Its true the bench is changed with Jus Bishnoi replaced by Jus Chandurkar but Jus Maheshwari is going to be in some other bench in Court room no 10.
Our Counsel has submitted application for constituting special bench which means bench comprising Jus Maheshwari and Jus Bishnoi. It ha been sent to CJ but it has not been returned by CJ office.
If approved by CJ, the case will be ordered for listing....when? we cannot say.
This is our judicial system.

Detailed circular will be released today.

Dear Sir,

Re: Revision of Pension & Family Pension

With humility, we state that we are proud and happy to inform you that our quiet persuasion has now yielded fruit in the form of the revision of pension and family pension effective from the 1st November 2022, which has been solely possible because of our Hon'ble Governor's kind and effective intervention with the considerate response of the Hon'ble Finance Minister, Madam Nirmala Sitharamanji, on the issue of revision of pension and family pension with retrospective effect of wage settlements from Nov. 2022, in the Bank.

We also express our sincere thanks to the Bank's Officials who have worked hard with their positive approach towards pensioners and family pensioners as also recognized organisations with their wholehearted organizational support throughout the long drawn struggle.

Our Saga of struggle since 2018 to date has been given in details in the attached Note 'Saga of Struggle' for information of pensioners and Family Pensioners as also to our critics. We wish that everybody go through the note and understand the magnitudes of work rendered by AIRBREA and our approach based on constitutional provisions and the Supreme Courts Judgments in the matter of pension. It has been a long and arduous journey to fulfill the aspirations of our retirees. We did not distract from our right path although a few vested interests with prejudices were out to criticize us.

We are now extremely pleased to know of the revision of pension and family pension of the retirees vide Bank's Circular dated 28th January 2026 and with effect from 1st November 2022. We have attached herewith Statements of Arrears from Nov. 2022 to Jan.2026 and monthly increase in pension from February 2026. On our request these statements are prepared by our veteran Shri Shrikrishna Purohit, Pune.

We may please state here that all issues of pension are not yet over and we have to further struggle with determination in the days to come. Hope that all of you show perfect unity and stand by AIRBREA to resolve remaining issues of pension.

148th ISSUE OF EASTERN NEWS-FEBRUARY 2026

Respected Members/Readers,

Still etched upon our vision is the resplendent tableau of the Republic Day parade on "Kartabya Path", where a magnificently choreographed dance unfolded to commemorate the 150th anniversary of the National Song   Vande Mataram. Hundreds of participants, drawn from every corner of the nation, moved in sublime harmony synchronizing at the loftiest level of artistry and devotion. The 150th anniversary of Vande Mataram was commemorated on 7th November 2025, marking its first publication in 1875. The song was composed by Rishi Bankim Chandra Chattopadhyay, one of  Bengal's greatest literary figures and later included in his novel "Anandamath"  published in 1882. This song, deeply tied to the freedom struggle, was adopted as National Song in 1950.

International Mother Language Day will be observed on 21st February honouring linguistic and cultural diversity worldwide. Initiated by Bangladesh and adopted by UNESCO In 1999, it commemorates the 1952 Language Movement in Dhaka, in the erstwhile East Pakistan, where students sacrificed their lives to protect the right to speak their mother tongue Bengali. Today it stands as a global reminder of the importance of preserving mother tongues and promoting multilingual education.

 On 15th February Maha Siva Ratri, the sacred night of Lord Siva will be solemnly observed with ritual and reverence by devotees across many parts of the country. The outcome of observing Shivaratri is believed to be liberation from ignorance, spiritual awakening, and blessings of peace, prosperity, and 'moksha' (salvation)

Another significant annual event at the very beginning of February is the presentation of the Union Budget for which we eagerly await the proposals on taxation and other key matters.

In the midst of February's noteworthy occasions, we are pleased to share our 148th February 2026 issue of Eastern News as an attachment. Each month we eagerly await the responses and valued opinion of our readers to help us improve future editions,

BEWARE

Of late, a developmentnt is noticed by some of us which I am shararing for general information of all and Retired Class-I Officers in particular.

You are all aware that AIRIEF of all Pensioners Association is ann Association of all Classes of retirees as its members, precisely a classless Associatioon. Needless to say, other Associations have restricted membership limited to a partiticular Class of retired employees.

An Office Bearer of Class-I Officer Association of retirees who held several position in Federation of Class-I Officers' in his service time as Cl-I and thereafter during our service time is approaching retired Class-I officers of AIRIEF to form association of retired Class-I at several Head quarters . This is because of his acquaintance with many of our members who held position of Cl-I Association during their service and knnew him.

Friends, give a thought how it matters to be called a retiree from Cl-I or Cl-II or for that matter Cl-III or Cl- IV. We are all sailing in the same boat and are birds of the same feather. There's nothing now left to believe that LIC will quantify any benenefit Class wise, should it decide to extend. Whatever LIC would give will be identical and in rem to all retirees.

I therefore request you all not to fall prey to such motive of this leader and desist from his motivations. In contrast, AIRIEF has huge membership base and savivior of interest of all Classes . If you are approaoached, pl tell this leader not to pursue the matter anymore with you.

Ironically, there is another reetiree Association who are not petitioners in the ongoing case at the Apex Court because they considered through legal recourse, nothing is achievable. They consider themselves close to the functionaries of the ruling party for the last almost 12 years. Theyy have on several occasions shared pictures of their leaders exchanging pleasantries over a cup of tea with Officials of the DFS and Ministers including the FM. They have also of late, resorted to glorify their connections about their Association with our memberss with a view to enroll as their member. Their achievement on pensioner's interest despite their long tales and connection in the North and South Bloc so far is nothing beyond a zero.

The point of writing about these 2 Association is to stand firm if you are approached. You have already chosen to be a life member with AIRIEF and taking one more will not fetch more benefit. We are one class before LIC of India and if LIC has to give any benefit, it will give to all equally irrespective of affiliation.

Title: New Income-tax Act from 2026
What the law says:
A completely new Income-tax Act, 2025 replaces the old Income-tax Act, 1961. It applies to the whole of India and comes into force from 1 April 2026.
What it means for you from 01-04-2026:

From financial year 2026-27 onwards, all taxpayers—
* salaried persons,
* *business owners,
* professionals,
* senior citizens
* and investors—will be governed by this new law, not the 1961 Act.
The intention is simpler language, fewer sections, and easier compliance, not higher tax rates.
Example:
* Income earned during 1-4-2026 to 31-3-2027 will be taxed strictly as per the Income-tax Act, 2025, even though earlier years were governed by the 1961 Act. 

SNIPPET 2
Title: Goodbye "Assessment Year", Hello "Tax Year"
What the law says:
The confusing concepts of "Previous Year" and "Assessment Year" are removed.
A single term "Tax Year" is introduced, which normally means 12 months starting from 1 April.
What it means for you from 01-04-2026:
You no longer have to remember two different years for income and assessment.
Income is earned, taxed, and referred to in the same Tax Year, making understanding and filing returns easier.
Example:
Income earned from 1-4-2026 to 31-3-2027
➡️ Tax Year: 2026-27
➡️ Return filed for Tax Year 2026-27
(No separate "Assessment Year 2027-28" confusion anymore.)

Title: Tax Year Can Be Shorter Too
What the law says:
In some cases, a Tax Year may be shorter than 12 months, such as when a new business starts or a new income source begins during the year.
What it means for you from 01-04-2026:
If you start a business, profession, or new income mid-year, tax will apply only from that start date, not for the full year.
Example:
A freelance consultant starts work on 1-10-2026
➡️ Tax Year: 1-10-2026 to 31-3-2027 (6 months only)
➡️ Income before 1-10-2026 is not taxed as business income.

Title: Fewer Sections, Simpler Law
What the law says:
The new Act reduces sections from 800+ to about 536, removes outdated provisions, and uses tables and clear wording.
What it means for you from 01-04-2026:
You don't need to struggle with long explanations and multiple provisos.
Most exemptions, deductions and rates are now presented in tables, making them easier to understand.
Example:
Earlier: Multiple sections + explanations to understand exemptions
Now: One simple table listing who gets exemption and how much.

On the day of my mother's funeral, I arrived feeling important.
A rented luxury SUV, an impeccable black suit, expensive sunglasses. I believed I was the pillar of the family. The child who "showed up." The successful one. The one who never failed… at least with bank transfers.

I've lived abroad for fifteen years. I did well. My own company, stability, comfort. Every month, without fail, I sent 400 dollars to my younger brother, Pablo — the one who stayed with Mom in the old house in our hometown. I kept telling myself: "Thanks to me, they lack nothing." "With my money, Mom is fine." I felt at peace. I felt responsible.

After the burial, I went into the house and started doing what many people do when they come back for a visit: judging.
— Why is the garden dry?
— The walls need painting.
— Why was Mom so thin in the coffin? Didn't you give her what I told you?

Pablo didn't answer.
He was sitting in the kitchen, wearing an old T-shirt, deep dark circles under his eyes, hands full of calluses. He looked exhausted. Defeated. Ten years older than me… even though he's three years younger.

Then I offered "the solution," in a generous tone:
— I think it's best to sell the house. I don't need the money. We'll split it 60–40; you keep more since you stayed here.

I expected gratitude.
I received the truth.

Pablo slowly stood up, pulled an old school notebook from a drawer — wrinkled, stained — and dropped it on the table.
— Read, he said.

It was a logbook of everyday hell.

October 2: Mom didn't sleep. She screamed all night asking for you. I changed her diaper five times. She bit me when I tried to bathe her.
November 9: The money wasn't enough for the medications. I sold my motorcycle.
December 25: She didn't recognize anyone. She cried because "the successful son" didn't call. I played an old recording of your voice to calm her. I ate a sandwich next to her bed.
January 10: The doctor says my back is damaged from lifting her. I can't work this week.

I couldn't keep reading.
The lump in my throat was suffocating me.

Pablo looked straight at me and said, without shouting, without hatred:
— You sent 400 dollars, Carlos. Thank you. But you slept eight hours a night. You had weekends. Vacations. A life.

He touched his chest.
— I haven't slept a full night in four years. I lost my girlfriend. I gave up my career. I stayed so Mom wouldn't die alone or end up in a nursing home. Money doesn't clean diapers. Money doesn't endure insults from a sick mind. Money doesn't hug a terrified mother at three in the morning.

He took one step closer.
— Sell the house. Keep it all. I've already paid my share. I paid it with my life.

And he went to sleep in Mom's room —
the first real nap he'd have in years.

I stayed alone in the kitchen. I looked at my expensive watch, my brand-name shoes. Everything felt like trash.

I was the financial provider.
He was the son.

I paid for the pills.
He put them in her mouth.

I sent money for the coffin.
He held her hand until she stopped breathing.

That same afternoon, I went to the notary and transferred 100% of the house to him.
It wasn't a gift.
It was the fairest retroactive payment I could make.
And even so, I know I still owe him.

In many families there are two roles: the "satellite child" and the "walking-stick child."
The satellite stays far away, sends money, gives opinions, judges.
The walking stick stays, supports, wears down, and breaks in silence.

Don't fool yourself: sending money does not absolve you of the duty to love, care, and be present.
A check doesn't change diapers.
A transfer doesn't cure loneliness.

And if one day it's time to divide an inheritance, remember this:
the caregiver's time, health, and life cannot be recovered.
Family justice isn't dividing everything equally —
it's recognizing who carried the weight when everyone else walked away.

This isn't just for one person.
It's for everyone..

Interpreting existing Charts painstakingly prepared, show very acceptable & moderate rise in pension for both RegularPensioners  & Family Pensioners .  When one works out  from PER ANNUM outlay ,story is a sad tale of tears & woe for Pensioners as can be seen from figures for Regular Pensioners outlay  Rs 3098.82 cr/19yrs/32,902= Rs 49,571.45pa ie a pittance of Rs 4130.95 pm per pensioner RP.
For Family pensioners, the less said ,the better.As outlay Rs337.15cr/19/13,374=Rs 13268.08pa ,ie woefully inadequate paltry Rs1105.67pm per FP
