Friends & Comrades,
1)I was scratching my head,what further to do,what more steps we all must take,what is Luck,what is Pluck,is it not necessary for any worthwhile Organisation to formulate its decision in reasonable time,& Above all,the Final Controller of our Destiny, the DFS & MOF & at Crown level PM,the Highest Authority to oversee, independently ,if any WRONGS are done,in any manner & form & to render proper Advice & Order to the Deciding Authority to render Equity & Justice to delayed,harassed Citizens or Victims of such continued wayward behaviour.
If individuals persistent, dedicated,cogent presentation umpteen times to PMO meets with same fate of round & round the files ran & ultimately,Departmental decision ONLY prevail to the utter dismay of the Complainant with a genuine ,all-pervasive Grievance, the Appellate Authority has signally failed in discharging the obligations enjoined on it.This is a fundamental flaw in governance,each Authority considers it as Laxman Rekha,& broods or thinks,it is not my province !
2)It is a tragedy of the times we live in,that even though the Subject matter is very prominent & pertinent,yet communication between them is so mechanical,each is sure the problem will remain a problem.If on the other hand,we feel that LIC Top Mgt is weak or does not assert itself,we are not fair, as the Higher State Authority,Hon FM or Apex PM does not want to partake or cede some of its Powers to LIC & even if the air is thick & full that LIC & such Institutions must have Autonomy on administrative & financial matters, Yet, that will remain on paper & not allowed to enjoy even if Results are delivered & Public praise is showered. Coolly they retreat to its old ,outdated dictatorial ways of conduct of governance with full freedom unfettered.
3)Employees Unions themselves have lost lot of clout & power,after insurance was privatised,all knew that rhythm of progress & surplus must be maintained, that productivity be enhanced at all levels to maintain Market share in policies & premium,then only wage accord can be respectable & satisfy the cadres to a large extent.Pensioners Assns/Fedns are weak,here also many function,sometimes at cross purposes to gain limelight & wreck fast progress in resolution of legitimate demands & grievances.Govt pronounces its sacred policies to Elders,Sr Citizens & Super Sr Citizens & announces Sr Citizens Policies & Programmes.We all find progress slow & tardy.
4)Why, even when Pensioners are dragged to Courts,High Courts or Supreme court, years passby, delay & procratination & Decades of Writ petitions & SLPs are languishing.This is in spite of the fact that National Litigation Policy considered as sacrosanct is ditched & violated adversely affecting the welfare & progress of Pensioners whose Voice is feeble.Added to this ,Insurance Industry is the only industry where Employees do not join hands with Pensioners & hence weakens Pensioners Movement.Even in RBI when Employees join RBREA ,you have seen from My elucidation how Govt thrust in 3/2019 a Perverted Pattern of Prospective Pension Upgradation, No arrears therefore,Family Pensioners totally ignored, Multiplier Factor for earlier settlements too low,Shock ,Dismay & frustration of loss ranging from Rs 2.5 lacs to Rs 65 lacs,all decades of Submissions,Meetings & dharna before Board of no consequence, 3/2019 on wards entreaties to resolve & restore inadequacies & insufficiencies not met with Solutions,waiting for Wage revision.
5)I have written to Sri CTJoshi,SDM Retd & Brain Trust of NOIP who have also fallen into the trap to Modify their Letter to LIC Chairman it must be Retrospective & from the date when Anamolies in Pension & Discrimination in DA/DR arose.Our AIRIEF LSGroup is uptodate & thorough even to the minutest point.It is our bounden duty to strengthen their hands & not dissipate at this critical juncture when Hon CJ may announce decision for face to face discussions in deserving cases; if ours pending for 23 yrs is not serious, which one is ??Elders,Sr Citizens,Human Rights as 18500 pensioners have died & are dying
6) SO,last 2- 3 weeks,I was contacting CO Mumbai Lady Officer promoted to ZMSelection Scale/ED after sonehow getting her Mobile No.She patiently listened & made remarrks & reactions,Bapre, Wow etc when I narrated our Voyage of PU,MOF procrastination etc.She told me she is yet at Mumbai,not so well.Later when I phoned, she attended the phone & I was shocked to hear she has mild Covid19.i excused myself & said I will keep in touch much later.
6) Then when I phoned her few days before, she said she will proceed to Delhi, report on Monday.I tried to contact her after a week of her assuming charge as LO/ED ,ZO Delhi .but she might have been busy.
7)AGAIN,therefore, as time flies,& even my health is deteriorating with VVeins both legs swelling & wound healing only slowly & Heart Atrial Fibrillation DABIGZA 75 NOT available,only 2nd or 3rd substitute perhaps Online,I took bold,contacted ZM ,North Zone, today evening,PA was kind enough to note my Name & problem to be aired to ZM.I wished him well,narrated in brief our Main Pending Issues of Family Pension to be 30 % of Basic Pay, instead of present truncated one passed in Oct 2019,& Another Board Resolution of July 2019 rectifying the anamoly of officers retiring within 10 months of current Wage accord to prevent loss of pension & juniors getting more pension than Seniors by adopting Last drawn Basic Pay or Average of 10 months ,whichever is higher or favourable to retiree.I told him the case of FP Mrs KPNarasimham getting pittance of Rs 13,325. I pleaded that 2 years are getting over ,even for these 2 BRs .LIC CO would have done followup .
8)I congratulated for the best ever WAGE settlement & reiterated Delhi is also our Hope & Prayer for strengthening the contacts with DFS & even Hon FM as she has pronounced in no unmistakable terms ,at IBA Wage concluding talks recently that Pensioners have to be taken care of,Family pensioners must be given their due, & old, older group pensioners get pittance of pension &so Why not fit them in respective Scales of Current pay for their Cadres. Indeed to us,it looked as though she was thinking of our SLPs ! After Dec 2020,when 2 Pensioners Fedns met her after 2/3 months ,she asserted do you mean I will say something & get away,NO,what I talk, I do carry out ,remember .
9)I told ZM to please empathise with us Pensioners with such poor pension & 18500 have died,FP shot up to 35% & 40 % to RP in Zones & so there is a crying need for resolution of Pension Upgradation,which right & left, Govt has showered to all including loss making BSNL & MTNL ,but a Kamadhenu of LIC & FM waiting to speed up IPO,all deserving grant of PU with joy to frustrated pensioners awaiting longlong pending solution.
ZM said he will try his best, he knows some 2nd Batch,I told him Sri KVNatoo ,late ,ZM NZ Delhi, is from our Batch of DRs only etc . I also told him about LO/ED ,he said she has joined.
