Deduction of group mediclaim premium for 2016-2017 from MONTHLY pension

Today (Tues., May 31, 2016)'s mail brings me the following communication (hard copy) from pension.chennai-do1@licindia.com :

The Medi claim premium for your Sum Insured for the coverage year 2016-2017 is 24269 We have already recovered part of this premium amounts to Rs 10206 From November 2015 and December 2015 pension payments.

Balance of Rs 14063 is to be ecovered in 3 installments at the rate of Rs4687 from the pension payable for the months of May - 16, June - 16 and July - 16.

     Kindly refer to my trailing mail dated 28/04/2016 in which the following portion occurs :
"Please deduct this balance premium payable of Rs.14063.25 from my pension from JUN.2016 to FEB.2017 inclusive ( 9 months ) @ 1562.5833 per month." 
     I am under the impression that a year's group mediclaim premium is to be deducted in 12 instalments from pension for MARCH of an year up to and including FEBRUARY of the next year in 12 instalments.

     I am to pay from the policy year 2016 - 2017 an yearly premium of Rs.24269.25 (until again increased unilaterally, autocratically and unconscionably by another, say, 50% from 2017-2018) for a family floater cover of Rs.25 lakh (Rupees Twentyfive lakh only) for self and spouse, vide my trailing mail 28//2016.
     By the time instructions reached you to this effect an amount of Rs.10206.00 had already been deducted by you from my pension for November 2015 (Rs.5012.00) and December 2015 (Rs.5194.00) as 2/3 of the premium (according to the rates then prevalent).

    So the balance to be paid by me is Rs.14063.25 and if this is divided by the number of months (9) from June 2016 up to and including February 2017, an amount of Rs.1562.5833 (Rs.1563.00) is the monthly deduction towards group mediclaim policy from my pension
     But you have deducted Rs.4687.00 towards 'Group Mediclaim Premium' from my pension for May 2016.

     Kindly clarify and enlighten me on the intricacies of your mechanism of deduction of group mediclaim premium from pension.
