Ref: 2015/193                                               Date 04.06.2015

The Office Bearers. Central Committee Members & State Body Chiefs
A.I.B.R.F

Dear Sir

            REACTION PROGRAMMES OF AIBRF

We request you to refer our letter no. 2015/ 192 dated 3rd June 2015 addressed to the Chairman, IBA making detailed submission on the issue of 100 percent Dearness Allowance based on the Record Note dated 25.05.15. This will form the basis for discussion with the IBA on the issue of DA, when we get opportunity to meet them.

2. We feel Record Note dated 25.05.2015 is very important document which will provide solid basis for taking up all pending issues of retirees with IBA in the coming days.

3.Besides above, our organisational programmes are continuing at different centres from time to time. We understandthat on our call, more than 5000 letters have already been sent by individual members to the Banking Secretary, Shri Hasmukh Adhia requesting him to ask IBA to hold discussion with AIBRF on retiree issues. This programme is continuing we expect the figure to cross 20000 in coming days.

4.MASS RALLY AT KOLKATA ON 3RD JUNE 2015

Further, our many affiliates have submitted memorandum to Chairmen & Managing Directors of the respective banks requesting them to advise IBA to hold discussion with AIBRF. In the series of this programme, our comrades from Kolkata under the banner of our state body, Bengal provincial Retired Bank Employees Association held massive demonstration on 3rd June 2015 before Head Office of UCo Bank and submitted memorandum to the CMD UCo  Shri Arun Kaul who personally received the memorandum from the delegation and assured to forward to IBA. We compliment and thanks our comrades from Kolkata for organising this programme.

5. MASSIVE DEMOSTRATION AT BANGLORE ON 31ST MAY 2015

Our Karnataka State Body organised massive demonstration at Bangalore on 31st May 2015 in support of the retirees' demands. More than 400 retirees from different banks participated in the demonstration. It was followed by conference of All India Syndicate Bank Retirees' Association which was attended by more than 600 members. We convey our thanks to office bearers of the state body and our comrades in Bangalore for organising theses programmes successfully.

We understand that our other affiliates are also planning to organise similar type of programmes at their centres to create awareness on our issues.

6. In addition to the above we are planning some more organisational programmes in the coming days including our efforts to meet Ministers M.Ps. from different parties to seek their support on our issues.

7. You will appreciate our continuous efforts in last one and half months which have been reported to you from time to time have created favourable atmosphere in focusing our demands before the concerned authorities and they are being taken more seriously by IBA and others. We have also been able to establish direct contact with IBA now which we could not achieve earlier when we were trying through UFBU.

8. PROTEST TO UFBU

As you are aware that when we got information before signing of the settlement that  no demand of the retirees are going to be met in the settlement, we lodged our  strongly worded protest to the UFBU Convenor with copy to the constituents of UFBU vide our letter No. 2015/40 dated 12.05.2015 expressing the sentiments, disappointment and anger of the retirees on the development. This communication has given the right message to the concerned people.

Despite the above ,We have been receiving several communications from our members including office bearers and central committee members that AIBRF has failed to lodge the protest to UFBU. While we appreciate the emotions and anger of the members, but it is not correct to say that AIBRF has not lodged the protest. We would like to quote the following lines from the above letter which would give idea about the degree of protest (para 6)
But we would like to caution UFBU leaders that outburst and anger of lakhs of retirees will be furious and unimaginable which possibly neither we nor you are able to comprehend at this stage. Today retirees are organised. They have solid platform. They have powerful voice and sufficient time to agitate. It will definitely burst. Because we closely know their mind set and emotion and if they outburst they are hundred percent correct.

You will appreciate that the organisationcannot keep on hanging on such positionson repeated basis. Having lodged the protest with effective contents at righttime, the organisation has to move forward to make further efforts   to achieve our demands. AIBRF has since been doing precisely the same. Repeated protest as desired by some members, we are afraid, would lead us to negative zone drifting us from our main object.

SUGGESTIONS OF LEGAL ACTION INCLUDING STAY ON THE SETTLEMENT

We have been receiving several suggestions from our members and some affiliates to bring stay on the settlement. We may clarify that such action is highly sensitive and fraught with danger. AIBRF is not in favour of such move. It has potential of inviting wrath of thousands of retirees who retired under the presentsettlement and part of our organisationnow as well as our employee friends, majority of whom are going to join retiree movements in near future but in return nothing to happen to strengthen retiree demands through this mechanism.

As regards legal action to achieve ourdemands in post settlement scenario, AIBRF is open and decision on it will be taken after discussion in the forthcoming central committee meeting to be held at Indore.

We shall advise further developments from time to time in the coming days.

                         With Warm Regards

                                                           Yours Sincerely
