1)Born on 1st Sep,1956,LIC,from an infant.grew to boyhood,then adulthood.a Giant,celebrated the Golden Jubilee on 1/9/2006,has earned ever so many accolades, ‘ a jewel in the crown, a world-class organization’ .Its Logo & Emblem-Yogakshemam Vahamyaham—Thy Welfare is Our Responsibilty--became household memory. ’In the humblest of homes,our flame burns bright & Hands that protect,Hands that serve’ ,are no idle boasts.
2)We are all LICians first & LICians last.Live your Dreams, don’t dream your life ,Convert Dream into Vision.Insure & be Secure,We know Indiabetter,Zindagike sath bhi, Zindagikebadbhi .LICians dream, they envisage vision,LIC itself is an ensemble of Raga,Bhava,Thala of employees,field force & policyholders/stakeholders. Privatisation & competition have only added grit & determination enabling LIC to emerge stronger & be adored as a respectable & undisputed Market Leader. As a multi-dimensional organization, LIC has the potential, power & potency to don this new Avatar, don it must & don it will.
3)I used to term our LIC
human resources as an assorted Brittania Cream biscuits, take any discipline,
Actuary, Accountant,Investment Experts, Engineer,Underwriter,Personnel &
HRD Experts,Trainer,Marketing Experts, Dynamic
Agents & Vibrant Development Officers & Field Force, Humane
Policy servicing Administrators,right from proposal to Policy to
Claims,Symphony in Architecture as Sri Ghadiali used to describe then LIC Buildings,so
Architects , IT Experts,name any, LIC has a distinct resource base that merrily
carries through higher & higher. This is LIC’s crowning
glory.
4)Staggering Total
Income,Booming,Solid Life Fund,ever-growing surplus, a Maharathna in reality,
a True National Gigantic Institution in every sense of the term, unalloyed
praise from every quarter,Awards & Accolades galore.Former FM Sri
PChidambaram thundered,there is no better 3-letter word than L I C. Sri Arun Jaitley FM ,when he visited
“Yogakshema” on 9th January,2015, observed, ‘the
Country depends on LIC to a great extent. LIC is a Role Model of how
a state sector instrument can, while maintaining arm’s length
distance, take prudent commercial decisions and LIC has done exceedingly well.’ Recently.Hon
FM Mrs Nirmala Sitaraman after such a glorious 31 March 2020 &
March 2021 wondered how when many other Organisations failed or had setback,LIC
maintained its rhythm & vibrancy & retained its market share.How
comfortably,LIC Chairman,with a mission,secured a dream,handsome
Wage settlement to the satisfaction of all employees. What more testimonials
needed !
5) We all felt
enormous pleasure in celebrating the “Diamond Jubilee” of our lovely
institution LIC OF INDIA –“PRIDE OF INDIA”. A Diamond Jubilee celebration is a
distinguished landmark in the journey of any organization. LIC has established
itself in this journey of SIX DECADES as premier financial
institution. LIC maintains its leadership and No. 1 position even after 16 yrs
of long competitive era.
6)LIC has always been
praised by our National Leaders not only for spreading message of life
insurance in every nook and corner of country but also for its extraordinary contribution in the
growth and development of our nation. The statistics and records prove beyond
doubt that LIC has been developing by leaps and bounds and is known as a
trans-nationally competitive financial conglomerate of significance to
societies. LIC’s presence is worldwide. LIC is a trusted brand.
7)The Corporation always exhibited its firm
belief, confidence and trust in its Human Resource which has been its biggest
strength. LIC must honourably recognise the
valiant efforts put in by Seniors
in the initial teething years of the Corporation,churning unity &
uniformity in procedures & practices from the multiple, diverse,247Unit
companies into a mosaic of simple,standardized rules, the changeover during long OIC creative & dedicated
endeavours bringing sea-change in tiers of structure,mental metamorphosis, attitude,not aptitude, which determines the
altitude,Branch as a Profit Centre, a Growth Centre & indeed a
Triveni,where policyholders,fieldforce,& employees meet,mix &
mingle.Rich dividends & growth LIC secured indeed on this Organisational
change & transformation.
8)It is gratifying
that every Chairman proudly talks of Pensioners as FOUNDERS .Proof of the
pudding lies in the eating . SO,this is the propitious moment & time to
think big,to honour retirees & pensioners as real Founders Now,it is
sporadic& only some Zones & Divisions celebrate Founders Day, a right & meaningful
recognition,
i)a uniform practice
can be established as they built the rock of sound edifice &
strong foundation enabling LIC to grow & remain undisputed Market Leader
& an epitome of financial strength & solidity.
ii)As pensioners are
Senior Citizens & Super Sr Citizens,60,70,75,80 years &
above & are susceptible to all types of known & unknown
ailments & disabilities, it will be prudent & forward-looking for LIC
to grant SAME facilities by way of Yearly lumpsum for Domiciliary,as expenses
are heavy for pensioner & Spouse, aged & elders,many diseases
repeatedly trouble them. actually deserve more,as Consultation fees are high
,so too ordinary Special Reports, medicines.injections etc .
iii)Also Preventive
Health check up being allowed for Employees,for pensioners staggered
from age 60 on frequency basis,which
will enable early diagnosis & even prevent hospitalization for pensioners
,thus reducing costs in one way.
iv)We thank LIC for
the Mediclaim Scheme with New India & TPA ,But reasonable practical
suggestions given to LIC CO,sad it is not processed properly.
i)We
humbly appeal to you to remove some glaring deficiencies & restrictive
applications ,delineated in our letters to EDPersonnel,EDOS, atleast
for the year 2022—2023 .
ii)The progress of Medical Science & newly
developed Interventions,remedies & appliances & appurtenances narrated
by Pensioners Fedns in particular as Pension is eaten away by such Genuine
remedies rightly suggested by Specialist Doctors,which alone can CURE the
disease & so being suspicious of every Request of employee or pensioner
Attitude MUST CHANGE.Either NEW INDIA should accept OR allow empathetically as
many times we find MANY have NOT claimed any at all & leeway exists for NI.
iii) a)IN
FACT, RBI TPA & Some BanksTPA these 2 years of horrid COVID 19 with
devastating repercussions of death & high cost treatment
considered RIGHTLY Covid 19 cases as permitted & as OUTSIDE the
purview of Ceiling limits of CSA Compulsory SA or OSA Optional SA .SAD LIC
never thought about it all to extend a Helping Hand.
b)CO
asked for DATA of Covid treatment Numbers of Employees & hopefully of
Pensioners too but not circulated . PLEASE make it COMPULSORY for 4
Qly Meetings to share data,experiences, good & bad ,LIC ,TPA,RM
OS,Employees & Pensioners Fedn Office Bearers
Tripartite Meetings acting as Grievance Resolution Machinery to
inculcate more friendly applications of Rules rather than adopting only rigid
attitude.
c)RBI,Banks do this wonderfully.Please instruct
concerned Depts to Chart such findings of other Organisations
methodical attitude & ready with such Tabular charts, Sure,the course of
Future practices will be tempered with equity & justice
v)
An enlightened institution like LIC must endeavour to promote HRD in every
sense of the term,development of potential to fulfil the clarion call given by
worthy Chairman & our revered Managing Directors,&as a premier institution
assisting Govt in a breath-taking manner with allround Investments,Peoples
Money for Peoples Welfare, LIC Human resources being second to none, & if
LIC reputation is etched in letters of gold,
if
RBI, Central Govt, Defence, are placed in a better
position in wages & pension ,LIC Employees & Pensioners can afford to
get a fairer & better deal.
vi)It must be
remembered ,in this context,that Banks & SBI secure Staff Welfare
Fund,periodically revised upwards significantly,& in the context of 65
Years of Impeccable & consistent Stellar performance & also because of uncertainty shrouded in Govt
announcements of impending MEGA,told employees will be eligible,we say now
itself pensioners are retired Employees under 2j of Pension
Rules,1995, IPO & presumably steady privatisation,though day
before Hon FM mentioned that Govt will continue its presence in LIC, Public
offerrings in 2 streams spread over, such magnanimous decisions can be taken as a fitting
Tribute. Staff Welfare
Fund for LIC can be for Pensioners alone, as Employees secure various forms of
Allowances & perquisites showered with decent wage revisions.Pensioners
dont envy but no out of turn benefit is even thought of. PLLI based on definite criteria framed is
granted for Employees but when they fall short in some indices, Note is
prepared by CO & placed before the Board for waiver & benefit is
granted.
vii) ,even in ordinary
sphere of a Judgement ,DHC Verdict 2017,stated categorically in PARA
108,Interim Relief granted to Pensioners should not be deducted,as it will
adversely affect them,it states,YET in spite of appeals those Pensioners of
Group 1 & Group 2 ,Seniormost & aged/infirm perhaps,deducted.Sorry,it
is cruel Sir. Look at the
Double whammy,PAY IR from the Earliest Date of WP,Writ Petition,our case 6676/1998,yet it was deducted from 2nd WP 654/2007& We.same 2 old Groups,lost about 9 years arrears!! Strange
are the ways of Irony,Sir .Even now You have the powers to reverse & order
to pay.Sir, please dont mistake us. If NOW,such glaring & non-empathetic interpretation exists,
we shudder to think what will happen,when Rules change,Amendments galore may
come,Uncertainty in many spheres may be the byeproduct when NONE knows of the
Shape of things to come.WHAT Experts stated,what was & is LIC Policies must
be prepared as a DIGEST of Disinvestment of LIC , a Future Roadmap
for we Employees & Pensioners be conveyed periodically as a
Communication Crusade. We cannot be treated as dumb,silenced &
merrily help ceases & hurt increases from Govt,will we not be Scapegoats
,Sir.If we dont think of these Primary Concerns on an Auspicious,Landmark 65th
ANNIVERSARY,when Sir?
viii)
Needless to say,all are waiting & waiting for bigbang announcements &
this humble Appeal on the auspicious Day of Birth of LIC,can surely witness
Special Mementoes of value as a Gift,Yesterday was history, Today is Gift
called Present & Tomorrow is Mystery .Let respected Chairman
adorn LIC with authentic & liberal announcement,common to employees &
pensioners & as hitherto pensioners are left in the lurch as far
as Monetary benefits are concerned, Specia Package of CMB Cash Medical Benefit ,SAME as for
Employees,Class 3& 4,Class 2,Class I into Basic Pay prescribed &
mentioned in my earlier Appeal,2 categories,OUTLAY calculated by us with
Proportion of Pensioners in these 4 groups for CMB for all 60,000 Pensioners is
a mere Rs 91.5 crores, a pittance Sir .You will certainly earn our
gratitude for this goodwill decision of yours,
ix)Please secure the
Notification already delayed by 2 Years & more of LIC Board Resolution of
July 2019 & October 2019, the former a boon to avoid Anamolies of Seniors
getting lower pension than Juniors when retirement falls partly in
earlier & rest in latest wage settlement ,by adopting the formula same as
that of GOI & RBI ie BasicPay last drawn or Average of last 10 months Basic
Pay,whichever is higher or beneficial to retiree.Latter one is of a uniform 30
% of last drawn Basic Pay as Family Pension ,delayed yet again delayed ,many
adversely affected have waited indefinitely.
x)Kindly address the
miniscule leftover after so many Super Sr Citizens departed to
secure Agerelated,value added 80,85,90, 95 & 100 % with increase
of Basic Pension 20%,30,40,50 & 100 %.Kindly follow recent Court clear Judgement
that when one completes 79 & enters 80, that DATE has to be taken
as eligible for 1st increase.
xi)Communication of
plans & strategies,procedural matters of floating IPO,adequate share for
EMPLOYEES & RETIRED EMPLOYEES PENSIONERS, NO miserly or stringent provisions
for its own Loyal Children who brings & brought Name & Fame befitting
its MOTTO Yogakshemam Vahamyaham,Unbeatable LOGO, 2 Hands protecting Flame not
to be extinguished,Employees/Pensioners & Policyholders,our Masters, no
better 3 Letter word than LIC. Sir,with all these Assets really,Goodwill even in Balance Sheet
has Eternal & Infinite Value,why think, please plunge in helping &
assisting its Treasure & grant Bonanza during INSURANCE WEEK,without being
a tame affair.
xii)I also append Sri
RRamakrishnan,Actuary,Article on Disinvestment of LIC.Veteran 85 years
old,there is No Committee of national standing in which he was not a
Member.Simple, lucid, articulate he cautions against Surplus distribution
existing 95 % to policyholders by way of Bonus & 5 % as Surplus,distributed
as Dividend to GOI.IF this is altered to 90% & 10%
respectively,step by step he has demonstrated it will be the dawn of the
DOOMSDAY.Problems in existing scheme of things will be far less .
9)Our sincere Greetings
& prayers on this happy occasion of LIC completing its 65st Year
of Saga of Service & Security to the entire Nation.We are confident LIC
dedicates itself to the Nation at large & pledges its resolve to ensure the
best service to all ensuring customer delight& ecstacy.LIC indeed,shall
shine & sparkle & emit its lustre all around. Silverlining
is of Hon FM statement 2 days before that Foreign investment will be
capped at 20 %.
10)I am fumbling with
these appellations Chairperson etc,our greetings to you & Every LICian
& all at CO,ZO,DO & BO & vibrant Field Force playing their part,
playimg it well & playing to win Sir ,glad your term is extended
till 13/3/ 2022 & so only committed & quick decisions through Express
methods of Delhi jaunts or ZOOM can indeed,amidst the Vistas which will unfold
slowly,Roadshows planned etc ,Kitty for Govt ensured but please dont allow
pensioners issues to be on the periphery as Pensioners strangely never tasted
arrears & so rightfully they will ever remember you as Employees unanimously
greeted you for your stay in Delhi & closing the Settlement of wages with
accord.Sir,so it must happen for we Pensioners too who with sweat & blood
worked diligently for LIC & after retirement in consonance with sound
objectives for Elders, Senior Citizens & Super Sr Citizens ,as we richly
deserve what we crave for,modest,genuine & legitimate.
