                        Re: AIBRF DELEGATION MEETING FINANCE MINISTER SMT. NIRMALA SITRAMAN
                              IN DELHI ON 30.06.2021 ON PENDING ISSUES OF RETIREES
 
As you are aware AIBRF has been continuously following issues of retirees pending with the central government for final approval. Proposals for Increase in family pension and ex-gratia amount to pre-1986 were sent by IBA for approval almost 6 months back, but still pending for clearance. It is causing anxiety and disappointment among retiree community.
2. In order to follow up them at the top most level, AIBRF sought appointment from the Finance Minister in Delhi. She was kind enough to give appointment at very short notice.

3. Accordingly, We are happy to inform you that AIBRF delegation consisting of Deputy General Secretary, Shri Mitra Vashu, Organising Secretary, Shri Suresh Sharma and Organising Secretary, Shri V. K. Juneja met the Finance Minister SMT. NIRMAL SITRAMAN at her residence in Delhi on 30.06.2021 and submitted the following memorandum to her as a follow up measure to  invite her attention on undue delay taking place in sanction of family pension and ex-gratia amount and to request her to clear the pending proposals at the earliest. Copy of the memorandum submitted to her is reproduced below.  
 
4. She listened the members of delegation on the issues very patiently and informed that she is fully aware on the proposals. Government officials are on the job and final approval on these proposals will be given soon.  She also assured the delegation that Updation issue is also under process and final decision on it will be taken soon. DGS Shri Mitra Vashu conveyed profound thanks and gratitude to her on behalf of the organisation and lakhs of bank retirees for taking very positive stand on long pending issues of bank retirees and because of this they are likely to become reality soon.
 
5. Friends, we assure that AIBRF is committed to take all possible steps to follow up the pending issues on continuous basis for early clearance.  We request you not to get mislead with unauthenticated messages being spread by some disgruntled elements.

                                                     Re: Pending Issues of Bank Retirees.
We are extremely grateful to you that at short notice you have agreed to meet AIBRF delegation and receive memorandum on pending issues of bank retirees. We convey our sincere thanks for showing this positive gesture towards senior citizens belonging to banking industry.
 
2.  Bank retirees are very happy to find that you have been quite sympathetic and positive towards their long pending genuine demands like increase in family pension, updation of pension as expressed by you in your speech delivered in last AGM of Indian banks' Association, your interview on updation of pension in banking industry appearing in print media and meeting women delegation of our organisation in Bangalore in February, 20 and giving them pertinence hearing on pending issues. Your this positive gestures have created new hopes among bank retirees and they feel confident that their decade old pension related issues will get resolved during your tenure as Finance Minister of the country. We convey our greetings to you and express our millions of thanks to your dynamic leadership on behalf of more than 2.5 lakhs bank retirees.
 
2. All India Bank Retirees' Federation (AIBRF) is apex level organisation of bank retirees coming from Public Sector, private sector, foreign, RRBs and cooperative banks. It is in existence since 1995. Present membership of our organisation is more than 2.5 lakhs.
 
3. We wish to invite your kind attention on the following matters/ issues of bank retirees pending at government level for final sanction/ approval.
 
(a) INCREASE IN FAMILY PENSION: We are grateful that due to your personal intervention, in the last wage settlement signed in banking industry in November, 2020, specific provision was made to enhance family pension to 30 per cent, at par with RBI and government sector. It was need based and very much required to provide dignified and respectful life to about 90000 family pensioners, out of it about 95 percent of them are women, after death of their spouses.
We wish to bring to your kind notice that despite the above provision in the settlement, final approval from the government is yet to come though about 7 months have passed after signing of the settlement. This delay is resulting in to anxiety and disappointment  among family pensioners who are otherwise also waiting for last 10 years for this increase.
We seek your personal intervention for early approval of the proposal at the government level We shall be highly grateful to you for your gesture on the subject.
 
(b) INCREASE IN EX-GRATIA AMOUT TO PRE-1986 RETIREES AND SPOUSES: It may be mentioned for your kind attention that those retired before 1986 are not eligible for regular pension as per terms and conditions of pension scheme applicable in banks. However, they are given lump sum amount by way of ex-gratia payment. After death of the retiree, surviving spouses are also paid ex-gratia amount. Presently it is Rs. 350 p.m. plus variable DA for retirees and Rs. 150  p.m. plus DA for spouses which was revised about 7 years back. This amount is very low and paltry by any standard in the present environment. Surviving retirees and spouses belonging to this group are presently 2500 in banking industry. All of them are 94 plus old and are super senior citizens.
 
We understand that IBA has sent proposal to increase ex-gratia amount to the above group of retirees some time back and the same is pending at the government level for approval.
 
We shall be grateful to you if you will kindly ask the concerned officials to accord approval on it at the earliest, It will be great service to these Super Senior citizens.
 
 
      ( c) UPDATION OF PENSION IN BANKS : We all bank retirees convey our thanks and gratitude to you for giving new dimension to very core issue of updation of pension  of bank retirees which was not moving for more than two decades and creating huge gap in pension to those retired in past and retiring now causing financial hardships to old retirees.
With your intervention, we are happy to find that things have started moving in banking industry and we understand IBA has started exercise to work on updation. However , we note that matter is moving extremely slow. In fact retirees were expecting updation benefits to come in the last wage settlement signed in November 2020 itself.
 
It is our humble request to ask DFS and IBA officials to complete the exercise in time bound manner and give benefit of updation at the earliest.
