Sixteenth Lok Sabha-Subordinate Legislation Committee-

Twentieth Report on RBI Pension Regulations,1990

 

On behalf of 26720 pensioners of RBI, we sincerely thank you for Twentieth Report of Subordinate Legislation Committee recommending therein freedom to RBI, amongst others, in Pension matters. Permit us to say that the Report would go a long way, not only in the annals of history of Reserve Bank of India but also that of the Parliament of India.

 

Now there are reports that the Union Ministry of Finance (MoF) has rejected the report of the Parliamentary Committee on Subordinate Legislation submitted by the Committee. We are afraid that bureaucrats of Ministry of Finance are bent upon to see that such a classic and rationale report does not see the light of the day. Already we have suffered for the last 15 years on account of illegal interference of MoF. No pension in RBI has been revised since Nov. 2002 as MoF has created hurdles by their arm-twisting methods. In this regard we have attached here a detailed appeal made to Honourable Shri Dilipji Gandhi, the Chairman of the Committee, for your kind information.  This appeal gives relevant developments in RBI Pension matters and also state statutory provisions in support of revision of pension in RBI

 

In this regard we may state that RBI Act 1934 and RBI Pension regulations 1990 are the statutes passed by the Parliament of India. As such bureaucrats of Ministry of Finance have no jurisdiction to interfere in Administrative domain entrusted to RBI management by the Parliament. We, therefore, fervently appeal to you to kindly see that your report is implemented in all respect, forthwith, so that delaying tactics by MoF are not at all materialising in denying rightful revision of pension in RBI.

 

Further, RBI, vide its D.O. dated 11th Nov. 2011, has already conveyed RBI intention to MoF, to grant one more option of pension to Contributory Provident Fund optees. The Committee has, therefore, rightly recommended granting one more pension option in RBI.

 

We may also be permitted to state that the Committee has already given hearing to the Ministry of Finance and has already rejected their illegal stand in the matter. As such we earnestly appeal to the Committee to go ahead with the report submitted on 10thAugust 2017 to the august house of Lok Sabha.

 

We would certainly have feel of true democracy if the report of the Mini Parliament - Subordinate Legislation Committee- is upheld in all fairness.

 

We may bring to your kind notice that whole nation is watching as to what ultimately happens to the Committee's Report. Nation would certainly get a strong signal if Parliamentary Committee ultimately prevails in the matter of statutes passed by it.
