Meeting with EDP
NOIP delegation led by the u/s along with S/Shri.S.D.Jawalkar & Anil Bhalerao from Pune and Shri.D.R.Mapara from Mumbai met Shri.Niraj Agarwalji, EDP in Central Office yesterday at 1130 hrs and submitted the enclosed memorandum. EDP was very candid, empathetic and cooperative during the entire session lasting an hour and it was a plain business talk without any goodie-goodie talk and revolved round the bare and grave facts related to the litigation, Government's conservative approach towards our just demands and LIC's limited role in these matters etc. The point wise response by the EDP to our memorandum has been briefed here under.
1) SC Order of 07/05/2015- He gave an indication that payment of 20% arrears would be related to DR relief to pre 8/97 retirees and payable to respondents in the respective HCs. About Delhi HC's respondents, clarification has to be sought from the SC, he averred. On our insistence that 100% DR relief to pre 8/97 retirees and up gradation of basic pension to all has to be considered for payment, he quoted the naked truth that GOI has been very conservative in this regard and that they are more concerned about the unorganized sector labours who are reeling under penury and neglect. In this regard he cited the last minute entry of GOI in the SC case. He was emphatic in saying that GOI is in no mood to concede to the demands of pensioners in this regard.
2) Mediclaim related issues- He said that the ID cards can be generated and printed from the website of respective TPAs though internet. Alternately, it can be got printed in the OS Dept of respective offices of LIC. He tried for Western Zone in his computer and the required details of the retiree appeared for printing. For Western Zone, TPA is MDindia. The procedure is as follows- Open the website- https://MDindiaonline.com/LIC NEW/login page.aspx. After opening this page there appears employee/retiree. SR No of the retiree has to be entered which is the login id and password is the date of birth of retiree. Once these are entered, full details of family members under mediclaim policy appear and the same is to be printed by giving print option. This is the ID by TPA which has to be submitted for cashless facility along with photo id of the patient. Since it is cashless, the expected delay in settlement of claim by NIA has no consequence, EDP averred.

- 3) Cash medical allowance- Though he was non-committal, on our insistence to grant the same during ensuing wage revision (of employees), he reluctantly agreed to weigh the possibility of considering the same.
- 4) M.C Jain's case- He informed that payment has been made to M C Jain and though his Dept is in favour of extending the benefits to all the 85 odd similarly placed retirees, legal dept may not approve the idea fearing that analogy may be drawn in other legal cases relating to retirees. We however tried to prevail upon the EDP to take a benevolent view keeping in view the advanced age of these retirees.
8) One more pension option- He said that 2 options were already given- one in 1995 and the other in 1997. Again he referred to the conservative approach exhibited by GOI, though enough follow up has been done from the LIC's side. He was quite pessimistic in this regard.
9) Person specific anomaly of Shri.R.B.Halleppanavr- Though EDP was reluctant, assured to examine if any scope is there to undo the anomaly.
10) Discussion with pensioners' organizations- Though no assurance was given, he said we are welcome any time for discussions on pending issues.
In view of the above, it appears, we may have to look at ways and means to exert pressure on the GOI-MoF
