Our Case in SC:
All of you must be aware of the last, almost sudden appearance of our Case (on pension upgradation) in the SC on the 7th of July 2021. I had immediately sent information through DK—68 about how our item listed as 14, came up within one hour of the Court commencing the proceedings for the day, and how almost instantly the judges realized that ours was not the kind of case that could be blown over quickly, like the earlier ones. They alerted the Advocates on both sides, saying this case may have sufficient matter to go on for more than a full day, and asked the counsels if they were ready now to start, or if it could be put off by 4 weeks. With the very short notice that they had, our Advocates were obviously inclined to accept the offer to push it for another date, 4 weeks down the road.
Before moving on to item no. 15, they asked the counsels to submit a synopsis of their case to them, well in advance of the date of next hearing, which has then been fixed as 10th of August 2021. The synopsis is a paper which the judges will go through, to quickly understand the case, before it comes up for a full Hearing. We have, after due consultations between the different Petitioners, and our own resource persons within, including the legal brains of Sri G N Sridharan, Sri Basudeb Das, Sri V K Jain, and Sri M.Arunachalam finalized our Synopsis and sent it across to our Advocate on Record Sri Rajiv Garg, who will be our main spokesperson in the Court this time too. It was thought wiser to not commission our Senior Advocate on the 10th of August also, so that seeing how things progress on that day, we could still retain that option for later.
Existence Certificate:
Since it is the month of August that brings back the routine of submitting Existence Certificate, we thought of writing to the CO in advance, for additional time for submission, this year too, as it was done the last time. The last time around, the CO Circular, as it was originally issued in August, did not carry the extended time limit for submission, and we had to vigorously follow up with them before it was extended up to December finally. Dear Sri Guptaji,
You were good enough to extend the time-line for submission of Existence Certificate last year. Since we are once again in the Lock-down mode in several states, the same compelling reasons are there for a similar extension of time for the current year too. I think I need not specially point out details of difficulties for the senior members to move out to get these completed and sent to CO. I would therefore request you once again to consider extending the time for submission of these , as and when you send out the CO communication on this matter.

Fixation of revised pension & payment of Commutation difference for post 1-08-2017 retirees
We have also taken up with the ED Personnel CO, regarding the remaining issues to be covered for pensioners who retired post 1-08-2017 – Pensions being re-fixed based on the Revised scales, and Difference in commutation amount being paid out to them. Letter to ED dt. 20-07-2021, written in this context is also being reproduced here.

Dear Sri Dubey,
First of all my sincere greetings to you on your assuming the responsibilities in CO as ED (Per). Though it is already some time since you assumed the chair, I am communicating with you directly for the first time, and hence this.
As part of follow up actions on the Wage settlement dated 1-08-2017, the CO had instructed Divisional Offices vide Circulars 266, 276 and 268 dt 19-04-2021 covering three aspects of Arrears of Salary, Difference in Leave Encashment and difference in Gratuity to officers who had since Retired. These things have been taken through, and what remains to be done relates to Pension Fixation, and difference in commutation amount to be received. We understand from the ZOs that specific instructions on these have not been received from the CO. The purpose of this message is therefore to request that these matters concerning the Pensioners be also speeded up, as there has already been considerable delay. I would be grateful for a line in return confirming action from the side of the CO.

Updation of Pension in Banks
A number of messages from Bank Pensioner groups are being received, giving up-dates on progress of steps taken in connection with the matter regarding Revision of Pension and Family Pension. All of them say that things are moving, that IBA has agreed in principle for 100% neutralization of DA for pre-2002 retirees, and that the Govt. is likely to issue the official communication on pension up-gradation and Family pension together, in one announcement before the 15th of August. We will have to wait and see.
As for our longstanding issue, of credit of pension on the 1st of the month, the RBI system of credits into Bank Accounts going 24x7, is to start out in the month of August 2021, and after the month of August, if any of our members, positioned anywhere in the country, still have difficulties on this score, we would like to be informed so that we could pursue it further to have it set right.
