4)CPI Cools Down to 2.33%CPI for November 2018 recorded 2.33% vs. consensus estimate of 2.8% which is well within the RBI guidance. While Core CPI has softened to ~5.7% in November 2018 as compared to the previous month's 6.2%, the level is still high for comfort. This low headline ination is largely the eect of low food deation at 1.69%.Growth Surges:IIP growth for October 2018 came in at 8.1% vs. consensus estimate of 5.7% however, since Diwali fell in October last year and in November this year, there is a seasonal eect in play.
The cumulative growth for the period April-September 2018 stands at 5.6%.

(a) whether the Hon. Madras High Court ruled that employees retiring on 30 June are entitled for increment on 1st July of that year for pensionary benefit as they retire after completion of that year’s full service; 

(b) if so, the details thereof; 

(c) whether Hon. Supreme Court has dismissed the petition filed against the Madras High Court’s above judgement; 

(d) if so, whether the Government has issued orders regarding granting annual increment to those employees who are retiring on 30th June after completion of one year of service; 

(e) if so, the details thereof and if not, the reasons therefor; and 

(f) the time by which such orders are likely to be issued in this regard?

7)Dear Mr Krishnan,I read your circular dt 16 th inst published in the RK Sahni blog giving information on latest developments and proposed approach in the matter of stressing on non-DHC judgment issues raised in SLPs.
One thing that constantly worries me is the lack of clarity on contesting the validity of Para 3A of Appendix IV in general.If we plead for declaring Para 3A as unconstitutional and assuming SC agrees to our prayer and strikes down para 3A,we need to think of the implications.

      Invalidation of Para 3A will mean,that the DR formula for retirees from 1/8/1997 to 31/7/2002 as per Para 3A in the Pension Rules 1995 will cease to apply and LIC/UOI will have to put a new DR formula in place for this group.We are not sure whether it will help either the pre-August 1997 retirees or the post August 2002 retirees.The issue will be confined to the DR formula for only one period and may not ipso facto help pre-August 1997 retirees as DHC has already amended the Appendix IV for Para 1 & Para 2 retirees,which amendment has,as of now,attained finality.It will also not guarantee our success on upgradation automatically.
    What needs to be pleaded before SC is that the discrimination has been created by para 3A whereby there has been differential DR /DA formula between retirees and in-service employees prior to 1/8/1997,while there is no such differentiation between retirees & in-service employees after 1/8/1997.The stress therefore should be on equitable DR neutralization for pre-August 1997 retirees rather than on invalidating para 3A.
    Rather Para 3A should be exploited for similarity in neutralization for pre-August 1997 with post August 1997 retirees..Also we need to desist from stressing on 100% DR neutralization for pre-August 1997 retirees as there was no 100% DA neutralization before 1/8/1997 unlike in the latter period.One of the reasons why Bank pensioners lost their case in SC was the persistence on 100% DR neutralization.

        The other way we can usefully demonstrate our strength of ground for upgradation is to highlight before the SC is that LIC -while depositing ad hoc amounts at Jaipur Bench Registry and Chandigarh HC Registry and also while paying 40% interim relief as per SC Order dated 31/3/2016-had adopted the methodology of merging DR for pre-August 1997 retirees with basic pension as at 1/8/1997 and revising the basic pension w e f 1/8/1997 for paying the amounts.This logically means that LIC had recognized the need for upgradation w e f 1/8/1997 albeit without weightage.This was also in accordance with the Board Resolution dated 24/11/2001.

     Two things follow from the above methodology adopted by LIC:
1.The upgradation principle adopted for pre-August 1997 retirees cannot stop with one-time revision only,but will have to extended in chain following similar methodology on 1/8/2002 onwards from all wage revision dates subsequently.
2. Then it logically follows that post August 1997 retirees cannot be left behind in such dispensation and they should also get upgraded pension from 1/8/2002 and onwards similarly.
This leads to the inevitability of upgradation of pension from 1/8/1997 for all generations of pensioners,present and future.
So it is important that we keep our winning strategy clear for arguments in SC in Supreme Court.

8)1)I am still weak  .I continue to help pensioners in same manner .Intensity has to be less as Last 20 years I worked so hard till past midnight as I covered extensively all subjects & matters affecting all groups of pensioners 
Doctors have warned if I sit late, if my legs are down , swelling will start increasing

2)30 percent reduction in swelling but right leg top full portion is still like a pillar
I can't go alone but I love to go to many places including temples 
I have not even started walking inside our Alacrity A & B complex of 12 flats each & 12/15 rounds is sufficient
Tendency of losing balance or slipping or a trigger as they call haunts me
1st time I use Tripod with designed simple protective shoe not to get hurt 
Same when compulsorily I have to venture out of course with Mrs Kishore with me
Her work & outing has terribly increased
Her divinity & prayers keeps us Family in some good shape

3)Sad was Seetha.How many ups & downs in 35 year career with 14 transfers so far away, double establishment, theft in our flat 2nd floor LIC KKNagar quarters, 15 gold Sovereigns, lot of silver vessels& puja pathrams, wedding diamond ring, Nivico 2 in 1 Japan gone with the wind, all efforts in vain, Class I denied 2 wage revisions 1973 - 1983 , profound pathetic story of vicissitudes Time is a great Healer but also a great Destroyer

If each Pensioner in our fold already & fresh Entrants who have started responding remit AFTER DR slabs of 66 plus any due when sooner by Dec end CPIndex will be known ,(looks to be  66+6=72)

9) Dear Mr Kishore,  Sorry for replying to your mail rather late and that's because I myself am engaged in a rather long drawn-out process --- some two months now --- of replacing some (I suppose 'many' would be nearer the mark!) of my lost natural teeth with man-made ones as a part of which root canal treatment was done on three of my teeth some 45 days back and that was the beginning of my LOSS OF THE SENSATION OF TASTE IN MY MOUTH and my AVERSION TO THE VERY THOUGHT OF FOOD! 
     I am forcing myself to feed as breakfast half a small bowl of oats with mashed apples and powdered cinnamon, cashew nut, almond and walnut mixed thoroughly into it and lunch and dinner are also very, very sparse. This insufficient intake of food for well nigh 60 days now has left me appreciably weak.
     I asked Dr Manoj Rajan, prosthodontist, Dr Smilez, Tirumurthy Street, T'nagar, my dentist, about this LOSS OF THE SENSE OF TASTE and he says it is because of the reaction of antibiotics which seems to have been affected me rather severely and he assured me that it will go away in three, four months and prescribed some multivitamin tablets to be taken one a day for three months.
    I don't venture out these days for fear of falling down because of my weakness and its consequences, not to say doing my 2-hour exercises in the evenings which I have been doing meticulously in the Anna Park in United India Colony, Kodambakkam, which is only some 400 metres away from my house, even before the three surgeries on my right knee in 2014 and 2017 
     This, I know, is like the pestle complaining to the 'maddalam' (a percussion instrument used especially as an accompaniment of 'kathakalisangeetham')

for while the pestle gets beaten only on one side, the 'maddalam' gets it on both sides.
     Well, we --- you and I --- seem to have forgotten the well-known Samskrtam aphorism "shareeramaadyam khalu dharmasaadhanam" (roughly, it is the body which is the primary instrument for carrying out what has been assigned to us as our duty) --- you much, much more than me in the interests of your fellow-pensioners.
     Take care of yourself when only you'll be able to take care of others for I know that you are so kind and empathetic in nature as to put your own troubles on the back burner even to the detriment of your health.

What we Senior citizens can do is to age gracefully by taking care of our health so that we may not be a burden or a  concern to  our children ,by taking some  simple and useful precautions .

5)     Exercise regularly. Take a brisk walk at least 30 minutes a day.
6)     8Geriatric Exercise- Infinity Walk. write this eight horizontally and walk along the path of eight . Infinity walk is used as a technique in Geriatric clinics to help the elderly to improve their balance.To the common man it is a Zig- Zag way of walking or” figure 8 “ walking. When the body moves through this pattern, there is an increase in the activity between the left and the right side of the brain. This improves visual skills  and creates bodily awareness.

The Big three in Ayurvedic Medicine are the herbs are the turmeric, Ginger and Coriander.  Each of these herbs help u to live a healthier life. Turmeric helps to strengthen the immune system and improves blood circulation. Add ½ a teaspoon of turmeric to a ½ cup of hot water and drink as tea.  Ginger improves digestion and cleanses the blood. Place some in your hand and add few  drops of water to make a paste. Apply to your forehead for headaches. Coriander strengthens  the respiratory system and resolves skin irritation. Add a teaspoon to3/4 th cup of warm water and drink as tea.

Do simple Yogas like Pranayam, Breathing exercise and Meditation to keep ourselves fit and healthy

LAUGHTER  is the best medicine.—“ A merry heart doeth good like medicine but a broken spirit saps a person’s strength” ( Bible  Proverbs 17.22). Also “ A soap is to the body, so laughter is to the soul .” ( Jewish Proverb).
Lastly we need to recollect our childhood memories to keep us youthful !

Dear Sir,

Re Implementation of IBA guidelines on extending Option of Pension to the Compulsorily Retired Officers / Employees and adding 5 years notional service to specialized officers to enable Pension.

We have requested you vide our letters No. 105/2018 dated 21st May 2018 and No. AIUBRF/120/2018 dated 1stOctober 2018 respectively, to the instructions / guidelines of Indian Banks Association sent in February and March 2018 to all Banks to extend 2nd Pension option to the Compulsorily Retired employees / officers and to add 5 years notional service to eligible specialized officers to enable Pension to them as well. These directions were sent to All Banks based on the ruling of Hon’ble High Courts of various States in favour of the employees / officers, and subsequently upheld by the Hon’ble Supreme Court. But even after a gap of nine months, Union Bank has not yet issued any circular inviting the eligible employees/officers to avail Pension on the above directions of IBA.

Sir, as a member of the negotiating committee of the Indian Banks Association on Bipartite and HR matters, you must be aware that the Managing Committee of IBA in the meeting held in Jan 2018 had concurred with the legal opinion given by its legal Retainer M/s. Kelkar & Associates and advised all the Banks to implement the Hon’ble High Courts’ Order giving ruling in favour of the CRS category of employees / officers and to extend 2nd option of pension.

We have been persistently enquiring with the officials of the Union Bank’s department of HR and personnel about the likely date of issue of staff circular on the above matter, as there is growing anxiety from among senior retirees of Union Bank. But no firm commitment is forthcoming, except that we are being repeatedly informed that the Bank’s Board has yet to clear the proposal, after which only the Bank Management can proceed administratively. We are extremely perturbed that there is such long delay by Union Bank’s Board in implementing the guidelines of Indian Banks Association, which have been implemented by almost all the Banks so far.

You are also aware that SLPs preferred in Hon’ble Supreme Court against the judgment of various High Courts which had ruled in favour of the employees/officers were dismissed after several years of litigation, and now to be held back by the Union Bank, speaks volumes of the Banks HR approach towards the senior retirees, some of whom have missed seeing this benefit in their retired lives. It is incumbent on Union Bank, as are all Banks, to give 2nd option to all the employees/officers who fall within the ambit of the Joint Note to exercise 2nd option. 

The objective of Order of various High Courts on the subject matter is to remove gross miscarriage of justice and lapses committed by the Indian Banks Association; and once the Hon’ble Supreme Court decides the issue, there should be an end to any further delay in administrative compliances by our bank.

                It is clearly a case of injustice that the Bank’s Board is unable to clear the proposal, and the continuing delay is sheer denial of justice to the aggrieved employees / officers. We appeal to you to take steps to end this long wait and end the anxiety and hardships of our retiree employees / officers, and ensure the proposals are approved to enable the concerned department to act immediately.

Dear Sir,
Reg: Notional Benefit of Stagnation Increment to employees retired from Bank between 1-11-2012 and 1-5-2015
You are aware that some improvements were agreed upon under the 10th BP Settlement viz. sanction of 6th Stagnation Increment after two years and additional 8th Stagnation Increment. In view of the cost consideration, it was agreed that the monetary benefit of these improvements would be available from 1-5-2015 instead of 1-11-2012.
IBA has also issued clarificatory circulars about the implementation of these benefits. While the benefits would accrue notionally from 1-11-2012 or from the date of eligibility whichever is later, the monetary benefit would be payable from 1-5-2015.
In the case of employees who have retired from the Banks between 1-11- 2012 and 1-5-2015 also, this benefits needs to extended notionally from the date of eligibility and accordingly their pension is to be revised notionally from the date of their retirement upto 1-5-2015 and revised is payable from 1-5-2015.
While, based on IBA clarifications, some of the Banks have implemented the above benefit for the retirees, some of the Banks have not implemented the same for want of clarity. Hence we request IBA to issue a clear instruction to all Banks clarifying that in the case of employees who were on service as on 1-11-2012 but retired before 1-5-2015, the benefit of improvement in stagnation increments i.e. 6th or 7th or 8th stagnation increment is to be extended notionally upto their date of retirement and their basic pension needs to revised notionally as on date of their retirement but monetary benefit of such revised pension is to be extended from 1-5-2015.

Religious Festival Greetings !
   Since a few months past, there were suggestions from our members
that our Negotiating Team should commence negotiations on the other
vital pending problems, other than the issues in the Supreme Court.
Accordingly, our AIRIEF contacted our Central Office and finalized the
date, i.e 7th of this month, for discussion to settle the long pending
issues.
   In the said meeting, Executive Directors (P), Chief (Personnel) and
Secretary (ER) participated representing LIC Management.
   The full details of the issues raised in the meeting and the
replies of the Management have already been communicated to all the
activists and Office-bearers of Zonal and Divisional Associations by
our General secretary, AIRIEF.  Every member must have kept informed
of the proceedings by the Units of our Federation by this time.

   Our General Secretary writes as follows :-
" Friends, the meeting as mentioned above went very well in a very
cordial atmosphere. Empathy of the Officials of the Corporation
towards the vital issues was the hallmark of the entire proceedings.
We were assured that all those points which need government approval
will be taken up vigorously with the sole intent of the approval.
Demands that are to be decided by the Board / Corporation will also be
taken up with the empathy. Thus the Meeting concluded with the thanks
to the management team ".
   The Organization representing the working and retired employees of
Reserve Bank of India has brought it to the attention of the Governor
and the Deputy Governor of Reserve Bank of India that they might jump
into the deferred program of ' Mass Casual leave for two days ', if
the RBI and Government of India failed to announce their decision on
UPDATION of PENSION and other allied issues within the date committed
by them.
   Now, the Central Government, of late, has understood the sufferings
of a large sections of common public, traders, etc, and has taken some
interim  measures to appease their anguish. Working employees and the
pension earning retirees also are not happy over the approach of the
bureaucrats in settling their long pending problems. It is also not a
good sign to drive the workers to approach courts to get their
rightful demands achieved.
   AIRIEF has planned to meet our Sr.Advocate during the first week of
January,2019 to discuss and get matters updated.
   Time and again it is suggested that members should cultivate the
habit of referring to our AIRIEF official website  --  https://

concerning LIC pensioners and other important developments that are
happening in and  around us.

I feel it is objectionable that the Associstion involves in the election propaganda. We have to concentrate only on the welfare of the pensioners at large. Like the Assns in  banks, the inhouse Assn in LIC should join together to fight for the just demands common to all sections in LIC. Whoever comes to power at the Centre, the policies never going to change. Even the Courts are biased.

19)Pension Plans LIC,PM Varistha Pension Bima Yojana, Table 828 ,PM Vaya Vandana Yojana,Table 842,whereby as per PM announcement Seniors can avail full pension of Rs60,000 pa as per any mode selected with Single PremiumRs7.5 lacs  payment, 8 % pa, for 10 years,PLUS 4/2018-31/3/2020 IN 2 FYs,elder can take for family as per usual definition,Rs 15 lacs        

I was astounded when I enquired  from RM Mktg SZO,correct info,few days before & he said that recently CO has told that an Elder can take upto Rs 30 lacs ,these 2 plans old & new put together

He advised that recent new plan Jeevan Shanthi is ideal as it has varying Deferment period & depending on deferment period, the Pension will increase more the DP, & wonderful provision is risk cover till DP ensured & after death of one of the 2 Husband/wife, same pension continues till survival of survivor,ie if son or daughter are the co-assured or Nominee,,Pension does not stop but continues in survivors name till his/her death. 


THOSE who can take advantage of can do so with sound thinking & planning of resources.

7)Dear Mr Krishnan,I read your circular dt 16 th inst published in the RK Sahni blog giving information on latest developments and proposed approach in the matter of stressing on non-DHC judgment issues raised in SLPs.
One thing that constantly worries me is the lack of clarity on contesting the validity of Para 3A of Appendix IV in general.If we plead for declaring Para 3A as unconstitutional and assuming SC agrees to our prayer and strikes down para 3A,we need to think of the implications.

      Invalidation of Para 3A will mean,that the DR formula for retirees from 1/8/1997 to 31/7/2002 as per Para 3A in the Pension Rules 1995 will cease to apply and LIC/UOI will have to put a new DR formula in place for this group.We are not sure whether it will help either the pre-August 1997 retirees or the post August 2002 retirees.The issue will be confined to the DR formula for only one period and may not ipso facto help pre-August 1997 retirees as DHC has already amended the Appendix IV for Para 1 & Para 2 retirees,which amendment has,as of now,attained finality.It will also not guarantee our success on upgradation automatically.
    What needs to be pleaded before SC is that the discrimination has been created by para 3A whereby there has been differential DR /DA formula between retirees and in-service employees prior to 1/8/1997,while there is no such differentiation between retirees & in-service employees after 1/8/1997.The stress therefore should be on equitable DR neutralization for pre-August 1997 retirees rather than on invalidating para 3A.
    Rather Para 3A should be exploited for similarity in neutralization for pre-August 1997 with post August 1997 retirees..Also we need to desist from stressing on 100% DR neutralization for pre-August 1997 retirees as there was no 100% DA neutralization before 1/8/1997 unlike in the latter period.One of the reasons why Bank pensioners lost their case in SC was the persistence on 100% DR neutralization.

        The other way we can usefully demonstrate our strength of ground for upgradation is to highlight before the SC is that LIC -while depositing ad hoc amounts at Jaipur Bench Registry and Chandigarh HC Registry and also while paying 40% interim relief as per SC Order dated 31/3/2016-had adopted the methodology of merging DR for pre-August 1997 retirees with basic pension as at 1/8/1997 and revising the basic pension w e f 1/8/1997 for paying the amounts.This logically means that LIC had recognized the need for upgradation w e f 1/8/1997 albeit without weightage.This was also in accordance with the Board Resolution dated 24/11/2001.

     Two things follow from the above methodology adopted by LIC:
1.The upgradation principle adopted for pre-August 1997 retirees cannot stop with one-time revision only,but will have to extended in chain following similar methodology on 1/8/2002 onwards from all wage revision dates subsequently.
2. Then it logically follows that post August 1997 retirees cannot be left behind in such dispensation and they should also get upgraded pension from 1/8/2002 and onwards similarly.
This leads to the inevitability of upgradation of pension from 1/8/1997 for all generations of pensioners,present and future.
So it is important that we keep our winning strategy clear for arguments in SC in Supreme Court.

Doctors have warned if I sit late, if my legs are down , swelling will start increasing

2)30 percent reduction in swelling but right leg top full portion is still like a pillar
I can't go alone but I love to go to many places including temples 
I have not even started walking inside our Alacrity A & B complex of 12 flats each & 12/15 rounds is sufficient
Tendency of losing balance or slipping or a trigger as they call haunts me
1st time I use Tripod with designed simple protective shoe not to get hurt 
Same when compulsorily I have to venture out of course with Mrs Kishore with me
Her work & outing has terribly increased
Her divinity & prayers keeps us Family in some good shape

9) Dear Mr Kishore,  Sorry for replying to your mail rather late and that's because I myself am engaged in a rather long drawn-out process --- some two months now --- of replacing some (I suppose 'many' would be nearer the mark!) of my lost natural teeth with man-made ones as a part of which root canal treatment was done on three of my teeth some 45 days back and that was the beginning of my LOSS OF THE SENSATION OF TASTE IN MY MOUTH and my AVERSION TO THE VERY THOUGHT OF FOOD! 
     I am forcing myself to feed as breakfast half a small bowl of oats with mashed apples and powdered cinnamon, cashew nut, almond and walnut mixed thoroughly into it and lunch and dinner are also very, very sparse. This insufficient intake of food for well nigh 60 days now has left me appreciably weak.
     I asked Dr Manoj Rajan, prosthodontist, Dr Smilez, Tirumurthy Street, T'nagar, my dentist, about this LOSS OF THE SENSE OF TASTE and he says it is because of the reaction of antibiotics which seems to have been affected me rather severely and he assured me that it will go away in three, four months and prescribed some multivitamin tablets to be taken one a day for three months.
    I don't venture out these days for fear of falling down because of my weakness and its consequences, not to say doing my 2-hour exercises in the evenings which I have been doing meticulously in the Anna Park in United India Colony, Kodambakkam, which is only some 400 metres away from my house, even before the three surgeries on my right knee in 2014 and 2017 
     This, I know, is like the pestle complaining to the 'maddalam' (a percussion instrument used especially as an accompaniment of 'kathakalisangeetham')

for while the pestle gets beaten only on one side, the 'maddalam' gets it on both sides.
     Well, we --- you and I --- seem to have forgotten the well-known Samskrtam aphorism "shareeramaadyam khalu dharmasaadhanam" (roughly, it is the body which is the primary instrument for carrying out what has been assigned to us as our duty) --- you much, much more than me in the interests of your fellow-pensioners.
     Take care of yourself when only you'll be able to take care of others for I know that you are so kind and empathetic in nature as to put your own troubles on the back burner even to the detriment of your health.

Add ½ a teaspoon of turmeric to a ½ cup of hot water and drink as tea.  Ginger improves digestion and cleanses the blood. Place some in your hand and add few  drops of water to make a paste. Apply to your forehead for headaches. Coriander strengthens  the respiratory system and resolves skin irritation. Add a teaspoon to3/4 th cup of warm water and drink as tea.

Do simple Yogas like Pranayam, Breathing exercise and Meditation to keep ourselves fit and healthy

LAUGHTER  is the best medicine.—“ A merry heart doeth good like medicine but a broken spirit saps a person’s strength” ( Bible  Proverbs 17.22). Also “ A soap is to the body, so laughter is to the soul .” ( Jewish Proverb).
Lastly we need to recollect our childhood memories to keep us youthful !

Re Implementation of IBA guidelines on extending Option of Pension to the Compulsorily Retired Officers / Employees and adding 5 years notional service to specialized officers to enable Pension.

We have requested you vide our letters No. 105/2018 dated 21st May 2018 and No. AIUBRF/120/2018 dated 1stOctober 2018 respectively, to the instructions / guidelines of Indian Banks Association sent in February and March 2018 to all Banks to extend 2nd Pension option to the Compulsorily Retired employees / officers and to add 5 years notional service to eligible specialized officers to enable Pension to them as well. These directions were sent to All Banks based on the ruling of Hon’ble High Courts of various States in favour of the employees / officers, and subsequently upheld by the Hon’ble Supreme Court. But even after a gap of nine months, Union Bank has not yet issued any circular inviting the eligible employees/officers to avail Pension on the above directions of IBA.

Sir, as a member of the negotiating committee of the Indian Banks Association on Bipartite and HR matters, you must be aware that the Managing Committee of IBA in the meeting held in Jan 2018 had concurred with the legal opinion given by its legal Retainer M/s. Kelkar & Associates and advised all the Banks to implement the Hon’ble High Courts’ Order giving ruling in favour of the CRS category of employees / officers and to extend 2nd option of pension.

We have been persistently enquiring with the officials of the Union Bank’s department of HR and personnel about the likely date of issue of staff circular on the above matter, as there is growing anxiety from among senior retirees of Union Bank. But no firm commitment is forthcoming, except that we are being repeatedly informed that the Bank’s Board has yet to clear the proposal, after which only the Bank Management can proceed administratively. We are extremely perturbed that there is such long delay by Union Bank’s Board in implementing the guidelines of Indian Banks Association, which have been implemented by almost all the Banks so far.

You are also aware that SLPs preferred in Hon’ble Supreme Court against the judgment of various High Courts which had ruled in favour of the employees/officers were dismissed after several years of litigation, and now to be held back by the Union Bank, speaks volumes of the Banks HR approach towards the senior retirees, some of whom have missed seeing this benefit in their retired lives. It is incumbent on Union Bank, as are all Banks, to give 2nd option to all the employees/officers who fall within the ambit of the Joint Note to exercise 2nd option. 

The objective of Order of various High Courts on the subject matter is to remove gross miscarriage of justice and lapses committed by the Indian Banks Association; and once the Hon’ble Supreme Court decides the issue, there should be an end to any further delay in administrative compliances by our bank.

                It is clearly a case of injustice that the Bank’s Board is unable to clear the proposal, and the continuing delay is sheer denial of justice to the aggrieved employees / officers. We appeal to you to take steps to end this long wait and end the anxiety and hardships of our retiree employees / officers, and ensure the proposals are approved to enable the concerned department to act immediately.

Dear Sir,
Reg: Notional Benefit of Stagnation Increment to employees retired from Bank between 1-11-2012 and 1-5-2015
You are aware that some improvements were agreed upon under the 10th BP Settlement viz. sanction of 6th Stagnation Increment after two years and additional 8th Stagnation Increment. In view of the cost consideration, it was agreed that the monetary benefit of these improvements would be available from 1-5-2015 instead of 1-11-2012.
IBA has also issued clarificatory circulars about the implementation of these benefits. While the benefits would accrue notionally from 1-11-2012 or from the date of eligibility whichever is later, the monetary benefit would be payable from 1-5-2015.
In the case of employees who have retired from the Banks between 1-11- 2012 and 1-5-2015 also, this benefits needs to extended notionally from the date of eligibility and accordingly their pension is to be revised notionally from the date of their retirement upto 1-5-2015 and revised is payable from 1-5-2015.
While, based on IBA clarifications, some of the Banks have implemented the above benefit for the retirees, some of the Banks have not implemented the same for want of clarity. Hence we request IBA to issue a clear instruction to all Banks clarifying that in the case of employees who were on service as on 1-11-2012 but retired before 1-5-2015, the benefit of improvement in stagnation increments i.e. 6th or 7th or 8th stagnation increment is to be extended notionally upto their date of retirement and their basic pension needs to revised notionally as on date of their retirement but monetary benefit of such revised pension is to be extended from 1-5-2015.

Religious Festival Greetings !
   Since a few months past, there were suggestions from our members
that our Negotiating Team should commence negotiations on the other
vital pending problems, other than the issues in the Supreme Court.
Accordingly, our AIRIEF contacted our Central Office and finalized the
date, i.e 7th of this month, for discussion to settle the long pending
issues.
   In the said meeting, Executive Directors (P), Chief (Personnel) and
Secretary (ER) participated representing LIC Management.
   The full details of the issues raised in the meeting and the
replies of the Management have already been communicated to all the
activists and Office-bearers of Zonal and Divisional Associations by
our General secretary, AIRIEF.  Every member must have kept informed
of the proceedings by the Units of our Federation by this time.

   Our General Secretary writes as follows :-
" Friends, the meeting as mentioned above went very well in a very
cordial atmosphere. Empathy of the Officials of the Corporation
towards the vital issues was the hallmark of the entire proceedings.
We were assured that all those points which need government approval
will be taken up vigorously with the sole intent of the approval.
Demands that are to be decided by the Board / Corporation will also be
taken up with the empathy. Thus the Meeting concluded with the thanks
to the management team ".
   The Organization representing the working and retired employees of
Reserve Bank of India has brought it to the attention of the Governor
and the Deputy Governor of Reserve Bank of India that they might jump
into the deferred program of ' Mass Casual leave for two days ', if
the RBI and Government of India failed to announce their decision on
UPDATION of PENSION and other allied issues within the date committed
by them.
   Now, the Central Government, of late, has understood the sufferings
of a large sections of common public, traders, etc, and has taken some
interim  measures to appease their anguish. Working employees and the
pension earning retirees also are not happy over the approach of the
bureaucrats in settling their long pending problems. It is also not a
good sign to drive the workers to approach courts to get their
rightful demands achieved.
   AIRIEF has planned to meet our Sr.Advocate during the first week of
January,2019 to discuss and get matters updated.
   Time and again it is suggested that members should cultivate the
habit of referring to our AIRIEF official website  --  https://

Like the Assns in  banks, the inhouse Assn in LIC should join together to fight for the just demands common to all sections in LIC. Whoever comes to power at the Centre, the policies never going to change. Even the Courts are biased.

19)Pension Plans LIC,PM Varistha Pension Bima Yojana, Table 828 ,PM Vaya Vandana Yojana,Table 842,whereby as per PM announcement Seniors can avail full pension of Rs60,000 pa as per any mode selected with Single PremiumRs7.5 lacs  payment, 8 % pa, for 10 years,PLUS 4/2018-31/3/2020 IN 2 FYs,elder can take for family as per usual definition,Rs 15 lacs        

I was astounded when I enquired  from RM Mktg SZO,correct info,few days before & he said that recently CO has told that an Elder can take upto Rs 30 lacs ,these 2 plans old & new put together

He advised that recent new plan Jeevan Shanthi is ideal as it has varying Deferment period & depending on deferment period, the Pension will increase more the DP, & wonderful provision is risk cover till DP ensured & after death of one of the 2 Husband/wife, same pension continues till survival of survivor,ie if son or daughter are the co-assured or Nominee,,Pension does not stop but continues in survivors name till his/her death. 


THOSE who can take advantage of can do so with sound thinking & planning of resources.
20)i) Appeal for keeping safe Identity Cards with Blood Group indication & other usual important core data.
 ii)Appeal  for keeping safe TPA Laminated or Xerox as is  informed by ZO.

iii)Appeal to keep ZO/DO Pension Disbursing Authority email/letter  safely in ITFile Pension Particulars Slip containing Basic Pension, DR ,Total,Mediclaim Mly deduction, Net Pension & so too Hly DR slab intimation & letter, to avoid later queries or complications.
iv)Now is the time to give Proofs of our Investment for IT Purposes ,Sec 80 C investments,& also keep ready PMVaristha Yojana,VayuVandana Yojana  Plan Pension payments received as per Mode Mly,Qly,Hly or Yly chosen falling in FY 1/4/2018-31/3/2019 as Income .
