Letter to EDP on Draft Promotion Policy of Class-I Officers

Re.: Draft Promotion Policy of Class-I Officers.
This has reference to the draft of Promotion Policy placed on the Personnel
Department – CO site in the 'Jeevan Sanchar' of LIC on 6th September 2017. The
said draft of promotion policy is addressed to all Class–I Officers in LIC of India for
their feedback and the last date for the feedback is 20th September 2017.
Our Federation has been eagerly waiting for your addressing the above draft to us
for our feedback on said draft of promotion Policy on behalf of LIC Class-I Officers
fraternity, in the same manner as it was done during the placement of draft of
Transfer and Mobility Policy and the draft of Cadre Staff Strength formula as well.
However, till date it is yet to be received from the LIC.
Therefore, our Federation wishes to place on record the unhappiness for not inviting the feedback from us. It is to be noted that our Federation have been consistently demanding the introduction of fair and justifiable promotion policy to
LIC Class-I Officers. Many suggestions given in the draft can only be viewed as against the interest of officers. We do not understand why such a policy is brought forward when the average age of officer has gone above 50 and it takes nearly 10 years to move from one cadre to another. Moreover, the assurance given to us on ocadre strength formula and declaration of vacancy before implementation of TMP is
yet to take place. 
We expect the LIC Management to invite us for a fruitful discussion on the promotion policy, at the earliest. Also, sufficient time period should be given to give the feedback i.e. at least four weeks' time.
