On 08-10-2021 a delegation of IPO, Belagavi consisting of C T JOSHI, CCM, NOIP; Sri G K HODLUR, GS IPO BGM; Sri B L JOSHI, VP, IPO BGM & Sri G A BHANDIWAD met SDM, Belagavi and discussed the followings :
1. At the outset we thanked SDM for his initiative in (a) settlement of Pension Arrears and Diff in CV to 117 out of 121 retired after 1-8-2017. In the last meeting it was brought to his notice that many cases are pending in ZO. SDM talked to ZO. (b) Payment of Pension on 1st Oct in morning hrs.
2. We pointed out that Training period is NOT taken while calculating Gratuity and Fixation of Pension. Already letters have been given by the affected Pensioners and nothing has happened so far.
3. There is delay in settlement of Retirement benefits, including Pension. Sri S R Malipatil, Retd DO on 31-8-2021 & Sri V B Billur, Retd ABM(S), VRS on 15-9-2021 are the victims of this delay.
4. Sept Pension is Credited on 1st Oct morning but Oct 30, 31 and Nov 1 are not working days, what steps are taken to credit Oct Pension on 1st Nov, which is Holiday in Karnataka.
SDM summoned M(OS) & M(F&A) and asked them to answer 2,3 & 4 of the above. M(OS) said that they have received 3 applications for payment of diff in Gratuity and Refixation of Pension. He said they were busy in settlement of Pension Arrears, now they will refer them to ZO. As far as Sri S R Malipatil's case, he said that Vigilance Clearance is not received because the Employee has not submitted Property Return. So he asked him to advise him to file Property Return. As far as Sri Billur's case is concerned they are awaiting data from Branch Office.
M(OS) & M(F&A) both said that there is NO provision in Pension module to process the Pension in advance. To this I said that there must be a provision, else how in Chennai ZO, credits Pension at 6.25 am on 1st Oct. On which M(OS) said that he is going to ZO for Conference on 11-10-2021, he will enquire there. I also said that the CO has changed the SMS wording & therefore there must be provision. In some Dns SMS is received on 29th Sept & amount credited on 1st.
The meeting was held in a very cordial atmosphere. We thanked SDM for giving us an appointment despite very busy schedule and very short notice by us.

Talk with Chairperson, LIC
1)As I am full with various disabilities & infirmities,as Varicose Veins & Cellulitis with both legs swollen,& Atrial Fibrillation of heart with rapid left ventricular beat ,sometimes crossing danger mark 90,95 ,etc,the question of stirring out does not arise,with tendency to fall & even at home my companion is Tripod to avoid untoward work & concern for better half. I knew we are missing a good,if not golden,opportunity to meet worthy Chairperson,Sri M.R.Kumar to know latest developments for Pensioners.Many times,in response to our AIRIEF President inviting suggestions for organisational improvement ,I had responded immediately with my considered views for onward march & quality improvement of wherewithal of OB/EC to be armed with all data, information,Charts & Tables to drive home AIRIEF viewpoint with better Thrust & Assertive presentation to make Top Mgt reflect & ponder,& reconsider their stand for betterment of Pensioners Welfare.There is no substitute for direct face to face talks.
2)But, my heart was beating & I told Mrs SK that somehow I reach him & must know from horse's mouth the efforts made by Top Mgt & his thrust to hasten end-result, as time flies out.
I am deeply indebted to Sri Anand Tyagi who has always held aloft the torch for pensioners with his valuable contacts at all levels in LIC & GOI/MOF etc.He told me he comes on 7 Oct & stays for 8th too
So, i started my work to ensure with Gods grace,ZMs Secretarial,some are secretive,some we have to stir to awaken them to face reality.2 AOs did not take the phone at all.3rd AO responded ,gave some details of his stay .
3)As window was open,& my horsesense told me to try after 10pm ,as he would be busy with SDMs Conference
I rang up at10 pm,I keep all records fairly ok, but energy levels down. No response.
Thanks to my prayers,on 8th Oct at 8 am,today,ring comes on my Mobile,lo,MRKumar,Chairman.I was delighted .
4)He wished me as TrueCallerwas there, it is a boon.iphone we just dont know who calls.Android phones are the best for contacts & closeness.
i)I greeted him for LIC 65th Anniversary,also Dassara best wishes & for the 3 Goddesses Ma Lakshmi,MaSaraswathi & MaDurga to shower on LIC,his family,LIC fraternity,& ensuing Mega LIC with great expectations.
I told him I classify from Simple to Profound,expecting that Simple must simply be solved quickly & no postponement be there.I asked him if I can proceed in this direction.He said,OK,he is jotting also.
a)Several Circulars are being sent to all LIC Offices from ED Per & ED OS & sorry we are ,that salutary practice of sending Circulars impinging on Employees & Pensioners being sent regularly to All Employees & Pensioners Fedns initiated by AIRIEF & implementedby then Chairman Sri Dinesh K Mehrotra,discontinued.I spoke to EDPer MrRKDubey,he told me that concerned persons have been told but NOT done
b)Every Chairman mentions Pensioners as worthy FOUNDERS but nothing concrete done.I brought to his notice that earlier SZMs conducted Founders Day Celebrations in a grand manner with Presentations of 3/4 RMswith charts,facts & utility etc.appreciated by audience, few Pensioners recollected experiences of their good days,showered praise for man-management.Some distributed Notes.Normally Sri veteranSri GNSridharan & RBK were called to speak,Sri TSItharthans time pensioners abounded 360,410 for 2 years & Mr Thamodharan ZMs time 440app.Mementoes given,fine lunch,camaraderie NOW nothing of that sort.
I requested Chairperson to standardise& instruct ZMs to carry out as recognition for pensioners to really mean Fraternity.
c)I pointed out reluctance to part with data,even when every month ZO sends Statement to CO,of RP.FP.Child Pensioners,Exgratiaetc.when we ask CO to give us All India Zonewise,DOwise same data Summary,never we could have.
d)I told him Pensioners Portal,after many years fup of our 3 page valuable suggestions,was installed but incomplete,must be a reflection of early years Pension ers Directory with full particulars to develop nearness & for soluitions,.Even Central Govts Portal is superior & so too Union Bank Portal,with charts, Ready Reckoners, latest news insertions etc
d)Another Option is long overdue for those pensioners who could not join for one reason or other GroupMediclaim
e)While RBI,Banks hold Tripartite Meetings of LIC ZO,TPA,Pensioners Fedn/Assns,LIC has not.It enables top resolve grievances, better grasp of issues,realistic TPA decisions, paves the way for stable premium & 1st hand info of New appliances & interventions with development of Medical Science & hopefully included for Reimbursement of diseases cured with such Doctors prescriptions.
f)Sad Sir in your speech only Covid deaths of Employees were mentioned but greater agony for pensioners & some both Pensioner & spouse died We need statistics of Employees & Pensioners Covid deaths with claims settled.Also RBI &other organisations appealed to their CO & amounts were prescribed & granted to those families to cope with life.
5)Coming to other issues,I appealed to Chairperson to secure Notifications for 7/2019 & 10/2019 Board Resolutions for fixing pension as Average of last 10 months Basic Pay or Last drawn Pay whichever is higher to avoid Seniors in the interrugnum of old charter partly & new wage charter partly
& Family Pension as flat 30 % of Basic Pay
I pleaded with him to expedite as many have died,18,500 app &Ratio of FPto RP has shot up from 18 % to 45 % & in 2 Zones to 50 % & more.Outlay will be less
6)Super Sr citizens urgently need blessings as You have approved grant of stepup of Basic Pension by 20%,30,40,50 & 100 % at ages 80,85,90,95 & 100 years.Can it be done in World Elders Day or World Security Day month ?
7)I pleaded with him to grant SAME CMD Cash Medical Benefit rates to pensioners also,as we deserve much more facing crunch for Non hospitalisation treatment which amounts have swelled for Pensioners &Spouse.For all 60,000 pensioners,same rates as for Cadre bifurcation specified,Total works out to Rs 91.5 crores only.
When Pensioners got no arrears,no benefits like Employees,PLLI,Special Mly Allowance upto Rs13,250,already Midday Meals Coupon,Gratuity raised from Rs10 lacs to Rs20 lacs,honestly,Sir,pensioners deserve a good uplift in many ways.
8)Hon FM mentioned in IBA Meeting that old pensioners get pittance & so deserve fitment of pension ,why not to same grades for Respective cadres.Equally, Sir, she said FPensioners neglected long & so revision needed.
In this context, emphatically we must appeal to you that Outlay as AIRIEF mentioned in SLP & LICs reply a small difference only was noticeable & so we confirm outlay per month from 1/8/1997 to 2016 is very moderate .Era of PU WILL Not be Eternal as NPS started from May 2010,ALL Retirees now get Handsome Pension,Retirement Benefits are colossal & is it not necessary to go all out to help them to secure Pension revision with every wage revision which Hon FM cleartly echoed
9)On LIC IPO when I raised queries on 2 streams, foreign investments etc,he replied Committee appointed is going thro many issues & clearer picture may take some time.

Reg: Meeting with LIC Chairman today ...
Glad to report that we had a good meeting with the LIC Chairman today, in the midst of the SZ SDM's Conference that was on at the Taj Coramandel Hotel in Chennai. As soon as I heard that the Chairman was to go over here on a visit, I requested the ZM SZ to enable a brief pow-wow with him. As it turned out, the Chairman was not giving time to anyone, due to his own personal pre-occupations in the off-duty hours. I sent him a message on Whatsapp and told him I just needed to see him for not more than 10 minutes. I also mentioned that Sri C H Mahadevan of Hyderabad Association would also accompany me. He said 'yes, sure' and invited us to join for Lunch at the Conference venue, which we did.
He met us first in the Lobby of the Hotel and talked to us on matters of interest for us:
1. Family Pension: He said he had talked to the Department of Financial Services, and they had suggested that an official reminder be sent as soon as the IBA instructions for implementation for Bank Retirees is issued, and then they would , on similar lines, Notify for LIC too.
2. Super-Seniors ( 80 plus retirees) matter: He said this too was already cleared by the LIC quite some time back and the DFS should be approving it for LIC Retirees , and the CO was also following it up with the Govt. Department.
3. Pension Revision for LIC : He said he was not aware of what initiatives, if any, were afoot in the DFS on this matter. (Sri C H Mahadevan, who had spoken on phone recently with Sri Vinodh, the Under Secretary in charge of LIC area of working in the DFS, mentioned to me on the side-lines of this meeting with the Chairman, about a Consultant being commissioned to go into the LIC Pension- Revision matter, and that the Report was expected to be submitted by this month end).
4. 1992-93 Retirees: I mentioned to him that all we asked for was to extend the Benefit of Pension Fixation, given by LIC to Sri M C Jain, to all others similarly placed. This was a simple enough matter where the LIC itself could take a Decision, instead of fighting against the victims of a wrong approach, in the Court. After nearly 30 years now, not many in the group survived, and Sri K P Narasimhan former Chairman, who passed away recently, at his age of 90, was also one in this group of sufferers. Sri Kumar, who is fully aware of this issue, since he had handled it as ED (P) earlier on, did feel bad as I mentioned all this. He then said he would examine the matter once again on his return.
5. LIC IPO : After we asked him generally about the preparations, we tried to know from him if the reserved allotment of shares for Employees would include Retirees, he answered in the negative, saying it was the position taken by the SEBI for such IPOs of other Institutions as well. He did mention however, that he was to take it up with the SEBI to see if a change to include Retirees could be got approved.
At the end of our talks, we also handed over to the Chairman, a Joint Memorandum signed by the two of us who met him today. That we were to see the LIC Chairman today, was also informed to Sri G Krishnaswamy, General Secretary of AIRIEF stationed at Bengaluru, in keeping with the spirit of the Joint Front we had formed in 2019.
I am Enclosing with this Circular a copy of letter sent to the new MD Sri B. C. Patnaik on his taking overcharge at the CO, a few days back, and a copy of the one-page memorandum submitted to the Chairman today. Also sent is a copy of the AIBEA Circular on RBI bringing in Penalties to Banks, if ATMs were not kept filled with Cash as required. This of course would be a matter of general information only.

Posted Date:- Oct 05, 2021Ministry of Ayush has recently noticed safety concerns on use of Guduchi (Tinospora cordifolia) that were published in social media and in some scientific journals.
This advisory is being issued to confirm that Guduchi (Tinospora cordifolia) is safe to use but some similar looking plants like Tinospora crispa may be harmful. Guduchi is a popularly known herb, familiar as Giloy and is being used in therapeutics since long in AYUSH systems.
There are good number of studies published in peer reviewed indexed Journals to substantiate safety and efficacy of Guduchi (Tinospora cordifolia). Its hepato-protective properties are also well established. Guduchi is known for its immense therapeutic applications and the practices are regulated in accordance with various applicable provisions.
It is observed that different species of Tinospora are available and only Tinospora cordifolia should be used in therapeutics, whereas similar looking species like Tinospora crispa may manifest adverse effects.

Thus, it is reiterated that Guduchi is a safe and effective Ayurveda medicine, however it is advisable to use it in consultation with a qualified, registered Ayush physician.
Ministry of Ayush has a well-established system of Pharmacovigilance (for reporting of suspected adverse drug reactions from Ayush medication), with its network spreading across all over India. If any suspected adverse event occurs after intake of Ayush medicine it may be reported to the nearby Pharmacovigilance centre through an Ayush physician. Further it is advised to take Ayush medicine and treatment under supervision and consultation of a registered Ayush physician only.

Electronic Pension Payment Order gets integrated with Digi Locker

- To enhance the ease of living of the defence pensioners
- Pensioners can obtain Pension Payment Order instantly
Department of Ex-servicemen welfare, Ministry of Defence has integrated the Electronic Pension Payment Order (EPPO) generated by Principal Controller of Defence Accounts (PCDA) Pension, Allahabad with Digi Locker, in order to enhance 'Ease of Living' of Defence Pensioners. This will enable all Defence Pensioners to obtain instantly a copy of the latest copy of the PPO from Digi Locker. This initiative will create a permanent record of PPO in Digi Locker and at the same time eliminate delays in reaching the PPO to new pensioners as well as the necessity of handing over a physical copy.
Accordingly, the PCDA(Pension), Allahabad has been registered as a Service Provider for providing EPPOs of over 23 lakhs Defence Pensioners through Digi Locker platform, enabling the Defence Pensioners to access their EPPO from anywhere in the world.
