Minutes signed with IBA – UFBU defers strike call

The United Forum of Bank Unions (UFBU) has decided to defer the proposed agitational programmes and strike actions, following the signing of Minutes between the Indian Banks’ Association (IBA) and UFBU on 27 September 2026.

The decision to defer the strike has been taken in the context of the developments recorded in the Minutes and the understanding reached between IBA and UFBU. The decisions recorded in the Minutes are furnished herein:

UNDERSTANDINGS REACHED WITH IBA OUR STRIKE ACTION AND AGITATION DEFERRED

TODAY at 9-30 pm there was a meeting between IBA and UFBU

After due deliberations, it was decided that:

  • a.
    A high-level committee of IBA and UFBU will be formed immediately to deliberate on the issue of declaring the remaining Saturdays as holidays. This committee will explore, all possible alternatives; discuss with all stakeholders, and work out a solution acceptable to all stakeholders and, more importantly, the customers.
  • b.
    As regards the PLI Scheme for Scale IV and above officers, the discussions can start with IBA to propose modifications to the Government in the scheme to address the observations of the Unions/ Associations.
  • c.
    The residual issues as listed in the minutes dated 8.3.2024 will be discussed between the parties for expeditious resolution.
  • d.
    In view of the above, it was agreed by the UFBU that the proposed agitational programmes and strike actions will be deferred.

You all would please recall that decision on many matters concerning pensioners rested with the DFS for theirdecision. Following up our earlier representations in the matter of main grievances of LIC Pensioners, submitted to the Finance Ministry, Shri A V Tyagi ji met the officials concerned in the DFS on 18th Sept. 2026 who advised to submit a reminder to the Additional Secretary, particularly on the issues which were recommended by LIC earlierand are pending consideration in DFS.

Shri MP Agnihotri prepared a gentle and emphatic reminder to be submitted in the DFS. Shri Tyagi ji sought for an

appointment with the Additional Secretary, Dr. Debashish Prusty. Shri A V Tyagi ji got the appointment to meet the

Addl Secretary at 12:30 PM on 24th Sep 2026.

Shri Tyagi ji reached DFS before the given time slot and first met Mr. Abdul Gufran, Under Secretary – Insurance,

who accompanied Shri Tyagi ji to the chamber of Dr. Debashish Prusty. The meeting started at the given time. Dr. Prusty discussed the issues one by one and made certain queries which were clarified by Shri Tyagi ji. He alsomade a reference of the VIII CPC, when Shri Tyagi stated that our issues are pending for a long time, and similar grievances of the Central Civil Service Pensioners and others are resolved much earlier, so the recommendations of VIII CPC are not relevant to address our issues.

Dr. Debashish also made a reference of PSU bank employees Industrial Action and informed that higherauthorities in the Ministry are engaged in dealing with the situation currently prevailing. Shri Tyagi ji insisted onresolving the issues which were recommended by LIC of India and are pending in DFS without further delay. Dr. Debashish appreciated the concern and expressed sympathy. He also appreciated the performance of LIC andcontribution made by the pensioners.

The Additional Secretary indicated that the Government is contemplating to enhance the basic family pension to 40%. He directed the Under Secretary to get the representation processed and put up for further action. The meeting lasted for 30 minutes. Discussions were brief but succinct.

After the meeting with the Additional Secretary, Shri Tyagi ji handed over the representations to the office of the Secretary (DFS) & Dy Secretary Shri Vikrant Singh also. Shri Abdul Gufran (Under Secretary) instructed the dealing official to prepare a note to the Secretary to process the matter expeditiously.

Friends, despite our sincere efforts, pace of resolution of our grievances is very slow. However, we will continueour efforts until we succeed. We are highly thankful to Shri Tyagi ji who is sincerely playing the role of our liaison officer at Delhi in taking the matters to reach a logical end.

*I was admitted to Saveetha medical college Hospital on 18th september2026 by madam Seetha ,as warned by Vascular Surgeon for both legs swelling & oozing multiplied.Yesterday night ,we could return.No PC, No sitting,Always elevated position.3times a day IV drips with high antibiotics, pathetic position .Too much I worked right from 9 August 1998 for RIEA Chennai as President so hard to disseminate, more than communication crusade.More than 28 years !!!  bapre.Another Service Era perhaps!!  Mixing & mingling with ALL TIERS,BO,DO,ZO,CO,Top Bosses many times,Greetings on time,nicely worded et all.

AIRIEF's XIII Biennial General Council Meeting was held from 9th to 11th Sept.2026 at Mysuru, the Cultural capital city of the state of Karnataka. The LIC Pensioner's Welfare Association, Mysuru hosted the meeting flawlessly well. The roadmap of this biennial mega event was drawn to perfection and without a room for error. The entire event was result of well planned and dedicated planning under the leadership of Shri Puttaswamy, General Secretary of LICPWA, Mysuru and his team. On behalf of AIRIEF, I express my heartiest thanks for all they did to provide an ideal ambience for the mega meeting.

The EC meeting was scheduled to be held on 9th September 2026 from 6 PM. Barring 3 units who could not arrive by the time of meeting, the rest of the units attended the meeting. The meeting discussed as per the agenda circulated

  • 1.
    The meeting started with welcome addressed by Shri B. Angurajan, Working President who presided in place of Shri G. Krishnaswami who fell ill and unable to atttend. He welcomed all and hoped the meeting will take resolves for the progress of AIIRIEF
  • 2.
    The General Secretary's report was read with explanations wherever felt necessary. The report was however subjected to discussion as few facts like the endeavours of meeting the MD and CEO cum MD at Indore was not mentioned in the report, efforts made to meet the PM and FM, visit to the DFS and submission of memorandum to the DFS officials didnot find a mention in the report. Another point where the report mentioned of letter submitted to CEO cum MD to implement the order of Hon'ble Court for releasing NGI (not in rem) with consequentials to retiree on last day of working prior to retirement be implemented in rem. It was pointed out that LIC has not implemented the order in true spirit of the order earlier passed and the matter is before the Hon'ble Court. As such, until the order is implemented with all consequential effects, it is not worth a request to CEO cum MD.

    The report however was approved by the house.

  • 1.
    The next item was the presentation of audited accounts for fiscal 2024-25 and 2025-26 which was presented by the Treasurer. Since no inconsistancy was found, the house approved the audited statements presented before the house.
  • 2.
    Out of a total of 6 Resolutions, one Resolution was resolved to be dropped by the house which related to earmarking provisions for Pensioners and FP's in the Golden Jubilee Foundation.
  • 3.
    Affiliation - Application for affiliation received from Bhagalpur, Kolhapur, Rajahmundry, Warangal and Tirunelveli received and placed before the house for approval of granting affiliation. The affiliation was unanimously granted.
  • 4.
    The proposal of escalating subscription of Varishtha Vaani was placed before the house with a meticulously drawn working sheet. There was exhaustive discussion in this matter. However, the opinion was divided and so decided to be referred to the Budget Committee.
  • 5.
    Affiliation fee - Similar working sheet for escalating Affiliation fee was placed before the house as it was felt that it is only the sole source if income for AIRIEF to sustain organisational expenses besides holding the EC meeting. It is with much pleasure that I write to inform that the house agreed to raise the fee to Rs. 100/- wef 1.4.2027.
  • 6.
    There was no other matter brought before the house.
  • 7.
    Vote of thanks was proposed by Shri G. Parthasarathy, President, LICPWA, Mysuru.

The meeting ended at 9.30 PM

I regret for delay in releasing this Circular and those to follow due to my indisposition after return form Mysuru.
