Yesterday NOINO delegation led by Shri *Dattaraj Prabhukhanolkar*, All India General Secretary, met Shri *Mukesh Gupta*, Addl. ED(Personnel). Smt *Aruna Seth* Secretary ER was also present. NOINO was also represented by Smt *Neeta Prabhavalkar*, All India Vice President, Smt *Trupti Bramhe*, All India Office Secretary and Smt *Saroj Kurdukar*, All India EC member.
A) *We discussed the following issues in detail.:-*
1) *Promotion Policy* Instructions issued on 10.10.2018.
We registered our strong protest against implementation of promotion policy without considering our suggestions and feedback given on 06.10.2017 and thereafter in many meetings with management. Instead of motivating the officers for promotion management has come out with a demoralizing promotion policy. Our demand to introduce fast track channel and normal track was justifiable to balance seniority and merit for promotion. We had also demanded to eliminate the condition of written test for normal track for all cadres. Instead of accommodating these suggestions and other feedbacks given by NOINO management has unilaterally imposed the promotion policy which is not at all justified. We strongly opposed this policy and demanded to review the same.
ED(P) was not much positive on this issue but assured to consider the suggestions in next review of the policy.
2) *Promotion round of represented cases in all cadres(supplementary lists)*
It was informed that the process is almost over and approval from competent authority is awaited. It will be released shortly.
3) *Wage Revision due 01.08.2017*-
We enquired about the present status and developments in this regard. ED replied that the primary proposal has been sent to the Govt and they are waiting for a response.
4) *PLLI for year 2017-18* –
ED informed that Statement of Intent has been sent to the Govt for approval and once it is received it will be put up before the Board for sanction. We reminded about our earlier demand to declare the parameters in the beginning of the year so that employees can focus on the achievement of the goals to secure maximum percentage of PLLI. We also reminded him about our earlier demand to give uniform PLLI to all employees.
B) *Pending issues and assurances given by Chairman to Joint Front on 26.04.2018*
We once again reminded about the promises made by the management in a meeting held with Joint Front at sports hall, Yogakshem in April 2018 and demanded implementation of the same.
1) *5 Days' Week* -.
ED said that the management is continuously taking serious follow up with the Govt. with personal intervention of the Chairman and MD. They also had a meeting with Finance Minister recently in this regard.
2) *One More Option for Pension*–
ED said that this issue has also been taken up by the Chairman personally, with the Govt.
3) *Replacement of present outdated servers* -
ED informed that it has been finalized and orders have been placed for new servers & shortly the old servers would be replaced.
We further raised the issue of system upgradation and obtaining the latest technology. ED replied that I.T dept has taken care of the same and upgraded technological support will be in place within few months.
4) *Recruitment of class 3 & 4 employees* –
ED replied that management has made preparations for the recruitment and is waiting for the Supreme Court decision in context of the recent judgment in CGIT matter.
5) *Diamond jubilee Incentive*-
ED replied that there is no further progress in this issue and it will be again taken up at higher level.
6) *Information sharing meeting as promised by Chairman* –
ED replied that it will be conducted shortly.
C) *We also raised other long pending demands as following:-*
1) *Technical allowance to class I officers* –
ED was positive and informed that it is under consideration.
2) *Anomaly after computer increment* -
We again raised this long pending issue and ED assured to relook into the matter.
3) *Child care / sabbatical leave* –
This also is a long pending issue and ED assured to re-examine the same.
D) *UNIQUE DEMANDS BY NOINO*
We once again raised the unique demands submitted by NOINO in the last meeting held with management on 27.02.2017.
1) *Gratuity on RBI pattern*
2) *Group insurance cover after retirement*
3) *Addition of dependent parents and in-laws in Group mediclaim scheme*
4) *Accumulation of sick leave for entire service period*
5) *Introduction of CAT and CAG in LIC.*
Management has assured to re-examine all these unique demands positively.
