YOUR QUERY:100 % neutralisation ,how the calculation works out

Dear Shri Murty,
This is not 100% neutralisation. 
The pensioners who retired between 01.01.1986 & 31.03.1993
Class I& II & class III & IV, are getting DR at the following rate
per slab:-
1. Basic pension upto     1250  0.67%
2. Next                              750  0.55%
3. Next.                             130  0.33%
4. Above                         2130  0.17%
The pensioners who retired  between 01.04.1993 & 31.07.1997 
are getting DR at the following rate:-
1. Basic pension upto    2400 0.35%
2. Next                           1450 0.29%
3. Next                            250  0.17%
4. Above                        4100 0.09%
        
The DR rate basic pension upto 2130 is more than 0.23% which is being paid to those who retired between 01.08.1997 & 31.07.2002.
The DHC rejected the demand of 100% DR neutralisation and updation of basic pension with each wage revision. 
But where the DR rate for the pre 8/1997 is less than 0.23%,it ordered to increase to 0.23%
for basic pension above 2130 to 3850 for retirees of pre 3/1993 to 
0.29% & basic pension above 3850 to 0.23% and In respect of pensioners who retired between 01.04.1993 & 31.07.1997 for Basic pension from 3851 to 4100 from 0.17% to 0.23% and for basic pension above 4100 from 0.09% to 0.23%.
SC vide their order dated 30.07.2018 ordered LIC to implement DHC order within 8 weeks. 
 As such the remaining pensioners whose basic pension is up 2130 & 3850 do  not come under the DHC order as their rate of DR is more than 0.23%.

I have some doubts about  on the above and further the fixing up of 2150 as basic pension  to get arrears.The logic behind this is uncertain  to many of my friends who are stoll surviving and getting less  basic pension  the magic figure 2150. We are all above 80 +.
Those who retired   in class 1,3 and4 in between dates earlier to31/7/1993 and under class 2 retired  earlier to 31/3/1994 their basic pension is less than this figure and accordingly not eligible to any financial benefit.
To quote my own case for reference I retired on 31/10/1992 as dev.officer served for 30years.My basic pay  at the time of retirement was Rs.3880 plus DA Rs.3334.Mypension was fixed to Rs.1764 plus DA Rs.2464.Subsequently because of increase in DA slabs accordingly some changes in DA.During the period 1/8/2012 to 31/1/2013 DA was Rs.11504 (slab 1027). Of course as on date (july 2018) DA  paid Rs. 16657 with basic pension Rs.1764. I Want to know whether I am eligible to any financial benefit under DA..Alongwith with me there are four retirees and  are  doubting  whether  any benefits available.
I hope you will be in a position to highlight on this issue as our basic pension is less than  Rs.2150.If not what is 100 % neutralisation of DA and what basis the calculaion is made.
