This CO circular is applicable to Pensioners /Retirees also. Unless the Associations / Unions bring it the notice of their affected members how will they come to know.
Whether LIC will send the circular to all affected persons ?
I do not think so Sir.
It has become fashion for Personnel Dept., of CO to have that foot note for all their circulars.
