Gist of talks with EDPer ,CO 15/7/21 morning

1)Fortunately I was able to get connection & talk to EDPer .I congratulated him for the optimistic consummation of Employees wage settlement & the handsome rise in salary coupled with allowances & the provision of Special Monthly Allowance upto a maximum of Rs13,500. Such flexible packages go to strengthen Management Empathetic thinking to boost total salary & per month rise.
I said it is already time now for Mgt to prove their inherent desire to resolve many pending issues of Pensioners & the sad , shocking news of many Pensioners & their families falling victims to deadly Covid 19 must prompt Top Mgt like you ,Sir, to pursue vigorously the solutions for the various grievances pending for a very long time & to announce benefits for such pensioners
2) I narrated that 2 Board Resolutions of July 2019 for removing Anomaly of Seniors retiring within 10 months of earlier Wage settlement getting less Pension than their Juniors is redressed by accepting Last drawn Basic Pay or Average of last 10 months Basic Pay whichever is higher or beneficial to Seniors
Sir, getting a remedy for pending problem takes enormous time & after Solution is found, that too through a Board Resolution ,when every Authority talks of independent Corporate Governance , 2 years over , repeated fup done by Pensioners Fedns, is retrograde governance & high time Autonomy practiced as time moves fast & Pensioners frustrated
So too when Family Pensioners who hitherto went unheard, unwept & unsung , great relief we all felt as October 2019 BR resolved happily accepting FP as 30 percent of Basic Pay & so annoying restrictive Appendix V disappears . But here again still near 2 years over & Govt Notification not released is nonchalant way of dealing with Elders & so-called Founders
I pleaded these 2 immediately positive announcements should come to enable us to Congratulate him
3)I brought to his Kind attention that 2 months before I spoke to Chairman to secure promised age related rises from age 80 onwards every quinquennium in Basic Pension & also fup with a comprehensive outstanding problems of Pensioners thro Email. That also must be getting your attention as Govt gets busy with other agenda & sooner he drives home the Urgency of long pending issues resolved,Pensioners Fraternity will be grateful.
He interjected soon they will also join our tribe & I asserted humorously that all the more such fine Seats of power must close such issues with a positive solution to radiate happiness on the faces of Pensioners & join & rejoice in our company. Pension increase of 20 percent, 30,40,50,& 100 at ages 80,85,90,95 & 100 . Pensioners alive at such ages beyond Octogenarians are a small number & he must concentrate on this legitimate issue & announce acceptance happily for which we shall be grateful.
4) I mentioned that a great deficiency & lacuna for poor Pensioners is CMB Cash Medical Benefit on Same rates as for Employees is still not granted & added woes & high expenses for Domiciliary for Pensioner & Spouse robs of paltry Pension & Covid has added insult to injury
I added that in my talks with worthy Chairman & fup Email also clearly the app Outlay for all 60,000 pensioners, on the basis of percentage of classes of Pensioners Class 1,2 , 3 & 4 at current rates of CMB in latest wage settlement amounts to a mere ₹ 91.50 crores & so Chairman can invoke his powers for a genuine grievance & a modest Outlay. I wanted EDPer to take up health & tranquillity issue like this seriously & announce positive decision .When for Employees new & newer forms of Extra benefits are conferred, Sir, is it not necessary such zones of discretionary powers be more quickly &liberally granted to more deserving Pensioners suffering heavy monetary loss .
I pleaded for early disposal as Pensioners never got any arrears , unlike Employees latest handsome bonanza , arrears, allowances & other perks It now behoves on him to clear these genuine grievances & issues quickly as many many deaths of Pensioners due to Covid19 & this Sorry tale must be compensated by his earnest & steadfast decisions expedited
5)I enquired about issue of Life Certificate for Pensioners ,he told me no hurry about Date & added Software is getting ready, may take little more time & they will then announce, when I said from August , it was extended to December. I cautioned him again that we Pensioners must be able to operate & secure the Life Certificate , sitting at the comfort of residence & whether Corona or not, such simplification is a must for aged, infirm old, older Pensioners to fulfil easily .
He agreed with the proposition
6) I told him the genuine difficulties during Covid period regarding Physiotherapy after Hospitalization,wherein Rs 40,000 provided for 1 month before & 2 months after , but hardships are faced as Physio also finds difficult to come regularly & Pensioner also to be careful either for him or spouse. When spouse is bedridden &'situation grim, I appealed &suggested that period must be graciously extended beyond 2 months by another 2 months & preferably as a 3rd wave expected,till the expiry of mediclaim policy period
He said individual cases need sympathetic response for extension . I gave details & he agreed to grant as a special case in view of dire extenuating circumstances
7)Last I told him earlier years right from Chairman Sri DKMehrotra , it was decided that All Circulars affecting directly or indirectly Pensioners used to be sent simultaneously on release to facilitate quicker transmission by Pensioners Fedns & such Names are already with Manager Personnel CO entrusted with prompt Despatch of Circulars He readily agreed to tell his Officers to resume this practice
