*NOINO DELEGATION'S MEETING WITH MD ON PENDING ISSUES OF LIC EMPLOYEES*
Today a NOINO delegation led by *Shri Dattaraj Prabhukhanolkar* All India GS met Hon. MD *Shri B. Venugopal* to discuss various issues of concern.
NOINO was also represented by *Smt Neeta Prabhavalkar* All India VP & *Shri Ketan Purandare* All India EC Member. Management was also represented by *Shri Sharad Srivastava* ED Personnel, *Shri Mukesh Kumar Gupta* Additional ED Personnel, *Shri G. S. Vanvar* Chief Personnel and *Smt Aruna Seth* Secretary ER / Admin.
*To begin with the discussion we pointed out our observation that over the years LIC management has been dragging it's feet in taking decisions & implementing them. This abnormal delay on several fronts has virtually crippled the activities of the Corporation. The other tendency on the rise is to ignore the demand/ suggestions of the unions/ associations which reflect the feelings of the employees. This is adversely affecting the morale of the employees.* Thereafter we proceeded to discuss the following points in detail:-
1) *Abnormal delay in declaration of Supplementary lists of Promotions from AO to SDM cadre* :-
We had demanded immediate declaration of Supplementary lists of promotion vide our letter dated 15.09.2018 & number of discussions have taken place with the Management on this subject. In our recent discussions with ED Personnel, it was assured that a positive decision would be taken in this issue but the issue continues to linger. Considering the following points we once again demanded immediate declaration of Supplementary Lists of promotions.
i) Disappointment & frustration amongst officers community is increasing. ii) Since 1977 LIC management is following the practice of calling representation against non promotion to motivate the officers by career growth. iii) All the vacancies declared in the Promotion round are not filled up due to significant number of cancellation cases. iv) The branches are facing huge shortage of officers particularly in mofussil areas.
We submitted that these issues can be addressed by declaring supplementary list.
*--The Management once again assured to think positively on the issue.*
2. *Ignoring Strong Opposition to implementation of New Promotion Policy by all unions/ associations* :-
We strongly opposed the unilateral implementation of the Promotion Policy. We had submitted a comprehensive letter giving feedbacks collected from officers across the Nation. The resentment against the New Promotion Policy was brought to the notice of managment time and again by way of discussions and submission of memorandums.
We once again demanded that new Promotion policy must be scrapped forthwith and batches of Promotions should be declared for 2019-20 Promotion round.
We also reminded Management to consider suggestions given by NOINO such as Fast Track/ Normal Track, No written test for Normal Track, no interviews for any cadre etc. All such suggestions should be incorporated in the Policy before implementation in future. We also brought to their notice that recently the GIC Management has withdrawn written test for Normal Track applicants & submitted that LIC should also think on this line before going for New Promotion policy.
*--MD said that the Promotion Policy has already been approved by the Board and it is not possible to make any changes at present but our suggestions can be considered at the time of review. He also informed that the notification will be issued soon and Mock Test will be held first. Online Test will be held with some span after the Mock Test. MD again assured that the weighatge for seniority has been taken care of so as to balance the selection of candidates.*
*OTHER LONG PENDING DEMANDS*
We once again raised few demands which have been pending since long.
1. *Delay in implementation of 5 Days Week* :-
It was offered in the last wage settlement and after vigorous follow up of Joint Front of 10 Unions, 2nd & 4th Saturdays were declared as holidays. We once again reminded about the assurance given by the Chairman and insisted on obtaining sanction for all Saturdays off.
*-- MD informed that as promised by the Chairman, LIC is making all possible efforts with Govt. for its realization.*
2. *Delay in realising One More (final) Option for Pension to remaining employees*-
*As you are aware, due to the relentless efforts of NOINO & BMS, the Government has recently given a positive consideration to this issue.* We demanded strong followup efforts by the Management to realise this demand immediately. The issue is on the verge of settlement at Government level and LIC management needs to give push to realise the demand.
*--MD assured to take follow up with the Govt. and support the hard efforts of NOINO & BMS for realization of this demand at the earliest.*
3. *Delay in Replacement of Servers* :-
It had already been pointed out & discussed in detail with the management that the present servers are outdated and they need to be replaced. There have been frequent incidence of system failures in branches and the employees working in the branches are required to bear the brunt of the ire of the policyholders day in & day out. We reminded about the Joint Front meetings with the Chairman on 19.3.2018 & 26.04.2018. We expressed our regrets saying that one more promise made has not been fulfilled.
We once again demanded that Management should resolve the issue on war footing.
*--MD listened to our contentions patiently and informed that the new arrangements are in progress and it will take some more time. He assured that steps will be taken for smooth Yly closing.*
4. *Delay in declaring PLLI for FY 2017-18*:-
We again raised the issue pointed out that inordinate delay in declaring the PLLI has created disappointment amongst the employees. *We demanded immediate declaration of PLLI.*
We also reiterated our demand of *Uniform PLLI for all with only one simple parameters / criteria.*
*-- It was informed that the Govt's approval for SOI is expected soon and PLLI will be declared immediately thereafter.*
5. *Delay in commencement of negotiations on Wage Revision due on 01.08.2017* :-
We expressed our disappointment on no negotiations held though more than one year has elapsed from the due date of charter.
We demanded immediate negotiations with the Trade Unions in LIC and early settlement of wage revision.
*-- MD said that the matter is with Govt. and further directions are awaited.*
6. *Delay in granting Diamond Jubilee Incentive*:-
We argued that this was another important issue where no decision has been taken since 2016.
We once again demanded that Diamond Jubilee Incentive to all employees be declared without any more delay.
*--Management was not very positive on the same*.
7. *Delay in Recruitment in Class 3 & 4* :- We strongly raised this issue saying that there has been no recruitment in class 3 & 4 since long. We once again reiterated our demand for immediate massive recruitment in Class 3 & 4 and that the recruitment in Class 3 needs to be as Assistant- cum-Cashier.
*--MD informed that it is under active consideration and the work is in progress.*
8. *Delay in Conversion of SOs in full fledged branches*: - We reminded management that NOINO had demanded this and it was principally agreed by the Management to convert the Satellite offices into full fledged branches. Till date nothing has been heard in this regard. We once again demanded to expedite the same.
*--MD appreciated NOINO's stand on this issue and informed that work has started in right direction.*
9. *Delay in conducting Information Sharing Meeting with Unions*:-
We reminded the promise given by the Chairman on 26.04.2018 and demanded that the Information Sharing meeting be convened immediately.
*--MD was positive on this point.*
*In view of the rising unrest among employees we demanded immediate settlement of issues.*
In our discussion we also raised the issue of IDBI & IL&FS investment by LIC. We have drawn attention on the news in circulation by media. We asked for clarification from LIC on this issue.
*--MD assured that due care has been taken by LIC in these investments. It was thoroughly examined by the concerned regulators before approval. He also said that these matters were raised before the court also and nothing has come out against LIC.*
*He said that the interest of any of the stakeholders has not been harmed and public money is in safe hands*
*NOINO, with the strong support of BMS, assures to take all logical steps for resolving the issues of LIC officers and employees.*
