1)I recall in my very long association for many many years with AIRIEF & links with other Pensioner s Federations & Associations ,we have endeavoured 
-to think ,ruminate all types of actions, 
-alternative stategies, 
-contacts & liaison, personal meeting at many levels of decision-making, top management, independent LIC Board members, 
-pursuing vigorously with changes in Board nominations too, 
-Zonal level thrust, spreading contents, core thoughts & data with reason & logic interpreted,giving Synopsis of Pending issues of Pensioners,
-many opinion-makers personally met & levels of understanding raised, 
-MPs,MLAs,Ministers of all hues,Cabinet Ministers who matter,
-significant opposition party Leaders who mould opinion,
- raising questions in Parliament, remember with nostalgia the waiting & waiting endless to meet Jt Sy,MOF, Addl Sy ,Sy MOF,
-any number of Charts & Tables & Comparative Pension position,Loss of Pension Chart, 
-at that time itself thro wise counsel of Actuary/President Sri HCMehta the famous Multiplier Factors for pension too like in wages & now in retrospect Vouchsafed by 7th Pay Commission by Factor 2.57 !
--how Govt pension simply eclipses LIC Pension,though  LIC  is an oasis in a desert ,
--how Govt Family pension is higher than LIC Regular pension !+ value-added pension 
--the dinning into the ears of LIC Board ,creating a bridge o f understanding & to translate real Corporate governance as an effective tool to redress problems, the efforts bearing fruits in the form of the birth of significant LIC Board Resolution,the Foundation & Plank to take off ,
-- to next level by KMLAsthana efforts,writs,when noone thought of the impending Future,would have been bleak otherwise, resigning ourselves to Fate, more so with existing high watermark of Grievance of monstrous anamolies,
-the most ununderstndable & retrograde stand of some Pensioners Fedns to totally forget post-8/1997 pensioners, more than Double in strenth in relation to pre-8/97 & who have started feeling the pinch now with 1/8/2012 Bonanza of Employee Wage agreement, &
-strangely the ONLY industry Insurance where Employees do not join hands with Pensioners, though Each one is aware that Todays Employees are Tomorrows Pensioners & MORE THAN that a Synergy & Force when we unleash,even Outstanding issues in Charter of Demands can be Quickly settled with more ease & comfort & FUP,as many Activists are aged in 70-80 & above age group with declining health 
--when Hon SJ Bhandari Jaipur HC admitted BOTH writs on DA/DR anamoly & Pension Upgradation with every wage revision,
--then good progress but meandering with powerful,dictatorial  UOI burying our issues under the carpet,waking up only when Court cases are in the offing,
-- State level Public relations by colleagues ,RIEA/AIRIEF,
--reference & reply from Bishmapitha of legal jurisprudence,late Hon Justice  VRKrishna Iyer whose 17 July 2010 pertinent,forceful, aggressive,thunderous  defence of Torch of justice, equity, equality,addressed to then  FM Sri Pranab Mukerjee drew widespread interest & intense involvement even by silent,fencesitters to legal activism,
--Booklet Kurukshetra Legal Battle ,as a Resource Reference, a brave historical journey,a Compendium of events & Court Verdicts,looking back as a Historical perspective of Splendid efforts & Sterling Success in no way undiminished,containing quotes from all directions of heroic & dedicated efforts& strategy
--now waiting with bated breath the DDay 20 January 2016 after not able to digest the legal processes,the judicial rigmaroles,the adjournments,the consequent anger & frustration with calls for sensibility & realism, the inevitable, ingrained happenings


2)Nevertheless, Most important will be the sacred & intensive revision & preparations with additional points, inputs, developments last few months to be added to multiply added significance & thrust to our legitimate demands,as all classes are being benefited but NOT PENSIONERS.
Let us hope vigorous, sincere, serious plan & strategy is delineated in clear & conspicuous terms without resting on our laurels & past victories but Every issue or objection by LIC/UOI is emphatically denied with force of persuasive arguments legal, ethical, moral, social equality & equity,concerns of Sr Citizens & Elders, Pension as a Property Right, Pension from Human Rights angle, grosss discrimination perpetrated & being accentuated by wider margins of difference, colossal & grotesque, but outright anamolies galore at all levels of hierarchy,as 7/8 cadres lower get more pension than their seniors et all

3)I have pleasure to attach our AIRIEF then letter & email to Chairman, NHRC, fairly thorough & exhaustive, covering many facets of Elders & Sr Citizens inherent handicaps & NHRC concerns for them with fullscale policy pronouncements & also embracing some pertinent issues & lacuna in judicial process ,resulting in inertia,fatigue & neglect of this vital section of Society,when precisely they have to be nurtured & any blot or injury or silence on the part of Policy makers or even Judiciary must be looked into, rectified & remedied to enable wheels of decision-making to be rapid & intensive & above all redressing the focussed lacuna by Pensioners Fedns & ensuring, as in RTI a quick, rapid fire exchange of ideas & removal of the thorn afflicting this sane segment,leading them even to tears of sorrow & why even deaths galore, as in pensioners case

Respected & Revered Chairperson Sir,
            1)At the outset, we salute you as the Chairperson, National Human Rights Commission ,endowed & entrusted with the onerous responsibility of  defending, protecting & promoting human Rights in any form & rendering due & adequate justice to set right the aberration & being an enabler to ensure right decisions are taken to alleviate the suffering experienced. Senior Citizens occupy an important place in society,many matters of Elders are outlined & enshrined in Constitution.The treatment meted out to Elders is far from satisfactory.It assumes many forms –apathy, indifference,neglect of their interest, welfare ignored, insensitivity of organizations & Government,,insensitivity to their genuine,modest & legitimate demands, lack of response,inordinate delay in settlements,lack of a Consultative Committee which is vital for prompt attention & resolution of Seniors demands,etc
 
             2)We consider ourselves fortunate that NHRC is vitally concerned about Sr Citizens interests & have constituted a Core Group on protection and welfare of the elderly persons. The following terms of reference of the Core Group speak of the  purpose of this very welcome step on part of  NHRC     
1] To review existing government policies, laws/rules/orders etc and other material from human rights perspective and make an  assessment  of current status of enforcement of the rights of the elderly in different States/UT's in India .                                                                     2] To identify voids and gaps in the policy framework for implementation and to suggest measures to fill the same.
3] To identify important human rights issues concerning the elderly and to suggest measures as appropriate for better protection of their rights.                                                            4] To suggest plan of action for enforcement of rights of elderly persons.
5] To examine best practices in India and abroad dealing with the care of elderly.                6] Any other issue which is considered relevant to the subject by the group
3) a)The worst sufferers are the Pensioners who are fighting for their retiral benefits denied for one reason or the other for years together, sorry to say with tears ,even more than a decade ! They are Senior Citizens and many pass away without seeing any ray of hope of getting justice due to enormously long time taken in decision of cases. 
 
b)The Right to Life as guaranteed by the Constitution of India under Article 21 is breached not only by the States but by the High Courts as well. This, you will agree,Sir, is deplorable as dispensers of justice must bring solace & comfort to the needy litigants with a spirit of zeal & zest. When justice is trampled upon,Courts must immediately step in & remedy the injustice perpetrated in any garb whatsoever.  The State does it by arbitrarily denying the legally payable retiral benefits and the judiciary by delaying the delivery of justice. Pension is a social welfare measure rendering socio-economic justice..Pensioners shd not be left in the lurch.There is already a sense of great hurt & deprivation ,if not betrayal
4)We have necessarily to enumerate the problems & issues not settled for nearly 14 years & more, a background, logic & reasoning, the solutions offered but not implemented,the crux of relevant judgements in our favour,& in that process quote the developments supporting us unequivocally, but yet no sanity on the part of institution & Govt to arrive at a solution.This is indeed utter contempt, negligence of Elders welfare, no answer to 1000s of dead & dying pensioners & families,compelling needless litigation & postponement of remedy,lawmakers becoming lawbreakers ,a pathetic & hapless state of affairs certainly justifying NHRC sombre & salutary intervention to protect & promote pensioners' rights .This
delineation is only to demonstrate our sincerity in approaching your goodself, & to vouchsafe the accuracy & authenticity of our submissions.
5) ) EFFECT of Ever-widening Anamolies : HUGE LOSS YEAR AFTER YEAR ever since 1/11/1993:    i) Difference in DA/DRelief per Slab Rs6.37---Rs29.25,(CPIndex 600/1148/1740/ 2328/2944) ii)Loss in pension ranges from  Rs4500 to 13500app pm now from Asst to ED .       
In fact, the Memorandum of Understanding dt 14/1/1994, signed by Management with Unions before promulgation of Pension Scheme clearly mentions that Same DR for Pensioners as Same DA for Employees is payable.
  iii)7/8 Steps below cadres get more pension than Seniors far above who retired just earlier. After the latest wage offer 8/2007—7/2012,even drivers will get more pension than pre-8/97 EDs.  Such excruciating anamolies must be addressed & reduced.
iv) it is an anachronism that LIC pensioners still continue in pre-1995 IV Pay Commission mode,Basic Pension remaining the same wef 1/11/1993, commencement of pension,while all have travelled to the latest VI PC mode. It is a travesty of justice, as preserving integrity of internal relativity amongst cadres for  pay/pension is a basic principle & postulate.
v)Retirement Benefits for earlier pensioners was a pittance
100% DR & pension revision after wage revision is the only salutary answer,as even then Full parity will never come & so a realistic solution.
 
6)We were so glad that a solution was found in Nov,2001 ,but even that positive thinking continued to be shelved & so a mirage.             If a Dr RamKhanna, BoardMember,LIC could raise the query of gross anamolies & discrepancies in pension amongst many groups of pensioners & this very relevant issue could trigger such useful discussions & then came the famous Board Resolution dt 24/11/2001, resolving the problem with the solution of Full DR to pre-8/1997 pensioners worst hit, & same Fitment Weightage 11.25% as the then wage rise for Employees,why not now,same solution be extended for ALL groups of pensioners, to narrow the anamolies ,as was the direction in Hon Justice Bhandari's Jaipur judgement dt 12/1/2010?
            Obviously,the Govt Nominee too was an endorsee of the 2001 Board Resolution,which implicitly & explicitly means consent. Organisation should have the courage of conviction to implement its own Resolution. 
7) a)S.B. Civil Writ Petition No. 654 of 2007 entitled Krishna Murari Lal Asthana and others vs. Life Insurance Corporation of India and others on the subject of revision of pensions, and S.B. Civil Writ Petition No. 6676 of 1998 entitled Krishna Murari Lal Asthana vs. Union of India and another on the subject of payment of Dearness Relief to Pensioners have been allowed by Hon Rajasthan High Court by its order dt 12/1/2010
The eminent Judge,Justice M.N.Bhandari ,in his verdict , draws inspiration from  a host of cases . The judgement categorically asserts that DR at Full Rate,ie 100%,  has to be paid to pre-8/1997 pensioners & that all pensioners have to be paid at SAME RATE, equal to that of Employees & no discrimination should exist.Denying them FULL DR as in the case of Employees & post-8/97 pensioners is arbitrary & unconstitutional.
b)The Hon'ble Rajasthan High Court has held that on the basis of date of retirement, there cannot be any discrimination between the Pensioners interse.  All pensioners are entitled to revision of pensions as and when pay scales are revised. By not giving revision in pension ,it will be violative of Article 14 & 16 of Constitution .Date of retirement is irrelevant & pre & post, cut-off dates are not acceptable,Hon Judge declared. He draws from Nakara judgement important provisos of EXISTING & NEW & upholds that any changes or improvements must be deemed as coming under Existing category & hence made applicable to pensioners too.The decision of the LIC Board taken in its meeting dated 24/11/2001 but not implemented on account of misnomer of approval of the Central Government has been directed to be implemented with the above modifications.
 
8) It is all a question of full, sincere, serious ,empathetic application, as the problem revolves around pensioners, majority of whom are above 70 years old.Umpteen times we have told about Staggering Total Income,Booming,Solid Life Fund,a True National Institution in Every sense of the term, we get tears in our eyes,when an appeal goes to DB of Rajasthan HC . When we toiled & moiled for 35/36 long years to build a strong foundation, erect a fine adaptable institution of world repute,wiping every tear of every family,through settlement of maturity & death claims with sympathy & empathy ,but WHO is there to wipe the tears of pensioners,sad commentary indeed for a highly qualified, skilled human power we created, trained, nurtured, & installed as horsepower in manpower is more important & none to look after pensioners welfare & progress.Glad to see LIC going strong amidst competition & yet the just solution, so powerfully portrayed by the Greatest Legal Torch & Lighthouse of Hon V.R.Krishna Iyer's firm ,powerful points to quickly redress the problem ,in his letter dt 17 July,2010, in his  inimitable & forceful language citing many case laws, pleading with FM Hon Pranab Mukerjee to honour the Jaipur verdict has to be adopted to bring smiles on the faces of pensioners.He concluded his dissertation  " In the light of my submissions , & out of consideration for Humanism, Justice,& Constitution fairness, kindly accord concurrence to the Court Order . Statesmanlike  action without delay will be a boon to the forsaken  pensioners ."                                                                                                              LIC Board Resolution of 24/11/2001  unnecessarily kept in the  melting pot for so long & still more unjust appeal to create havoc is indeed a reverse master stroke .Oh Justice, where are you, we ask.Reply is Whither or Wither !
      The benefits flowing out of the same  must be dutifully, magnanimously & honourably be allowed to flow by a just withdrawal of the Appeal which will bring everlasting goodwill & reputation to this great,gigantic institution,thus resolving a long-pending issue amicably
 9) LIC wrote to MOFinance on 20/2/2009 & 6/5/2009 that they are prepared to offer Full DR to pre-8/1997 pensioners & fit them in the next 1/8/1997-31/7/2002.Pensioners have copies of this letter thro RTI route from LIC.. This is still not implemented unfortunately.
 MOFinance  stance to stall improvements &  observing  that  such grant of pension updation will lead to repercussions  in  PSBanks & elsewhere,  is nothing but a concocted  bogey by CGovt . The Kerala HC ,in the case of Manmohan C & Others vs  Kerala StateWareHousing Corporation  (WP9),No12768 /2006 asserted,  'such a statement is unfounded, & is nothing but meekness with no constitutional or legal foundation.'
10) a) It must be remembered that PLLI –Productivity-Linked Lumpsum Incentive paid to employees for 1 year itself ranges   Rs65cr, 130cr,180cr,Rs255cr etc.
When  one can very well imagine the huge outlay for the entire Class I, II, III/IV on these additional benefits of Transport Allowance,Fixed PersonalAllowance ,Cash Medical benefit alone, why then this miserly, lackadaisical treatment meted out to diminishing tribe of pensioners/seniors/elders ,who brought name,fame & reputation to the Institution.  Similar such outlay can well go to augment pensioners welfare
  b) As a September Anniversary gift to all employees,LIC announced on 1/9/2010, Meal coupon per working day of the value ranging  from Rs 50- 200,Substaff to ED. This becomes yet ANOTHER TAIL of the post Wage offer ,even crossing a whopping Rs336crpa. ,on top of the highest wage accord of 27 % rise in emoluments for all employees,when we have highlighted the miserable state of affairs, of pensioners , cost of living,medical expenses domiciliary & anything we touch for our living,continue living in below par standards with miserly pension,Basic Pension untouched right from start 1/11/1993 !! Look at food  inflation, undreamt of highest ever, bringing tears & sorrow for pensioners families.
NHRC  should remind LIC about their forgotten concern about those, who helped lay down the foundation for this progress and these Anniversary  celebrations.and that most of them are leading a hand to mouth existence in the evening of their life.  Let LIC spare a thought for these  forgotten ,unfortunate pioneers of the very growth and prosperity they are celebrating.
11) Several compensating factors balance one another. i)Deaths of pensioners, ii)pensioners not alive to secure Commuted Pension 15 yrs after retirement,a savings for LIC, iii)See the rising numbers of Family Pensioners, iv)so parity also tapers off,  v)NPS-National Pension Scheme  wef 1/4/2010 makes pensioners cadre slowly a closed one.        
                                                                
12)  In this context, we submit that the Hon'ble Supreme Court has in its recent judgment rendered on 3/6/2010 has further supported our case and the judgment of the Hon'ble High Court, wherein it has inter alia, ruled that Statutory Bodies created under law by Govt hold independent position & decision making & Superior authority cannot & must not intervene & even if they do so,that authorities dictat shall not prevail or hold good & not to file any needless litigation
 
 13)a) How can anyone's conscience be quiet or indifferent when allround ,everywhere good improvements are taking place & we, the LIC pensioners are cast aside &  still  linger  & live in  the 6/1995 pension mould, ie IV Pay Commission,  as first notified ?It is here that the Jaipur judgement marked a milestone & a fresh breather for entire pensioners' fraternity.
6th Pay Commn acceptance with improvements makes Insce pension look like pygmy pension, the gap is unbridgeable.Even so-called Family Pension of Govt pensioners  is much higher than total Regular  Pension of insce pensioners.It is a travesty of justice to witness such gaping,unbelievable differences in pension amongst various Sectors & disciplines. Let there be a modicum of decent comparison amidst Govt & Insurance sector . LIC  is always an Open Book of unqualified adulation & accolades & awards galore.  Financial & Service sectors are the real engines & accelerators of India 's growth. Judges must bear all these & deliver fitting answers to this perplexing anamolies & paradoxes unnecessarily being built, without proper, intelligent, fair,transparent  & equitable solution.
NHRC must ensure that no ding-dong litigation, tossing here & there,HC,Bench,Supreme Court happens for eternal procrastination, more so in Sr Citizens issues & problems.
 
b)We have been pleading for increase of ex-gratia from a paltry Rs300  with DR, to pre-1986 retirees ,whose number is meagre, which is dwindling ,whose age is beyond 82 years.
LIC must  understand that they have saved a lot, by denying to legitimate demands all these years & years & so now must be unhesitatingly magnanimous. As it is a closed cadre & many deaths have taken place,the number has dwindled considerably,(5500-2200) this Monthly Medical Allowance of Rs3400—5600 from SubStaff to Chairman be graciously allowed  & granted to  exgratia pre-1986   retirees, as already in existence in RBI.  Hon.Supreme Court asserted "Self-preservation of one's life is the necessary concomitant of the Right of Life enshrined in Article 21 of the Constitution of India , fundamental in nature,sacred, precious & inviolable.
 
14)Social justice & empowerment to Seniors demand lot of suave,empathetic decisions in their favour. As an institution of national pride, par excellence in performance & earning encomiums from PM, FM & all quarters, it will be in the fitness of things ,that this Jaipur judgement is honoured in letter & spirit & implemented in full. PM has always pleaded for autonomy to Public Sector units to deliver goods.Lack of money power, lungpower, muscle power, political power must be addressed & compensated ONLY by a Sane Judiciary & NHRC certainly, by a favourable decision as demands  are modest, logical & coherent.
 
15) More so, after the 23/6/2010 National Litigation Policy announced by Law Minister, it will be suffocating if the golden & guardian principles are immediately thrown to the wind by the Powers that be. In fact, Sir, ours must be treated  as the first & fittest case to have come under this purview & umbrella &  ipso facto appeal ,if any, to be rejected outright. NLP is also a clincher ,a National document, has to be regarded as sacred to smoothen legal procedures, & to avoid unnecessary, needless litigation ,especially by State or Govt,& clearly mentions Retirement benefits/pension etc under this umbrella ,excluding these specific items from Appeal      When it is written in National Litigation Policy " that litigation will not be resorted to for the sake of litigating,.that false pleas and technical points will not be taken and shall be discouraged, that  Government must cease to be a compulsive litigant, that the philosophy that matters should be left to the Courts for ultimate decision has to be discarded, that the easy approach, "Let the court decide," must be eschewed and condemned "
 
16)We plead with you,in all humility & modesty, to intervene to ensure LIC accepts & honours the Rajasthan High Court judgement. Coming as it does after 12 years,when the inequities, anamolies & discrepancies are being sorted out by this Judgement,to a large extent & when thousands of pensioners have already died,it ill behoves this sterling institution LIC, to go in for appeal,again causing untold delay & misery.
V CPC Chairman Hon Justice Rathnavel Pandian  categorically asserted "We are of the view that Court judgments when delivered on merits, should not only be implemented invariably but their benefits should also be extended to similarly placed persons without requiring them to resort to litigation (para141.27)
 
 
     17)  Retirees have done yeoman service to the cause of institution & society which they honourably served ,with devotion & dedication, finding now uncared, unwept & unsung & being treated as Secondary citizens & UIP-UnImportant Persons. Let not this Oxygen be extinguished by any ill-advised move to question & appeal against the verdict., more so with this new Bible of National Litigation policy explicitly prohibiting appeals in case of Elders getting retiral or pensionary benefits,after a Court order.
 
    18)   You are an eminent person.You adorned the post of Chief Justice of the highest Court,Supreme Court of India with distinction.Your valued,impeccable judgements covered many range of disciplines.You attach extra-ordinary importance to  Human Values & Rights.National Human Rights Commission is vested with tremendous  powers to act in non-partisan & neutral manner on the basis of the data & facts submitted to them.You are considered as a Torchbearer of the most invaluable human Rights ,which cannot be trampled upon by ANY agency whatsoever.HR is supreme,HR is unconditional,HR is inviolable. You are the Preserver & Protector of those Rights . We are impressed by your Message on the eve of Human Rights Day  10th Dec,2010 'On this solemn occasion, I would like to say that the National Human Rights Commission imbibes and promotes the values of humanity. It has taken number initiatives in recommending guidelines to the government for framing policies on issues which impact the human rights. These include Right to Education, Health, Food and Clean Environment besides Civil and Political Rights. '   We are indeed happy that the noble founders of NHRC had the forethought to avoid straightjacketing of complaints of human rights violation & harassment by providing that complaint may be submitted preferably in the prescribed format, and not essentially. The intention to accommodate and help the really deserving is made obvious by using such inclusive words is indeed admirable .
                                                                     
19)Any slight dislocation or disturbance in the unalloyed & unadulterated enjoyment of those Rights NHRCommission must immediately step in & bring harmony & justice. NHRC must issue Directions to the delinquent authorities with a positive Order --  
 
a)----to uphold Human Rights mercilessly trampled upon, taking 12 long years to arrive at a decision,                                                                                                        b)--when High Court has given verdict in favour of pensioners,                                  c)--when LIC Board's clear & distinct Resolution dt 24/11/2001 with positive solution   exists,
d)--when LIC has written to MOFinance in 20/2/2009 & 6/5/2009 to grant 100%DR to pre-8/97 pensioners & one fitment with the next group of pensioners,
e)----when such Noble Resolutions & Honourable Judgements cannot & must not be guillotined or killed by Ministry of Finance. True assessment ,from human rights perspective,of current status of enforcement of rights of the elderly will reveal the position far from satisfactory.
 
f)---when  MOFinance & LIC in a grand design, dismiss such a historic verdict of Full Dearness Relief & pension revision with every wage revision,& its own Resolution with impunity ,going in for Appeal,                                                                               g)----when thereby again  throwing to the winds the Sacred National Litigation Policy & umpteen other valuable judgements ,which are precursors to honour Elders & Sr Citizens special needs & requirements & who are to be treated reverentially with regard & respect & not in a cavalier, non-chalant manner .These are the voids & gaps in the implementation & fulfilment of policy framework
h)--more so when thousands of pensioners have died without securing the retiral benefits in the manner & quantum in which pensions had to be paid with equality amongst all Groups of pensioners, who is answerable to them,how can we take it lightly as though it is a non-event,                                               all these  certainly attract NHRC code & conduct & no deviation whatsoever can be granted to such Authorities who violate the core & fundamental  vision & mission of NHRC with disregard.  
i)--when Director,Ministry of Pensions & Pension Welfare,(MPPW)boasts of including Welfare,not as an appendage,but as a vital part of pensioners' life & living ,post-retirement with rights & dignity & their website includes Citizens Charter for Pensions,
j)--when MPPW has vowed to prepare a Result Framework Document,there should be a Response Time,   Deadline & TimeSchedule  with thorough & complete responsibility & accountability now sadly missing,causing incalculable harm & damage to life & liberty of pensioners & their families,                                                    
K)It is NHRC which can come to the rescue of pensioners who are being driven pillar to post ,with untold expenditure,unwarranted treatment.agony,anxiety & frustration writ large on their faces .NHRC must honour the dignity & prestige of Elders with a Specific Order in an unqualified manner with no strings attached.
 
   20)  We are confident you will prove to be a Samaritan & Saviour , a LightHouse for Individual & Group Rights betrayal to be redressed in as quick a time as possible,more so because of the calamity of so many deaths of pensioners & no true reflection of empathy on the part of Institutions & Govt who treat Pensioners as worthless individuals &  ignoreable .We plead with you in all humility & sincerity to intervene & impart your solution to this long outstanding problem with a sense of urgency  thus inducing cheer & smile on the faces of the beleagured pensioners & bring good dividends & rejoicing. NHRC then would have done a signal service to the cause of Ethics,Equality,Protection of Rights more so when Senior Citizens are involved & ever so many Signals & Solutions thrown but neglected with contempt & disdain adversely affecting human rights significantly.Only then pensioners will have some life to breathe  & hopefully waiting for good expectations, in the twilight years of their lives.  You will then be the harbinger & change-agent to change the way Government or Institutions tend to deviate from normative behaviour & not to treat pensioners with a casual attitude bordering on carelessness, indifference & insensitivity , uncalled for in an egalitarian & democratic society.

I attach the publication of NHRC  on the above subject accessed from
the NHRC web-site.
Chapter 2 deals with various judgments  dealing with  retirement benefits.
This would  suggest that pensioners can take NHRC  route in addition
to the legal route to seek justice on denial of removal of DR
anomaly,100% DR neutralisation and upgradation.
