The much-awaited report of the Comptroller and Auditor General (CAG) on the purchase of Rafale fighter jets was tabled in the Rajya Sabha on Wednesday.

A Lok Sabha list of papers to be tabled in the House had earlier mentioned that Minister of State for Finance  Radhakrishnan P would present a copy of the report 'Union Government (Defence Services) Air Force Performance Audit on Capital Acquisition in Indian Air Force'.

The report is on the purchase of Rafale jets and other acquisitions of the IAF.

The purchase of 36 Rafale jets from French aviation company Dassault Aviation for Rs 59,000 Crore has raised a storm, with the Congress alleging wrong doing and the BJP saying no wrong was done. The Supreme Court, has separately, dismissed a petition seeking a CBI probe into the matter

Subject : Revision of pension of pre-01.01.2016 pensioners / family pensioners in implementation of Govt. decision on the recommendations of the 7th Central Pay Commission on notional pay fixation method – regarding.

1. Attention is invited to Para 5 of this office circular No. 610 dated 05.11.2018, wherein it was proposed to carry out suo-moto revision subject to the approval of Ministry of Defence, wherever feasible based on PDA details and Pay details (and other info like Rank Group , QS) wherever available in master data base and based on notional Pay fixation as per Concordance table for 7th CPC issued vide GOI. MOD letter dated 17/10/2018.

2. Now MOD has intimated vide ID No 2872/D-(Pen/Pol)/2017 dated 01/02/2019 to go ahead with proposal to undertake suo-moto pension revision (and notional pay fixation) of pre-2016 retiree pensioners and family pensioners. Accordingly this office is going to start suo-moto revision wherever feasible and our data base is complete.

3. After suo-moto revision all the remaining cases where Pay details, PDA details and other details like Rank, Group, QS, disability pension are not available with this office will be hosted on CGDA WAN to make available through a utility software all the data of Pre-2016 JCO/ORs pensioners/family pensioners for access, modification, initiation (if not found available in database of PCDA(P) on search) and for fixation of 7th CPC pay details by respective ROs/PAOs in line with MOD letter dated 05/09/2017(Para 18).

4. Meanwhile all the Record Offices & Pay Account Offices are impressed upon that the pensioner's data, on which RO/PAO has to act upon due to deficiency of certain information like list of cases where current PDA is not available (As per Annexure-A), cases of missing information regarding Rank, Group, QS (as per Annexure-B) and list of cases where basic pay detail is not available or is less than Rs750/- (as per Annexure-C) has already been uploaded RO wise on CGDA WAN at ftp://10.48.3.3/ in soft copy in folder named Data_JCOs-PBOR_PRE_2016 for their preliminary work on priority basis so that they will be able to authenticate / provide missing information through utility software.

Subject: RELAXATION OF RULES FOR CONSIDERATION OF REIMBURSEMENTS IN EXCESS OF THE APPROVED RATES PERTAINING TO MEDICINAL CLAIMS UNDER ECHS.

Sir,
With reference to Gol, MoD letter No 22(1)/01/US(WE)/D(Res) dated 30 Dec 2002 and Gol, MoD letter No. 24(8)/03/US(WE)/D(Res) dated 19 Dec 2003 and in light of M/o Health and Family Welfare order No. Z.15025/38/2018/DIR/CGHS/EHS dated 22nd May 2018 and No. Z15025/51/2018/DIR/CGHS/EHS dated 6-6-2018, partial amendments are hereby made to the procedure for payment and reimbursement of medical expenses under ECHS with relaxation of rules for consideration of reimbursement in excess of the approved rates as per the details given under the succeeding paragraphs.

2. The request for full reimbursement which fall under the defined criteria indicated in para 3 below and cases indicated in para 4 below shall be examined by a High Powered Committee whose constitution is indicated in para 5 below. After recommendation of HPC, the concurrence of MoD (Finance/Pension) and approval of Secretary, ESW will be required in all these cases.

3. The request for full reimbursement which fall under the following defined criteria would be considered by the High Powered Committee.

(i) Treatment was obtained in non empanelled hospital under emergency condition and the patient was admitted by others when the beneficiary was unconscious or severely incapacitated and was hospitalized for a prolonged period.

(ii) Treatment was obtained in non empanelled hospital under emergency and was admitted for prolonged period for treatment of head injury, coma, septicaemia, multiorgan failure etc.

(iii) Treatment was obtained in a non empanelled hospital under emergency for treatment of advanced malignancy.

(iv) Treatment was taken under emergency in a higher type of accommodation as rooms as per his/her entitlement were not available during that period.

(v) Treatment was taken in higher type of accommodation under specific conditions for isolation of patients to avoid contacting infections.

(vi) Treatment was obtained in a non-empanelled hospital under emergency when there was a strike in Govt. Hospitals.

4. Cases falling in the following categories would also be considered by the High Powered Committee.

(i) Settlements of medical claims in relaxation of rules.

(ii) Approval of air fare with or without attendant on the advice of the treating doctor, for treatment in another city even though he/she is not eligible for air travel/treatment facilities are available in city of residences.

(iii) Representation from ECHS beneficiaries seeking full reimbursement under special circumstances, which are not covered under para 3 above

5. Composition of the High Powered Committee would be as follows :

1. JS, ESW – Chairman
2. Government Hospital Specialist Doctor – Member
(of concerned speciality)
3. Director/DS/US, DoESW – Member
4. Director(Medical), CO, ECHS – Member-Secretary
5. Representative of MoD(Fin/Pen) – Member

6.. The other terms and conditions mentioned in the procedure for payment and reimbursement of medical expenses under ECHS vide Gol, MoD letter No.24(8)/03/US(WE)/D(Res) dated 19 Dec. 2003 shall remain unchanged.

7. This has the concurrence of Ministry of Defence(Finance/Pension) vide their U.O. No32(23)/2018/Fin/Pen dated 3-1-2019.

Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the Savings fund for the period from 01.01.2019 to 31.03.2019.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry's OM of even number dated 17.03.2017,  for the quarter from 01.01.2019 to 31.03.2019, as worked out by IRDA based on the interest rate of 8% per-annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 9(1)-B(PD)/2018 dated 03.01.2019, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller & Auditor General of India.

Dear Mr N Ram, 
I have deliberately dropped the word 'Sir' after learning about the full story on the MoD's note. Till this date, I have had great regard for you as one of the most respected journalists, heading one of the most respected newspapers.

You know, many young journalists and journalism students have always looked up to you for the kind of stories you and your newspaper have done over the years. You have let them down, BIG TIME. 

An admission first. I do not subscribe to the ideology or idelogies that you have been propounding through your stories over the years. But I have always made it a point to read 'The Hindu', almost everyday for the past 35 years or so. I am 50 years old.

The reasons for continuing to read the Hindu despite me not subscibing to your political views are many. One, I do like the 'balanced' stories that the newspaper publishes despite the stories leaning towards the left and left of centre. Two,  I do like the way the Hindu covers sports in the country. Three, editorial errors are very minimal in terms of language, grammar, spelling, and facts too. 

However, from tomorrow onwards, I will pick up the Hindu from my balcony like I pick up a piece of paper with no value. You have brought it down to the level of any other newspaper or even below.

When I read the story in the most comfortable place (toilet) as a matter of habit and routine, I believed every word of what you had written. All these days, I have been reading and listening to the debates on Rafale, including the allegations of a scam in the deal. 

As a person who had voted for Modi in the previous election, I was very keen to know if there was any truth in the allegations made by Rahul Gandhi. I also wanted the truth be out so that i can decide on the votes of mine, family members, and a few of my friends whom i can influence a bit, whichever way the truth goes.

As a law-abiding citizen and one who respect the judgement of the courts, the matter was settled for me when the highest court cleared the Rafale deal. But not for Rahul Gandhi, the congress party, a few 'motivated' journalists in the capital, a few media channels and newspapers, et al. I read, listen, and watch all of it and ignore because most of us work for a 'living'.

Despite my 'settled' view on the matter, your story did have a shocking impact on me. With the credibility that you enjoyed in my conscience, I believed it to be true and admired your journalistic skills and investigation. And I was getting mentally ready to undo my 'BJP'-favoured thinkin, if you are proved right.

As the story unfolded during the day, I just could not digest and believe that N Ram could do such a 'dishonest' job. And in your TV interview, you said, "It's a developing story" with a sheepish smile. Agree. If it's a developing story, will you publish the rest of the MoD note on the same page and say 'Sorry' to people for indulging in 'yellow journalism'? YOU WILL NOT, BECAUSE YOUR agenda is different as now the people of India have figured it out. 

Remember, your paper is read by the educated segment of the society. And they can see through your game, except for some die-hard fans of the Gandhi family.

I can understand the mindless uttering of Rahul Gandhi on this issue. He is justified in his own way as he is fighting a big battle for his family's survival in Indian politics. As every lie of his is getting caught before sunset, I leave it to the people of this country to decide on his fate. 

But in all this, YOU STAND EXPOSED TODAY IN THE MIDDLE OF THIS POLITICAL WAR. With nowhere to go. 

May the journalist in you rest in peace!

PS. I wanted to write more about this as a 'Letter to the Editor'. But then you will not publish it. Hence this FB post. Hope you get to read this post.

Rest assured, I will continue to read your paper for its sports content. Rest of it will be treated like trash.

LATEST LIC AFFIDAVIT IN SC dated 06.02.2019 February 2019. Kind

Dear Sh. Chhabra,
I thank you for your calls, and heartily appreciate the zeal and your devotion and determination with which you are working for LIC PENSIONERS/Seniors community at this advanced age and not so good health. 
May God  keep you, as well as all  the  leadership, activists ( and of course us all ) in good health and spirits.

LIC ,s Affidavit is full of distortions, twisted facts and misleading. Its very unfortunate that LIC/GOI are playing with the sentiments of the Seniors.

As regards your query  that  as per LIC, the demand for DA/DR was not raised in the WP 6676/1998 KML Asthana Vs LIC , it's wrong. Please refer to LIC's Affidavit under reference Paras 12 which reads :-
""  ............Writ Petition No. 6676 of 1998. His main contention was to maintain parity as for as rate of dearness allowance to in service employees as on  01. 08.1997 and the rate of dearness relief to Pensioners retired between 01.08.1992 to 31.07.1997 is concerned.""
Supreme court had given 40% IR from 1998, which stands recovered by LIC now qouting  DHC orders.

So. LIC is wrongly  interpreting every thing  just to provoke petitioners to enter into arguments, point out anomalies, seek corrections through the supreme court and remain entangled in the  DA/DR issue,  and  further delay delivery of justice by shadowing the main issue of Revision of Basic Pension.
As regards my opinion, dear Chhabra, you are well aware that  
(1) I had been against pursuing for  IR on account of DA ANOMALY during the years 2014-15/16  also,  and requesting / suggesting to take up the. Main  issue of REVISION / UPDATION OF BASIC PENSION simply for the  reason that  this main demand may not go under shadow, and the result is before us.

(2)  After the SUPREME COURT judgement dated 31.3. 2016, when three LIC Pensioners Organisations  ( wrongly) decided to file Fresh Writs in Delhi High Court I and many others were against this move, and had requested them to support the three existing petitioners ( Jaipur, Chandigarh & Delhi) instead.   
But  leaders of the respective Organisations in their own wisdom, may be ego and ideologies preferred to ignore the suggestion of ordinary members.  And the result was DHC  judgement dated 27.4. 2017. totally rejecting Revision of Pension,  against which the Petitioners had no option but  to file  SLPs in Supreme Court and fight legal battle at  very heavy costs of money, time and energies without any tangible or positive results in sight.   LIC/ GOI assertions in the SUPREME COURT during 2018 hearings and the current Affidavit has again trapped the petitioners to contest the  issue of DA anomaly,  which will be a death knell for the main issue of REVISION / UPDATION OF BASIC PENSION, if the same is not brought out and pressed in the SUPREME COURT by all  and together..

IT IS  NEVER TOO LATE TO MEND. It is learnt  that the Organisatios have  agreed to  COLLECTIVELY fight for THE MAIN ISSUE , as DA has no meaning  without  
REVISION OF BASIC PENSION,
I wish them all the success, and hope for some miracle to happen and SUPREME COURT allows REVISION / UPDATION OF BASIC PENSION, which in my firm  opinion seems impossible unless GOVERNMENT agrees,  for the reasons all are well  aware.

It will be appropriate to mention that to my 5th appeal to Honourable Prime Minister on 4.1.2019, I got a different reply (instead of the routine NO RULES... ). , on 31.1.2019 and the response is : -
""Your appointment request has already been sent to concerned unit* for consideration."".
* Appointment with PM.
Which may take long time  as verbally informed by Sh. Ambuj Sharma,  U/S, PMO on 5.2.2019 on my phone call.
So let's keep our fingers crossed, and pray God for early end to the stress and strain & agony we all retirees/super seniors are going through.

Really stunned and deeply shocked to learn about the sad and sudden demise of Sh SITA RAM ARORA A SINCERE ,Nice AND AFECTIONATE FRIEND AND COLLEAGUE. KNOWN TO ME SINCE 1960 WHO REMAINED IN TOUCH TILL ABOUT 10 DAYS EARLIER.HIS DEMISE IS A PERSONAL LOSS.HE HAS BEEN INVOLVED   IN THE WELFARE OF PENSIONERS NOT ONLY OF JALLANDAR DIV BUT ALSO OF THOSE WHO  ARE FAR AWAY FROM  JALLANDAR WHO WORKED WITH HIM AT ANY TIME DURING ACTIVE SERVICE.HE REMAINED IN TOUCH WITH THEM AND SHOWERED HIS LOVE AND AFFECTION WITH PERSONAL TOUCH. A GREAT LOSS FOR PENSIONERS  AS A WHOLE.MAY HIS SOUL REST IN PEACE.MAY GOD GRANT STRENGTH TO THE BEREAVED FAMILY TO BEAR THE IRREPARABLE  LOSS.OUR HEARTFELT CONDOLENCES TO THE FAMILY.
