What is 100% NEUTRALISATION of DR IN RESPECT OF PRE-8/97 RETIREES

(1) From 01.01.1986 To 31.07.1992(Class III & IV) /31.03.1993(Class I & II), the rate of DA for in-service employees was as under:-
(a) Basic Pay upto    2500 0.67%
(b) Next                    1500 0.55%
(c) Next                      260 0.33%
(d) Above.                4260 0.17%

(2) From 01.08.1992/01.04.193To 31.07.1997(Class III & IV)(Class I & II), the rate of DA for in-service employees was as under:-
(a) Basic Pay upto    4800 0.35%
(b) Next                    2900 0.29%
(c) Next                      500 0.33%
(d) Above.                8200 0.17%

But in case of the pensioners, rare of DR was fixed as under :-
(1) From 01.01.1986 To 31.07.1992(Class III & IV) /31.03.1993(Class I & II), the rate of DR for was as under:-
(a) Basic Pen upto    1250 0.67%
(b) Next                      750 0.55%
(c) Next                      130 0.33%
(d) Above.                2130 0.17%

(2) From 01.08.1992/01.04.193To 31.07.1997(Class III & IV)(Class I & II), the rate of DR was as under:-
(a) Basic Pen upto 2400 0.35%
(b) Next                  1450 0.29%
(c) Next                    250 0.33%
(d) Above.              4100 0.17%

The LIC has agreed that rate of DR for pensioners will be same as per in-service employees. These rates of DR are just 50% of the rates of DA for in-service employees. 
Our Petitions in SC  are for :-
(1) equality of DR rates with that of the employees for Pre-8/97 pensioners, which will benefit all those pre-8/92(4/93)drawing basic pension above ₹1250 and post 7/92(3/93) drawing basic pension above ₹2400.
(2) updation of basic pension with each wage revision from 8/92-7/97,8/02-7/07,8/07-7/12 & 8/12-7/17 and so on.
