Honorable Prime Minister of India,
Respected Sir,

OCTOBER 1 IS WORLD OLDER PERSONS DAY and is celebrated to reaffirm the commitment to promoting the full and equal enjoyment of all human rights and fundamental freedom of older persons to live a dignified and quality life*. (UNIDOP) .
I am an 82 yrs. old and *like me thousands of retired LIC employees scattered throughout the length and breadth of the country are facing glaring discrimination, injustice and infringement of their fundamental rights to live a dignified and quality life simply because of the rigid and unhelpful attitude of the Central Government Department dealing the subject of Pension to LIC retirees ( visa vis Central Government retirees), despite the fact that LIC of India is fully owned by the Government of India and its employees ( including retired- pensioners) are also subjects of the Central Government.
Sir, In our country Pension is termed as a Deferred WAGE and accordingly the Central Government retired employees (Pensioners) Basic Pension gets revised with every WAGE revision of existing employees as per Central Pay Commission recommendations, although there is no specific provision for revision of Basic Pension in the Central Government Employees Pension Rules, 1972.
Accordingly Basic Pension of LIC of India retired employees ( pensioners ) should also have been revised on every wage revision of existing employees. In 2001 LIC of India also submitted a LIC Board Resolution recommending revision of Basic Pension. But gross discrimination and injustice is allowed to continue till today and we poor seniors are suffering both financially and mentally.
I retired in the year 1994 and my Basic Pension was fixed at Rs.5188/-( plus applicable DA) which is being paid to me even today(2018). Had my Basic Pension been revised as in case of Central Government Pensioners, my Basic Pension would have been more than Rs.43000/-( plus applicable DA).
SEE THE GLARING DIFFERENCE LOSS , SIR . (Rs.43000 – Rs 5188) Rs. 37812/- plus applicable DA per month. This is as per 2012 . Difference will be more when
wage revisit due 2017 is announced.
To my appeal to you Honorable Prime Minister for my revision of Basic Pension on the lines of Central Government pensioners, I got the following reply from PMO on 07 June 2018 - Registration Number : PMOPG/E/2018/0271598,
Pension to the retired employees is being paid as per the provisions of Life Insurance Corporation of India (Employees) Pension Rules, 1995 and there is no provision for revision of basic pension.
SIR ,
IN THE ABSENCE OF ANY RULE FOR REVISION OF BASIC PENSION YOUR GOVERNMENT IS REVISING THE BASIC PENSION OF CENTRAL GOVERNMENT PENSIONERS ON EVERY WAGE REVISION OF EXISTING EMPLOYEES BUT THIS REVISION OF BASIC PENSION IS NOT ALLOWED IN CASE OF LIC OF INDIA PENSIONERS AS AND WHEN THERE HAS BEEN WAGE REVISION OF LIC EMPLOYEES.
IT'S A GROSS DISCRIMINATION AND INJUSTICE, WHICH MUST BE REMOVED.
I pray to PMO to please allow me to meet the Honourable PRIME MINISTER just for 5 minutes or bring these glaring step motherly treatment of elderly to his personal notice and I am sanguine he will be pleased to CELEBRATE OCTOBER 1 by accepting the legitimate demand of the seniors and order LIC of India to revise the Basic Pension of retired LIC employees as and when there has been or will be wage revision of existing employees ( on the pattern of Central Government employees), and earn blessings of THOUSANDS AND THOUSANDS of retired as well as retiring LIC of India employees who are living in every STATE and UNION TERRITORY of the country.

Remarks
This has reference to your representation in the matter of updation of pensionary benefits under LIC of India (Employees) Pension Rules, 1995. In this connection, it may please be noted that the pensionary benefits for employees of the Corporation are governed by LIC of India (Employees) Pension Rules, 1995 which are notified by Central Government in exercise of the powers vested under Section 48 of Life Insurance Corporation Act, 1956. These rules do not provide for updation of pension. Further, pensioner's associations / pensioners have filed Special Leave Petition in Hon'ble Supreme Court in the matter of updation of pension. The matter is subjudice.
