Subject: Health Insurance to be regulated exclusively
The General Insurance Council (GIC), along with the Insurance Regulatory and Development Authority of India (IRDAI), is in talks with the central government to establish an independent regulatory body for the healthcare sector, said Ramaswamy Narayanan, CMD of the General Insurance Corporation of India.

The proposed regulator would function much like other sectoral watchdogs, such as IRDAI for insurance, Securities and Exchange Board of India (SEBI) for capital markets, and the Reserve Bank of India (RBI) for banking.

According to Narayanan, two major issues have prompted this move: fraudulent practices and discriminatory pricing by hospitals based on a patient's insurance status.

In its current form, the healthcare industry lacks pricing standardisation and oversight, Narayan said.

Most probably, such dedicated Regulator for Health Insurance is unique in the world.

Delhi High Court judgment dated 20/3/2024 in the case of S 30 Officers' Association

I attach the copy of the above judgment on the Writ petition  filed by the Retired S 30 Officers' Association  on the pension disparities  suffered by officers retired  before 1/1/2006 vis-a-vis those in the same cadre as well as lower cadres retired after1/1/2006.

The Union of India filed an SLP against the judgment in the Supreme Court which was dismissed  on 4/10/2024.

The High Court abundantly placed reliance on the D S Nakara , S P S Vains and All  Manipur Pensioners' Association cases and allowed the petition of the S 30 Officers' Association and rejected the Writ Petition of Union of India.

The case has parallels for our CAs pending in the Supreme Court as I understand from my discussions with Mr M P Agnihotri  and we can fruitfully use this judgment for our arguments in the Supreme Court. and hence I am sharing this judgment.

There is a demand for 100% DR neutralisation  for pre-August 1997 retirees as seen from the post of Mr Uttam Bandyopadhyay published in the blog .No doubt the demand is quite valid and justified.But at this juncture when after 1/8/1997   five wage revisions have taken place and the issue of upgradation of pension with every wage revision has become more important due to the huge disparities in pension not only between similarly placed retirees in the same cadre, but also between retirees in the higher cadres retired in earlier periods and retirees in the lower cadres several steps below in the later periods of retirement.

The Centre has acknowledged the demand for granting LTC to pensioners every 4 years. The suggestions are on record for appropriate action The central government has come out with a formal statement for the first time on a letter written to the Finance Ministry in January this year. In that letter, the Defense Accounts Pensioners Welfare Association demanded from the government “All India LTC” facility for pensioners once every four years. It was said in the letter that retired employees should get an opportunity to meet family and friends in different parts of the country and travel to new places.

We have, already, traversed the first half of the year 2025 and are in the preparation of stepping into the second half. It is the time to take stock of what we have  achieved till the end of the first half-year. 
We have been waiting since July 2017 for the positive verdict from the Supreme Court, but during this long period of eight years only achievement is the conversion of the Special Leave Petition into Civil Appeal. The lesson for us is that patience is required to see the end of the litigation, if at all comes early.

It will be better for our Federation to go for sectional demands more seriously .Our sectional demands are ::-

1) Full pension to the family pensioners till 67 years of age of deceased pensioners.
2) Incremental pension to the pensioners/family pensioners upon attaining age 80/85/90/95/100 years.
3) Refixation of pension on higher of last month's pay or ten months' average pay.
4) Cent percent DR neutralisation for all Pre-August 97 retirees.

Our Demand for Pension Updation of all pensioners needs to be pursued separately,exploring other avenues.

Small Savings Rates Hold Steady! Govt Keeps PPF, NSC, Senior Citizen Scheme Interest Unchanged For July–September 2025

The central government on Monday announced that the rate of interest on varying “small savings schemes” for the second quarter of fiscal year 2025-26, which begins from July 1, 2025 and ends on Septemeber 20, 2025 shall remain “unchanged” from those notified for the first quarter that began on April 1, 2025 till June 30, 2025, as per a Ministry of Finance office memorandum.

The central government on Monday announced that the rate of interest on varying “small savings schemes” for the second quarter of fiscal year 2025-26, which begins from July 1, 2025  and ends on Septemeber 20, 2025 shall remain “unchanged” from those notified for the first quarter that began on April 1, 2025 till June 30, 2025, as per the Ministry of Finance office memorandum.

This translates into the same interest to applicable on ppoular schemes like small savings schemes, including Public Provident Fund ( PPF), Sukanya Samriddhi Scheme (SSY), and the National Savings Certificate (NSC).

The interest rates for Public Provident Fund (PPF) and post office savings deposit schemes will remain at 7.1 per cent and 4 per cent, respectively.

Sukanya Samriddhi Scheme Deposits under the Sukanya Samriddhi scheme will continue to offer an interest rate of 8.2 per cent.

Meanwhile, the interest rate applicable on National Savings Certificate (NSC) will remain unchanged at 7.7 per cent  for the April-June 2025 period.
