Annual General Body Meeting held at GULBARGA on 10-05-2015 of LIC PWA Raichur Division.
MINUTES OF THE 2ND GENERAL BODY MEETING OF
L I C P W A, RAICHUR (GULBARGA) ON 10THMAY 2015
The meeting started at 1-30 pm after a sumptuous lunch provided by the caterer. About 35 persons attended the meeting.
The spiritual prayer was provided by Ms Shrutidaughter of Shri Suresh Kulakarni, Agent of LIC at Gulbarga. Ms Shruti is studying in 10th Std and she rendered the song on God Vinayaka - MABA TANAYA HERAMBA – very melodiously. This seemed to give us in advance an expectation that the Supreme Court case may be favourable.
Shri R Chandrasekhar requested Shri N Narayana to honour the Musician with a memento.
Shri R Chandrasekhar, Joint secretary anchored the entire programme. He requested Shri ShivaputrapaChincholi , President, Shri K B Katti, General Secretary of LIC PWA Raichur (Gulbarga) and Shri N Narayana and Shri G Krishnaswamy to come to the dais. Shri BBasettappa welcomed the participants, the Office Bearers and EC members of the LIC PWA Raichur(Gulbarga) and Shri N Narayana, General Secretary and Shri G Krishnaswamy, Treasurer, of A I R I E F.
Shri R Chandrasekhar then requested Shri Mallanna tofelicitate Shri Narayana and Shri Krishnaswamy, ShriPatwari to felicitate Shri Shivaputrappa Chincholi and Shri N B Kulakarni to felicitate Shri KB Katti.
The pensioners who have reached 75 years of age were also felicitated – Shri ES Patwari by Shri M R Sajjan, Shri K Mallanna by Shri S N Mannur, Shri K B Kattiby Shri A Y Patil, and Shri NB Kulkarni by Shri BBasettappa.
Shri K B Katti, General Secretary then presented theSecretary's report. After few clarifications the Report was unanimously adopted. Shri Katti also mentioned the voluntary contribution of amounts by Shri Sajjan, Shri Basettappa etc to the Association.
Then the accounts were presented. Few questions were logically replied and the accounts was adoptedunanimously.
Shri Narayana was requested by Shri Chandrasekharto address the members. Shri Narayana related the introduction of pension scheme, the DA linking thereof, pointing out the disparity in DA/DR being paid to the pre-1997 retirees and the evolution of Board Resolution in 2001; non implementation of the same; inititating the legal fight in Jaipur and then Supreme Court; the SC order of 7th May 2015 and its implications; present financial position of the AIRIEF and the Contributions to Legal Fund by all the members of various Divisional Associations. He also touched on the ex-Gratia being paid to pre-1986 retirees, spouses of the retirees (from March 2007) and the increase in quantum of payments from 2014 February.
Shri Krishnaswamy was then requested to address the members. He explained the rationale behind 20 % to the petitioners/ pensioners. On a query from ShriMujawar, he explained the provisions of the Pension Rules in giving FULL or PROPORTIONATE pension depending on the service put in by the pensioners. Again Shri Mujawar wanted the reasons for Membership Levy to AIRIEF. This was also explained by Shri Krishnaswamy convincingly. He also touched upon the introduction of Mediclaim Scheme in the year 1987 (late by one year), Pension as SECOND benefit, the improvements in administration of mediclaimscheme, the refund of premiums THREE times, Subsidy in the premiums, increase in Sum Insured, introduction of CASHLESS scheme from April this year, and the fall outs of this.
Amendments to Bye laws was then taken up. The number of EC members was changed to ONE for every 10 members subject to a minimum of SIX. With this amendment being approved, the election of Office Bearers and EC members was taken up. The following were unanimously elected:

Shri CK VIjayendra, representing ALL INDIA LIC EMPLOYEES FEDERATION was requested to address the members. He thanked the LIC PWA to have given an opportunity to speak. He spoke highly of the AIRIEF and said that the days lying ahead are very important as the pensioners were expecting the Supreme Court to favour them with enhancement of DA / DR for pre-1997 retirees and Basic pension up-gradation along with wage revision for the in-service employees. He narrated the position in Central Government and State Government employees and opined that our lot is the best. He wished the LIC PWA Raichur (Gulbarga) to prosper and grow substantially in the coming years. He also promised to join and strengthen when he retires.
Shri Shivaputrappa Chincholi in his presidential address said that he was overwhelmed with the spontaneous support given to the organisation when it was inaugurated on 15th September 2013 with the expectation of only few members but number of members enrolled on that day was really a curtain riser. He assured that he will work for the growth of the organisation in the coming days.
He presented a cheque for Rs 3000/- towards the legal fund to the AIRIEF office bearers on this occasion which was accepted with grateful thanks by them.
Shri S N Mannur the proposed the Vote of thanks to the organisers, providers of space, caterers, invocation singer, and to all who contributed directly or indirectly for the success of this meeting.
