"...The opportunity was utilised to discuss with him (Mr R.Ramakrishnan, the then Chief Actuary of LIC) the need for reducing the number of Plans to say 15 from 45 or 46 plan we had those days..." This sentence in a posting in a blog giving the impression that the suggestion was that of the writer should be juxtaposed with what is stated in late T.S.Krishnamurthy's (the then Divisional Manager of Coimbatore Division) essay titled " A Blueprint for Administrative Efficiency in the Light of Rs.2000 crore of New Busuiness a Year " which won the Chairman's Gold Medal in an essay competition conducted for senior officers of the Corporation. There were 8 entries if one remembers correctly and this pioneering suggestion of TSK (TO WHOM ALONE THE CREDIT FOR THIS IS DUE) appeared under the sub-heading "Reduce the Number of Plans and Terms" (I am quoting from memory) in that learned essay.
I'll never forget the bubbly TSK. It was his view that departmental manuals are only for guidance and are not to be treated as sacrosanct, even though most of them were written by he himself! That was sometime in 1959. I had to wait another three decades to meet another officer in LIC worth his salt in Mr P.N.Jambunathan who was the Sr Divisional Manager of Vellore Division when I was working in that Division. Only these two officers have earned my respect. TSK was nonpareil.
