submissions on  violation of Constitutional Rights enshrined were not presented with data & basis of such reasoning,but examples of wide Disparities 7/8 Grades below getting more pension than their Seniors ,indications exist of pervasive anamolies & discrimination but the grounds of challenge must be powerful to convince the Bench.   SC also granted interim relief of 40%  as per para 3A of the Appendix of Pension Rules,1995.

          3)While making payment of arrears on DR as propounded by Delhi HC as per the order dt27/4/2017, LIC misconstrued the directions and paid arrears from Jan 2007 in stead of 1998, which was the date of first WP 6676/1998 filed on these issues. LIC also deducted the amount of 40% of the interim relief paid as per SC order dated 31/3/2016 whereas DHC clarified in the order that payment made in terms of interim directions issued by the SC would not be refunded or returned to the Corporation. 

.    4) LET UGADI,VISHU,TAMIL NEW YEAR DAY,SRI RAMANAVAMI FESTIVAL, BRIGHTEN OUR LIVES,with MUCH-AWAITED SC  FINAL  HEARING on WEDNESDAY 24th April 2024.Last SC SLPs hearing,   MAY  UTHSAVAM,GOWRAVAM, AANANDAM,DHANAM, ISHWARYAM prevail & permeate.

        5) SC Hon Judges dismissed LIC Sr Counsel intervention to ,dismiss SLPs saying 'Anamolies exist etc & fixed April 24th as earlier Mondays,Tuesdays ,Criminal cases consumed most time,leaving poor pensioners in the lurch. During the course of discussions, the Bench informed that if arguments by the Advocates of all the parties are not completed on the first day of hearing, proceedings will continue next day in continuation.

       6)Redeeming Feature is SLPs are now converted as CAs,Civil Appeals & so if  Focussed submissions ,Holistic,Appealing & Arresting Data ,coupled with Anamolies galore of 8 grades below getting more pensioin than their Seniors.& Discrimination even in DA/DR for pre8/1997 pensioners,wherein 1/1/1986 to 31/7/1997 Pensioners get  50% DR compared to Full 100%DR to post 8/97 pensioners & also to ALL Employees post 8/97.

         7) Our Active,Ebullient LSG Legal Study Group for the last many years have prepared copious Valuable Notes to our Sr Counsel Sri Nidesh Gupta & Regular Updates with reference to all latest Court cases gist & relevance handed over to him. Our Paper book is extensive and covers all the aspects of our issue duly supported by the relevant provisions of Rules, facts, statistics, and most suitable citations to counter the erroneous observations and conclusions of DelhiHC as well as strengthen our prayer for the order/appropriate writ to resolve our grievances by issuing direction to UOI/LIC to revise the pension with each wage revision and make payments to the beneficiaries from the due date, i.e. date of retirement. Our prayer covers both the issues – DR Disparity and Pension Anomaly.

        Yes,looks to be a Turn of the Tide,after many many adjournments,ony an AN Session could somewhat  delight the audience,even if it was for 20/25 mts,of the KERNEL TRUTH being echoed by our Sr Advocate Sri Nidhish Gupta.As Mr CHMahadevan says SLPs are admitted,to be converted to CAs  & next hearing, as HonJudges seemed to remark --there are Anamolies,we appreciate  etc.They perhaps desire to complete before Summer vacation .

      Meandering 23 years of agony for Pensioners,unfathomable series of Adjourments,dampened the spirits of Elders & Seniors,22,500 deaths, agony it is to hear tragic loss,LFDonations, LIC & MOF really owe an apology,even after Hon FM, late 2020  & 2021, in IBA wage accord meetings,announced the clarion call Govt is determined to honour Super Sr Citizens & raising herself the question & the problem Pensioners of earlier wage periods suffer heavily & that will be duly rectified soon.She went to the extent of asserting why not we fit them for Same Cadres,same benefit of pension.This thought has to be translated quickly as more than 2 Decades of rot,delay,procrastination, no forward movement took place.She fulfilled her promise of Family Pensioners getting raw deal of very low pension, BUT no earlier date was given ,so they got small arrears only.Bank FP could get from July 2021 .

       Tons & Volumes have been written on PU Pension Upgradation with Every Wage Revision & pre 8/1997 pensioners the worst hit , receiving lowest pension with lowest DR too,for they had to retire at age 58,with low Salary & DA,which DR per slab,on retirement also very low  & Cumulative Losses from 1/1/86 to 31/7/1997 to date is colossal  spanning 30 years & more.One cannot forget the Saga of sacrifice done by Stalwarts of that regime with Devotion & Dedication to espouse  a Cause & initiate all measures to fulfil same with a variety of strategy,plan, preparation  of various Charts & Tables, Eminent Public Relations,so essential for breaking resistance & creating a Meeting ground.That was studiously done, indefatigably followed  & resulted in many meetings with then all 4 Independent Directors,under the able guidance of S/Sri Sunil Sashtri ,late  HCMehta,President,AIRIEF ,lateCSMurty,GS ,late JKKarulkar Mumbai & Myself RBKishore,Several parleys with Directors with Loss of Pension Charts ,& illustrations showed Stark neglect of early pensioners,incurring heavy loss in difference of pension & DR ,8 Steps below Cadres getting more pension than  their Seniors. A marathon meeting of 110 minutes with Sri GNBajpai  on various facets & subsequent fup meetings & Dr KhannaDirector raised the query of Anamolies & Discrimination, BOARD Resolution 492 of 24 Nov 2001 came into being.Also same Weightage as  for Salary rise  given as 11.25%  Pensioners also to be given same increase. As now SC takes upon itself errors of omission & commission of Authorities failing to take right decisions at right time,This Salutary BR consisting of principles of DR merger with Basic Pension, & LIC releasing those Charts unmistakably point out,Initially  at 600CPI then ,again a merger at next 1148,final at that time,1740CPI Merger with such raised New Basic Pension is a testimony for Success of our Negotiations with Chairman,Birth OF BR, NEW breeze of Correct Fitment , the Heart & Kernel of true PUpgradation.

        A progressive organization must aim for equity & harmony & to establish  & preserve integrity of relativity in  pay & pension, which is vital. EQUALITY of interests & no discrimination  should be the ethical  ground & principle.

         Basic criteria  is grant of similar pension for all those with same length of service for the same cadre  & that is violated. 

What pensioners are asking   for  is not even  the tail of the subsidiary benefits,other than BP,DA,HRA,CCA etc like Transport allowance,Fixed Personal Allowance,Cash Medical Benefit etc,granted to employees in wage  settlements  or  

                                                                               the tail of the  Meal Coupon outlay bonanza as an Anniversary gift to employees on 1/9/2010 & progressively being improved.,then outlay Rs250crpa,standing now at Rs650crpa !

SRI RAMANAVAMI FESTIVAL ,HISTORY, CELEBRATIONS, SIGNIFICANCE

SRI RAM NAVAMI 2024

Ram Navami 2024  would be celebrated all over India by the people on 17thApril, 2024 .Ram Navami is a religious and traditional festival, celebrated every year with great enthusiasm by the people of Hindu religion. It is celebrated to remember the birthday of the Lord Rama, son of the King Dasharatha and Queen Kausalya, of the Ayodhya kingdom. Lord Rama was the 7th avatar from the Dashavatar of the Lord Vishnu, a Hindu God. According to the Hindu calendar, this festival falls every year in the Shukla Paksha at 9th day in the month of Chaitra. Ram Navami is also called as the Chaitra Masa Suklapaksha Navami which ends as nine-day long Chaitra-Navratri celebrations.

    Hindus celebrate it as a 9 days festival by organizing the Akhand Paath of the Ramacharitamanas, religious bhajan, havan, ritual kirtan and distribution of prasad after the puja and Aarti at 9th day. Devotees make the statue of the Lord Rama in infant form and make prayer in front of the God. As Lord Rama was the 7th avatar of the Vishnu born among common people to remove their problems, people decorate temples and other religious places to make the traditional prayers and offerings of fruits flowers in order to get their problems removed and lot of prosperity and success. They get together at this day to chant Vedic mantras, Aarti and lots of religious songs.

         Most of the devotees celebrate this festival by making fast for whole nine days or first and last day of the Navratri to get the full blessings. South Indians celebrate this festival as a wedding anniversary of the Lord Rama from Mata Sita. All the temples get decorated throughout the south region to celebrate the Navratri. However, people in the Mithila and Ayodhya celebrate the wedding anniversary at Vivaha Panchami according to the Valmiki Ramayana. A grand celebration of the Ram Navami takes place by the thousands of devotees in the Ayodhya, Uttar Pradesh; Sitamarhi, Bihar; Rameswaram, Tamil Nadu, Bhadrachalam, Andhra Pradesh and etc. At some places (like Ayodhya, Varanasi and etc), the Rathayatra means the chariot procession (Shobha yatra) of the Lord Rama, Mata Sita, Lakshman and God Hanuman is carried out by the thousands of people after taking a holy dip in the sacred river, Sarayu or Ganga.

RAM NAVAMI HISTORY:

Ramayana is the great and religious Epic of the Hindu religion, tells the history of King Dasharatha and his son Rama of the Ayodhya. Once, there was an emperor in the Treta Yuga called King Dasharatha who had three wives (Kausalya, Sumitra and Kaikeyi). He had no children and was very sorry for a future emperor of the Ayodhya. One day he was suggested by the great Rishi named Vasistha to perform the Puthra Kamesti Yagna to fulfill his desire for a child. He was suggested to specially invite the Maharshi Rishyasringa in order to perform yagna. After performing the yagna, he was given a bowl of the divine Kheer by the Yagneshwara. He was requested to offer that bowl of Kheer to his all three wives. Some days after eating that Kheer, all his wives get conceived. At the day of Navami (at 9th day) in the Chaitra month at noon Kausalya gave birth to Rama, Kaikeyi to Bharata and Sumitra to twin boys named Lakshmana and Shatrughna.

    Kausalya's son Rama was the 7th avatar of the Lord Vishnu who took birth to come to the Earth to finish Adharma and maintain the Dharma. Lord Rama had protected his devotees from the attack of rascals. He had vanquished Adharma from the earth and maintained the Dharma all over the earth by destroying all the Asura including Ravana. People of the Ayodhya were very happy from his new King Rama and started celebrating his birthday every year with big joy and enthusiasm as Ram Navami which is still traditionally and religiously celebrated all over the India by the people of Hindu religion.

 

RAM NAVAMI CELEBRATIONS:

People of the Hindu religion located in the South region of the India generally perform the Kalyanotsavam means marriage celebration of the Lord Rama. They celebrate it at the day of Navami having the statue of Hindu deities called Rama and Sita in their houses. They perform a procession on the streets taking statues of the deities at the end of day to celebrate the Ram Navami. It is celebrated by different names at different place such as in the Maharashtra it is celebrated by the name Chaitra Navratri, in Andhra Pradesh, Karnataka or Tamil Nadu it is celebrated by the name Vasanthothsava and etc.

People celebrate this festival by decorating the statues of the Lord Rama, Lakshman, Mata Sita and Lord Hanuman. They prepare the sweets, sweet drinks, prasad to perform the puja, they invite Pandit Ji to perform havan and katha, they read religious songs, mantras and Aarti at the end of puja to remove the bad powers from their houses and welcome the good power and energies to their house. They also pray for the good future and health of their children and other family members.

    They fast for whole nine days or last day of the Navratri to perform the holy annual puja. They read the holy Hindu religious Epic called Ramayana; worship Rama and Sita to get the peace and happiness in their life. They offer Morning Prayer to the Hindu God, Surya Dev after having a holy bath in the early morning. People offer puja to the Lakshman, Mata Sita and God Hanuman with the Lord Rama as all of them were devoted heartily to each other.

SIGNIFICANCE OF RAM NAVAMI FESTIVAL:

Ram Navami festival is the festival of great importance for the people of Hindu religion. Celebrating the festival of Ram Navami on the 9th day of Chaitra month indicates the removal of bad powers and entrance of divine power on the earth. To remove the Asura power on the earth in order to maintain the Dharma, Lord Vishnu had to be born on the earth as a son of the Ayodhya King Dasharatha. Ram Navami is a ritual celebration for the people of Hindu religion which they celebrate enthusiastically for their soul and body purification. Lord Rama came to the earth to perform a special responsibility means to destroy the demon Ravana in order to maintain the Dharma.

This festival celebration indicates the victory of goodness and defeat of evil power and establishment of the Dharma after removal of Adharma. Ram Navami festival celebration starts with the Jal offering in the early morning to the Hindu God, Sun to get blessings from the supreme power as people beliefs the God Sun as an ancestor of the Lord Rama. People involve in singing the devotional songs for whole day as well as listening the recitations from the various Hindu religious books. Vedic mantras are chanted by the religious people of the community at this occasion.

Keeping fast at this day has another significance of getting body and mind purified. At some place, people perform a religious and cultural event called Ramlila to reveal the history of Ram Navami in front of people. People play the whole history of the life of Lord Rama through their dramatic performances. Chariot processing is a grand and ritual event of the Ram Navami festival to show the peaceful Ram Rajya in which people decorate the statues of the Rama, Sita, Lakshman and Hanuman in a well manner to start processing on the streets.

Generally, people like to have a holy bath in the Saryu River of the Ayodhya in the belief of the complete purification of the body and soul. South Indian people celebrate this occasion as a Wedding anniversary of Rama and Sita which symbolizes enhancing the love bondage between husband and wife.
