Dear Sri Masil Jeya Mohan,
1)We have been wanting to meet you with our delegation, but because of impending court case,more so at SC Bench,we shall talk to you & fix up appointment
2)We are glad you are taking initiative to continue with good work of OS dept all along & endeavour to make significant improvements in some vital areas.Especially ,the fraternity of pensioners need a very high degree of empathetic treatment.Not only Regular Pensioners,Family Pensioners need double care,as they are ignorant of many rules & regulations, Dos & Donts,basic requirements for Cashless medical,even Existence Certificate as otherwise, as is now happening, pension for August 2015 not released,which torments us.You certainly understand the role of OS Pension Cell & OS Mediclaim,which are Twin pillars for pensioners & so a high watermark of efficiency & effectiveness, without any excuses for such happenings or citing office procedure old or new etc are called for.
3)We must ,from the bottom of our heart, congratulate you when we learn, though not a cent percent pucca info that SZ is the 1st Zone in All India to fup consistently, have dialogues with TPA Managers & pensioners received full set of instructions with Laminated Ecards.Our humble congratulations, which you may share with concerned Officers & staff. We learn other zones are struggling with rectification of data etc
4)i)Recently,it was sad few DOs could refund mediclaim premium with pension & yeta others only Next month.Same set of instructions & phone calls or reminders,ALL must have done on time.
ii)Glad you are following with 1 or 2 DOs who delay credit of Pension on 1st on dot .This is staple food for pensioners & so must deserve highest degree of perfection
Eg this month, for a good number of pensioners, Pension is not credited even now.One reason cited is non-receipt of Existence Certificate.This occurs only ONCE in August. Here an indepth analysis made by OS will reveal yearwise data,why it happens ,any wrong sorting at DO/ZO etc.Some pensioners hold acknowledgement from Courier of EC sent but Pension not credited,this is DO1, a proverbial inefficient DO as far as pensioners are concerned.Some organisational or structural changes may be needed as we have been complaining far too long. Other months throughout the year,why should it occur
iii)We are told some NEFT compulsions ,data feeding etc,Email ids ,Mobile Nos noted & so on,these are Internal & cannot be cited as cause for noncredit etc
PLUS after EC is now submitted when reminded on phone etc,Pension has to be credited within a day or 2, & NOT alongwith NEXT Month pension.That will be the height of ridicule.
DO 1 ,it seems told that as NEFT comes into operation,as against readiness on LAST day of the month & on dot on 1st NEXT month pension duly credited, hereafter it may be that 1st ONLY readiness ,advice to Banks etc, 2nd only Pension credit.We are mortally afraid if it is true.That will raise eyebrows & raise demand for credit on last working day of every month
iv)We were receiving many Statements regularly as agreed then, & some after reminders.Not a single statement is received by me so far.
v)We are glad as against virtually ZERO cashless facility availed, it is picking up,some pensioners were glad to tell us & convey the joy of TPA cooperation.But contacts, data, constant motivation of TPA/Hospital proper nexus will be the kingpin to ensure continued healthy practices to assist pensioners/relatives during golden hour .
vi)Anything more,we shall inform you when we meet at an early date
5)I enclose few of our earlier Notes & Jottings reflecting the essence of decisions taken in Conference Hall with ZM & Entire Officers of ZOOS ,Managers OS DO 1 & DO2,with 9 of us from AIRIEF on 20/8/2013.Point by point of our representation enumerating issues & problems of pensioners.It was a 2 hour marathon with purpose.We admired ZM,RMOS
openness &realisation of the gravity of our grievances.How to contact pensioners, Pensioners Directory printed a must,then additions & subtractions for next 3 yeras in Addendum & Fresh Directort at 3 year interval to update,which Pensioners can see, meet or talk on phone etc.Similarly for other issues.We also wanted a fine Booklet to be prepared by ZOOS covering all embracing matters of duties & responsibilities & mutual & reciprocal appreciation & understandingby OSDept & pensioners.Lot of points we listed out to be mentioned therein. Contant education & fup is needed please.
