Dear Comrades.  Re: Office Bearers and Central Committee Meetings held at Lucknow from
        4th December 2019 to 6th December 2019 , Proceedings/ Decisions taken in the meetings
            Office Bearers’ Meeting was held on 4th December 19 and Central Committee Meeting was held on 5th & 6th December 2019. Office Bearers’ meeting was attended by 41 office Bearers and 27 participated in the deliberations. Central Committee Meeting was attended by 132 central committee members besides 41 office bearers and 58 central committee members participated in the deliberations.
2.  General Secretary presented the report before the house which contained the following issues concerning the bank retirees.
(a) Macro level economic issues in particular affecting bank retirees and senior citizens.
(b) Review of progress made on various decisions taken and resolutions passed in 5th National Conference held in Delhi in March 2019
( c) Merger of Public Sector Banks and future strategy to protect interest of retirees in particular of retirees of 10 banks directly affected by the proposed merger announced by FM in August 2019.
(d) Review of Group Medical Insurance Policy for retirees
(e) Status of Retiree demands/issues in ongoing bipartite negotiations
(f) Status of other pending issues of retirees
(g) Organizational issues and financials
(h) Future Strategy to achieve pending demands.
3. After the comprehensive deliberations in both the meetings, the following unanimous decisions were taken
  AGITATIONAL/ STRRUGLE PROGRAMS ON CONTINIOUS BASIS All the participants expressed the concern for undue delay taking place in finalizing the settlement as well as the pending issues of retirees are not reaching to finality and taking concrete shape causing anxiety and anger among more than 4 lakhs retirees. In view of this position and to strengthen hands of UFBU during the negotiation, it was decided to launch indefinite, long, sustainable and massive and effective ACTION PROGRAMS WITH IMMEDIATE EFFECT in all parts of the country. All 41 office Bearers and 132 committee members gave commitment and assurance to take all possible steps to make the programs successful and to carry it as long as needed by the organization. It was also decided to inform this decision of AIBRF to DFS/ IBA and UFBU leadership. Support of UFBU and other sister retiree organizations will be solicited to make our programs successful. Details of Action programs to be launched are given below.

(i)                  Group Medical Insurance Scheme for retirees was reviewed. All participants were of unanimous view that the premium rates have reached to the unbearable level for most of the retirees and unless corrective steps are taken for reduction of premium considerably it may force more and more retirees to come out of the scheme putting question mark on its continuity in coming days. The central committee further resolved its earlier commitment to ensure that reliable and affordable insurance scheme is available for one and all. It was noted that various suggestions given by AIBRF to reduce the premium were not considered favorably at the time of its renewal in November 2019 despite continuous efforts were made.  However now there are indications from UFBU leadership that suggestions of AIBRF like reduction in bed charges to Rs. 4000 per day, introduction of multiple slabs of sum assured instead of present two, packages for specified deceases, uniform subsidy for payment of premium by banks etc. will be discussed for consideration during the negotiation to ensure that premium becomes affordable for all section of retirees. It was resolved and decided that AIBRF will gear up its efforts for reduction in GST rates on premium as well as hospitalization bills for senior citizens including submission of memorandum to FM and State FMs in this matter. The committee expressed thanks to the leadership of AIBEA for their initiative in submission of memorandum to various state FMs for reduction in GST rates from the present 18 per cent for senior citizens on premium payable on group policy. The committee also resolved that AIBRF would wait for the out come of the settlement on this issue and would explore other options if needed for reduction of premium so group policy can be taken by all section of retirees. It was also decided that AIBRF would make efforts to ensure that AIBRF get bigger and effective role in deciding terms and conditions of the scheme.

(ii)                The committee took note of the status on pending issues of retirees being raised by UFBU leadership during the negotiation on various dates before IBA for consideration and sanction. Issues being raised are (a) Improvement in Family Pension as per RBI formula (b) Updation of Pension as per RBI formula(c) To consider grade pay for computation of basic pension for all those retired in 2012 and subsequently. (d) Improvement in Group Medical Scheme for retirees as per the suggestions given by AIBRF. The committee also took note of the organizational efforts made by AIBRF which included Action programs conducted in the months from April to June 2019, submissions of representations to IBA, UFBU. DFS etc. on pending demands of retirees independently as well as jointly with CBPRO, carrying out cost exercise on pension Updation and submission of our notes to constituents of UFBU and , participations in meetings organized by constituents of UFBU to draw strategy on retiree issues etc. However, committee expressed its concern on undue delay taking place in conclusion of bipartite talks and sanction of retiree demands. After comprehensive deliberations on the issue took unanimous decision to (a) keep close liaison and coordination with UFBU leadership for resolution of   the above 4 demands which were considered ACHIEVEABLE in this settlement. (b) To continue to make all organizational efforts including action programs on continuous basis for early conclusion of settlement and sanction of at least 4 demands in it (c) to seek support of UFBU leadership in our organizational efforts and (d) gear up our organizational machinery at all levels to organize action programs successfully.

(iii)               The committee also did comprehensive review of other pending issues of retirees like sanction of stagnation increments for the purpose of computing basic pension to award and officer staff those retired from 2012 to 2015, pension option to resignees, uniform DA to all etc. and decided to pursue at organizational level for early resolution.

(iv)              The committee did review of various issues demands of retirees which are already sanctioned as per the courts verdict, IBA advice etc. but still not implemented in many banks.  Such issues identified were (a) Non- payment of commutation arrears in the matter of 1616-1684 as per Supreme Court judgment and wrong interpretation of the judgment by IBA/ bank managements on this issue(b) Non- implementation of Supreme Court judgment on 1616-1684 issue in many private sector banks as per IBA advice. (c) Non- implementation of IBA advice on grant of benefit of notional service to specialist officers and pension option to compulsorily retired employees  by many banks (d) grant of stagnation increments for computation  as per the settlement not implemented in many banks    ( e) grievance cell not functioning in many banks even after 10 years of introduction of the scheme (f) non-payment of leave encashment to compulsorily retired employees from 2002 as per IBA advice (g) Non-implementation of Supreme Court decision in the matter of Kool Case by many banks despite IBA advice. (h) Implementation issues of Pension Scheme in RRBs being faced by retirees etc. The committee made appeal to affiliates to take up the issues with the management for implementation on continuous basis and refer to AIBRF Central Office for support needed. Organizational efforts  will be escalated wherever required for solution.

(v)                 Merger of 10 Banks: The issue was raised by many central committee members particularly by those who are directly affected. AIBRF stand is unambiguous and clear. It is against such mergers which are against the public interest and work force. To protect interest of retirees in post-merger scenario, to ensure availability of benefits to retirees as per the best practices and smooth functioning of affiliates in coordinated and effective manner, the concerned affiliates were advised to carry out consultation among themselves on organizational issues as per the guidelines issued by AIBRF and model scheme drawn for 3banks earlier. After getting feedback from them, joint meeting will be convened by AIBRF to take final view on the issue.

(vi)              It was noted by the Committee that  on the basis of follow up done by AIBRF with IBA, IBA has advised member banks to consider payment of arrears in respect of commutation difference as per Supreme Court judgment in the matter of 1616-1684. Many banks have started making payments of arrearsHowever some of our affiliates and activists are of the view that method of simultaneous recovery of commuted amount adopted by banks as per IBA advice is not in accordance of Supreme Court Judgment and extent guidelines of government in this regard. Therefore the eligible retirees will not get correct arrears. Considering this position the committee took decision to constitute sub -committee under the convener ship of DGS Shri S.V. Srinivasan and Vice President Shri T.K Subramanian was constituted who will examine all legal aspect of the issue and suggest future strategy to be adopted in this regard. Separate letter will be sent by AIBRF to the committee in this regard.

(vii)                Organizational issues and developments were discussed and the committee taken note of them. Accounts of 5th National Conference were presented which were approved unanimously. Final Accounts of AIBRF as on 31.03.2019 duly audited by statutory auditors were presented to the house which were adopted unanimously. It was informed that all statutary returns under Trade Union Act have since been filed up to 31.12.2018. Invitation given by V.P. Shri Laxman Rao for holding next central committee in Tirupati was noted. Decision on it will be taken in due course.

(viii)               The Committee unanimously approved proposal moved by GS to create 3 positions of permanent invitees in CC Committee for women in addition to 2 nominated CC Members among women. Further the house authorized the President and General Secretary to finalize the names with due consultation.

(ix)              The committee unanimously identified two macro level issues for taking up with authorities for resolution by AIBRF as part of the society and to serve senior citizens of the country (a) Increase in DICGC Cover for bank deposits in particular for deposits of senior citizens (b) Improvement in terms of deposit scheme meant for senior citizen deposit scheme of the government for better yield and longer duration. The Central Office was directed to take appropriate steps in this regard.

(x)                 The committee also discussed the quantum of ex-gratia payments being paid to pre-1986 retirees. It was noted that they all are Super Senior Citizens with minimum age of 93 years. The present quantum is very paltry and needs immediate revision. It was decided to pursue the issue vigorously with the authorities for increase in it. It was noted with thanks that AIBEA is also pursuing this issue with authorities.

(xi)               The committee thanked  UFBU and its constituents for raising the issues of retirees during the negotiation and decided to appeal them to continue to purse for their final sanction before signing the settlement.

(xii)             The committee conveyed its profound thanks to U.P. State Committee, its leadership and entire team of volunteers and workers for all possible efforts made by them and taking pains to make the meetings huge success. It was noted with happiness that the present leadership of U.P. State Committee has created new enthusiasm and zeal among the membership of the area through their continuous organizational efforts.

 Dear Comrade,
 As per the decision taken in Central Committee Meeting held in Lucknow on 5th & 6th December 2019, subcommittee is constituted under your convenorship  to examine the issue of commutation difference payable to eligible retirees arising out of Supreme Court Judgment dated 13.02.2018. You may kindly examine the following points related to the issue.
 (a)   What is correct accounting method for calculation of arrears and interest thereon as per extent guidelines of the government  to comply with the direction of the Supreme Court judgment.
 (b)   Whether the arrears arising of the judgment can be treated as independent payment of commutation ( not simultaneous payment ) or as a part of original payment  considering the fact that factor of commutation demanded is as of the date of retirement and not date of actual payment  and also payment of interest for delayed period as the court order.
 (c)    What should be legal basis to demand recovery of commutated amount from future date.
 (d)   To examine  the  recent judgment of Supreme Court in the contempt petition filed by SBM pensioners commune in the matter of 5 year notional service and find out whether order contain specific ruling for recovery of commuted amount from future date.
(e)   To examine provisions of Regulation No. 41 of Pension Regulations 1995 and see whether it has specific provision to recover the commuted amount in case paid in parts.
 (f)     Whether banks can recover interest amount  out of 9 per cent paid on commutated amount as per the court order along with monthly installment in addition to the in built interest element  prescribed in  the pension regulations. We find that some bank has adopted this method while
(g)   paying commutation difference. Is not double jeopardy in legal parlance?
(h)   In case banks insist for simultaneous recovery while effecting payment of commutation difference, what will be the risk of recovery from the retirees as seen in recent order issued by BOB.
(i)     In case bank managements do not consider our representations favorably in the matter what are option we should consider to protect interest of retirees and who can be party for legal recourse.
j)     To examine any other point which deemed relevant by the committee on the issue.
  Another member of the committee will be Comrade T. K. Subramanian, Vice- President AIBRF. The committee is requested to examine the issue and submit the report at the earliest to decide future course.

The great advantage of his delineation is he quotes SC Hon Dipak Misras Orders 31/3/2016 & helps linkages of earlier arguments incomplete to be continued with Select Quotations as he has done & cements the missing logic & points & Constitutional validity to be espoused as such ticklish issues too GR has done with unequivocal distinction

3)He has also cited PR 1995 provisions of Fund to be added & strengthened when necessary after Valuation & indicating existence of PU concept in clear & unmistakable terms.

4)Not only that GR has derived useful selective ammunition from DHC Hon Sanjiv  Khanna verdict on Minimum Pension & its connections with thread of Regular Pension as a derivation to concretise our arguments & fortify Legal points even more forcefully than what is already done to give a boost to our case 

5)In fact Sri GRs contribution right from start has been immaculate & I really appreciate his Tenacity & Recordkeeping which enables him to insert equivalent provisions with felicity 

6)My congratulations to him ,he has opened up a great sense of optimism & hope & pre8:97 Pensioners most elderly & aged must be happy that Sri MPA leading team of worthy committed Members & GR lending more than a helping hand to swim thro the ocean of labyrinth we have been studying & digesting & amending where necessary , substantiated by logic & data & quoting in what manner & circumstances violation of Constitutional provisions has happened & thus paving the way for PU from that Earliest date when such Breach has taken place to the Detriment of Elders & Pensioners

7)They must rightfully get what they deserve & so legitimately by LIC PR 1995 as Base & Yardstick, when Govt Selectively takes ONLY what is beneficial to them as NOT applicable to LIC , we & our Sr Counsel must doggedly present  beautiful case for Holistic PU & NOT Piecemeal PU & with all the might he can & must penetrate such negative layers and veil of gungut to get Full. Arrears from Earliest effective date 1/8/97 but NOT Prospective as Outlay till 2016 had already tallied of OURS & LIC & That principle LIC Pundits followed in their worthy Estimates be carried thro till latest SC SLP Orders finally after 5/2/2020

8)If Govt is adamant not to take CG Rules be that as it may BUT Hon Bench must be convinced of sticking to LIC Rules & LIC provisions which clearly & unmistakably supports us 
          We need not mention ,  as was alluded that after2016, year after year they can draw suitably from PFund  .Rigmarole of Pension Fund will draw delay & LIC hereafter shd not be allowed to wallow in confusing the Bench of NB to be spoiled, financial base will be thwarted etc

9)As Mr Agnihotri used to say, Start from 31/3/2016 where hidden Admission of PU for us is noted but Few loopholes Hon Misra justifiably wanted to include for future hearings We are on that March & delightfully & beautifully it gets now a shine & a luster & so Strident positively for a healthy qualitative Push 
If none else, Sr Counsel must optimistically take responsibility & authentically plead , some points I gave while analyzing NABARD on his role to be elevating &'of real true professional standards as he himself said this is one such case, where Victory will boost him& his image & popularity

I found in him such a genial person with pleasing manners & an obedient countenance with speed & alacrity comes his response & so too his readiness to involve & participate .Deeply indebted to GR 
      LIC gives Newspaper reimbursement, will they get or  give this genuine reimbursement for a host of ancillary Jolonet bandages,cotton pad & balls, select plaster & tight crepe bandage after copious application of Liquid paraffin , the heart & soul for such grave Cellulitis I pray no one gets it .Enough is enough 
    So yesterday talk with MD, apart from inducing him to positively ask CO to Issue instructions to ALL LIC offices , on the basis of RBI Notification , that Pension must be credited on 1st of Every Month irrespective  of Saturday, Sunday or Holidays etc,

i)Group Mediclaim Policy ensuing year must witness fresh air of empathy, Option to be given for those left out which shd have been done earlier but not done,
ii)Spl Report Charges quoted for many Reports low & So reduction of reimbursement, New Techniques & Accessories cost high & to be included,
iii)on death of RP, FPensioner  be allowed to choose whatever with CSA intact, &
iv) in view of RP & Spouse spending a lot of money on Fee, Prescriptions, Injections, Medicines & 1 more round many times , So LIC must get benefit for Pensioners Allow Yearly maximum upto 5per cent of CSA as reimbursement with proper prescriptions & receipts
I added last year was a Repeat of Earliet Year with premium rise of 13 percent & further with lot of criticism on GST , LIC shd not be burdened for Staff& Pensioner Welfare Family Floater a colossal rate & discussions point out to simplification & a reduction can save a lot of money for which benefits must be suitably added & enhanced .

All our unions and members are already aware that the National Convention of Workers comprising of all Central Trade Unions viz. INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF and UTUC along with various independent Federations and Unions in different Sectors have given the clarion call for National General Strike on 8th January, 2020 to oppose and protest against the increasing anti-worker policies of the Central Government.
Our country and the economy are facing a serious economic slowdown, continuing job-losses, sky-rocketing unemployment, widening impoverishment, faster decline in income, reckless privatisation of national assets, destruction of indigenous manufacturing capabilities leading to deindustrialization and abnormal rise of economic inequality in the society.
 The Central Government is pursuing anti-people economic policies targeting the democratic rights and livelihood of the mass of the people. Their attitude is becoming more and more undemocratic as seen in passing the Wage Code Bill in a hurry, introduction of the Bill on Code on Occupational Safety, Health and Working Conditions, introduction of retrograde Code on Industrial Relations, Cabinet approval to Code on Social Security, amendment to the RTI Act to weaken it, etc.
The Central Govt. not only failed to respond to the genuine demands of the working people, but has continued its brazen aggression against the rights of workers in the interest of their Corporate masters. Collective bargaining, bipartism and tripartisan are given a go-by. Labour laws are being sought to be overhauled in favour of the employers’ class.
Public Sector undertakings are being sold away and privatised. Defence production, banks, insurance, Railways, ports and road transport, coal, power, steel, petroleum – no sector is spared.

   In the banking sector, we find that the Government’s policy is privatisation and unwarranted merger of Banks despite our vehement protests. On the other hand, the main issue of recovery of corporate bad loans is being ignored and concessions are being given to the corporates while service charges are increased for the common people.

Our legitimate demand of wage revision for bank employees and officers is being unduly delayed. Employees recruited after April, 2010 are deprived of defined pension benefit. Our genuine demands like 5 Day Banking, etc. are being ignored by the Government. Employees and officers are suffering from heavy workload and adequate recruitment is not being made in Banks. Similarly there are attacks in RBI, Co-op. Banks, RRBs, NABARD, IDBI Bank, etc.
Workers are the creators of wealth. But workers are being attacked and deprived but those who exploit the workers are being given velvet treatment.
Hence it is necessary to oppose the anti-people and anti-worker policies of the Government. That is why the National Convention of Workers has given the call for a general strike on 8th January, 2020. More than 25 crores of workers all over the country are expected to participate in this protest action.
   Since we are equally concerned about these attacks on the workers and we are equally affected by these policies of the Government, it has been decided to support and join the strike on 8th January, 2020 on the following demands:
                   • In support of charter of demands of National Convention of workers
                   • Against banking reforms and unwarranted merger of banks
                   • Demanding stringent measures to recover defaulted loans from Corporates.
                   • Expedite wage revision and related issues
                   • Adequate recruitment in Banks

37TH PENSIONERS’ DAY
Shri D.S.Nakara was born in 1914, entered Central Government Service in 1937, retired in 1972 as Financial Advisor in the Indian Defence Service Audit & Accounts and sought judicial  remedy on pension related issues by fighting relentlessly for ten long years raising the following pertinent questions:

F Are petitioners entitled to receive superannuation or retiring pension under Central Civil
Services (Pension) Rules, 1972 and if so, whether they form a class as a whole?
F Is the date of retirement a relevant consideration for eligibility when a revised formula for
computation of pension is ushered in and made effective from a specified date?
F Would differential treatment to pensioners related to the date of retirement qua the
revised formula for computation of pension attract Article 14 of the Constitution and an
element of discrimination liable to be declared unconstitutional as being violative of Article 14?

   These pertinent questions were debated by 5 member Constitution Bench of Supreme Court presided over by Chief Justice Y.V.Chandrachud in the WPs Nos: 5939 – 5941 of 1980 popularly known as D.S.Nakara & Others Vs Union of India.

The Apex Court, on 17.12.1982, in its landmark judgment answered the questions in favour of the pensioners in the backdrop of a Welfare State and bearing in mind that pension is a socio-economic justice measure providing relief when advancing age gradually impairs capacity to stand on one's own feet. Pensioners in India, therefore, celebrate this day as Pensioners' Day to salute and gratefully remember Sri D S Nakara who fought for several years to bring dignity and grace to the pensioners fraternity in the fading years of their life through this Supreme Court Judgement.
It would be of topical interest for us to go through the following, extracted from D.S.Nakara Judgement on Updation of Pension based on Revision of Pay Scales: “… Revised pay scales are introduced from a certain date. All existing employees are brought on to the revised scales by adopting a theory of fitments and increments for past service. In other words, benefit of revised scale is not limited to those who enter service subsequent to the date fixed for introducing revised scales, but the benefit is extended to all those in service prior to that date. This is just and fair. Now, if Pension, as we view it, is some kind of retirement wages for past service, can it be denied to those who retired earlier, revised retirement benefit being available to future retirees only?”
Unfortunately, we find constant attacks are being made to water down and nullify the spirit of the above Supreme Court judgment by Bank Managements, IBA and the Central Government, who have been displaying an apathetic and negative attitude over the long pending demands of bank pensioners.

Bank Pensioners find that all of them are on the same page in ignoring the well laid principles enunciated in D S Nakara’s judgement in their attempts to deny the benefits of Full Neutralisation of Dearness Relief, Pension Updation etc. Even before various judicial fora, their constant refrain has been non-applicability of the D.S.Nakara’s case law and non-availability of specific provision for periodical updation of Pension as per Pension Regulations only for procrastination by differentiating between a Non-Funded Pension Scheme as in the Government and a Funded Pension Scheme operational in the banking industry. We wish to pointedly focus to the decision of the Central Government in respect of RBI Ex-employee Pensioners. Even though a case is pending, in the matter of Pension Updation, in relation to granting updated pension to RBI pensioners and though RBI Pension Regulations stipulate a Funded Scheme, the Government has notified Rules for increased pension for retirements upto November 01, 2012 with proportionate increase for different generations of RBI Pensioners. We hold that the Judgement in D S NAKARA Case is applicable to Bank Pensioners as well and the rationale there under makes them eligible for periodical Pension Updation and recent measures in RBI only fortifies our caseWe demand of the Bank Managements, IBA and the Government to shed the inhibitions, not to delay any further, but to immediately concede the demands of Periodical Pension Updation and also to decide positively on other demands including Uniform Rate of Family Pension at 30%, Full Neutralisation of Dearness Relief for entire basic pension to all Pensioners, Subsidisation of Medical Insurance Premium, Consultative Structured Mechanism for redressal of grievances of pensioners at the apex level etc. Even after retirement, pensioners are making endless contributions to their communities and paying back to society. They continue to contribute as family care givers, as workers, consumers, volunteers and taxpayers. They stand shoulder to shoulder and move hand in hand with fellow citizens in distress. Even in death, they give life & vision to the needy through organ donation & even donate their bodies to facilitate research by the younger generation of doctors’ fraternity. Bank Pensioners in the fall of life yearn for equality of treatment which is being meted out to those who are soon going to join and swell their own ranks. While we join rest of pensioners fraternity on this 37th Pensioners’ Day, expressing our gratitude and paying tribute to Sri D.S.Nakara, we, as a part of our National Organisation, All India Bank Retirees’ Federation (AIBRF) the mainstream of Bank Retirees’ Movement, express our firm determination to carry forward bank pensioners’ struggle for realisation of our long pending core demands. HAPPY PENSIONERS' DAY AND LONG LIVE RETIREES' UNITY.

Today, Legal Notices have been issued to all Banks, Govt. of India and Indian Banks Association, regarding payment of Commutation amount recovered from the pensioners, in the following cases :
1.   Payment of arrears in respect of VRS – 2000/2001 by implementing decision of Hon’ble Supreme Court in Bank of India Vs K Mohandas’s case, paid during 2009, when the Banks recovered Commutation amount from the date of retirement, instead of date of Commutation/payment ;
2.   Payment of arrears on account of Bipartite Settlement/Joint Note dated 27.04.2010 in respect of those who retired on or after 01.11.2007 till the date of payment  ;
3.   Payment of arrears on account of Bipartite Settlement/Joint Note dated 25.05.2015 in respect of those who retired on or after 01.11.2012 till the date of payment  ;
4.   Payment of arrears on account of extension of benefit under Regulation 26 ;
        5.   Payment of arrears on account of extension of benefit as ordered by Supreme Court on 13.02.2019 ;
            6.  Payment of Commutation recovered from Exit Policy/CRS/VRS 2001 (15 to 19 yrs 6 mths +)
We would be filing Writ Petition during second week of January, which would facilitate establishment of law regarding this issue, without allowing misinterpretation.  It is surprising to note that some are trying to invent two different Commutation provisions, one for 1616-1684 and another for VRS 5 years, case.  Unfortunately, Division Bench of Kerala High Court has opined that G Palani's case has not dealt with VRS - 2001 five years case.  But, some legal luminaries are saying our Contempt Petition is regarding our five years' case.  In fact, in our Contempt Petition, we have not raised non-implementation of five years issue or anything relating to five years issue at all.

We have filed one more Contempt Petition in Supreme Court, two more immediately after reopening of Hon'ble Supreme Court and would be filing Contempt Petitions against all Banks, immediately after Hon'ble Supreme Court orders payment of  benefits which we are praying for.

9)Former LIC CHAIRMAN Sri MGDIWAN is no more : The news of the death of an illustrious former LIC Chairman Sri MGDiwan  is a rude shock.Sri MGDiwan was a genial & amiable personality.For the highest post of a Chairman he occupied,he displayed a loveable character,an endearing person,without any  airs whatsoever.It was his special & remarkable quality that he firmly & unequivocally  believed in spread of information & started Chairmans Newsletter Monthly radiating all important & critical  news on all fronts for Officers & employees.That was admirable as it reduced communication gap & kept all HODs ,CO & others on toes to maintain their depts spick & span.Half the world does not know how the other half lives & this tool he handled deftly to create openness ,frankness & transparency.
 ------------------------------------------------------------The most memorable Event I recall was the Opening of Temple of Learning,Jeevan Vidya, ZTC,Prithvipakkam, Ambattur,when I was Principal, ------in record time shifting from Hotel Kanchi Egmore to Jeevan Vidya, a  grand & spacious  5 acre plot, & anything & everything all Trainees of all hues & colours need,food for thought & food for the belly with indoor games,gymnasium,Library with rich collections, he admired .When I requested him to pen a few lines in Distinguished Visitors Diary, he said why not & wrote,which I cannot forget to this day, “if the outside environ of ZTC,SZ  is any indication of its expansiveness, I am sure judged by the curriculum well planned & executed & its releases ,ZTC has already started outwitting MDC ”-----------
       Such an important Landmark Day of ZTC, SZ , Sri MGDiwan graciously accepted our invitation & we Faculty & all of ZTC considered fortunate & lucky ,amidst an ocean of Special Invitees & also Special Secretary,Insurance, MOF Sri NRRanganathan,immensely pleased with all arrangements.  
     Sri MGDiwan has left a deep impress of his personality & it is our bounden duty to follow his footprints, & emulate his qualities of head & heart.May his tribe grow.We pray to the Almighty to bestow strength & fortitude to his family to bear this irreparable loss .
