(a) whether 7th Central Pay Commission (CPC) for Central Government employees was constituted in February, 2013 ;
(b) if so, the reasons for not constituting 8th CPC so far, even after more than 10 years of Constitution of 7th CPC and ignoring the unprecedented price rise/cost of living and plights of employees;
(c) whether the Government is aware of resentment among Central Government employees for not constituting the 8th CPC and if so, the response of the Government thereto ;
(d) whether the Government is considering Constitution of 8th Central Pay Commission for Central Government employees, armed forces, etc.; and
(e) if so, the time by which it is announced?

(a): No, sir. The 7th Central Pay Commission was constituted on 28th February, 2014.
(b) to (d): No such proposal is under consideration with the Government for constitution of Eighth Central Pay Commission for the Central Government employees, at present.
(e): Does not arise.

Today myself along with Shri Arvind Mittimani ji went to DFS, Jeevan Deep Bldg New Delhi, for having update on our pending issues.
- ✒It's learnt that parliament session is going on and it will not be possible to get time from any senior officer.
- ✒We decided to take a chance for having the latest updates on our issues from DFS and sought an appointment with concerned Joint Director.
- ✒As the luck would have it, we were able to see Jt Director DFS, Insurance wing at about 3.40 PM.
- ✒While interacting, it was learnt that four of our issues could see the light of day in near future itself: -
- 1OMOP to left-over ex-servicemen, engineers and resigned employees.
- 2Increased pension to 80+ pensioners.
- 350% of last drawn pay as pension, if it is favourable to pensioner.
- 4Double the family pension up to 67 yrs of age instead of 65 yrs age of deceased pensioner retiree.
- ✒In fact we were told that financial feasibility has been assessed in point no 4, which is around 1 crore+.
As such it was sufficient to deduce that homework as to financial impact, has already been undertaken by DFS.
- ✒It was further learnt that the benefits already extended to Banking sector, are also under active consideration for LIC pensioners.
- ✒Pension updation issue is being vetted at DFS post one to one meeting of our GS with FM in the presence of Secretary DFS, which provides hope of just & rightful resolution in line with our aspirations. But frequent follow-up meetings by NOIP-BMS with the Secretary, Joint Secretary, are the need of the hour.
- ✒The accommodation to meet Joint Director and Under Secretary, despite their preoccupation with parliamentary supplements during on-going session of Parliament, witnesses the goodwill earned by NOIP in parlance.

On 20/02/2024, when our SLPs were taken up by the bench of Hon'ble Justice Suryakant and Hon'ble co-judge, our Sr. Advocate, Shri Nidhesh Gupta, pleaded for early hearing. The Bench considered the submission and after some discussions directed to grant leave and admit the appeal and also fix the date of next hearing on 24/04/2024. This was done to ensure early final disposal of the case. Our cases were listed on 24/4/2024, but could not be taken up because of the judges were engaged in the Constitutional Bench. Our cases were listed on 25/4/2024, 1/5/2024 and 2/5/2024. This gave an impression that the CAs would be heard and decided soon. However, our CAs stopped appearing in the cause lists and even the status at SC website was not showing any date of hearing. Written Mention was submitted followed by the oral mention and on 24/07/2024, the Bench directed to list the case on 11/12/2024. It was a long gap but the anxious super senior pensioners kept waiting patiently.
After taking over the charge by the Chief Justice of India, Hon'ble Sanjiv Khanna, Supreme Court decided to change the system of listing of the cases vide SC order dated 17/11/2024 earmarking Tuesday and Thursday for Miscellaneous Cases and Monday and Friday for the Regular Cases. Now, it is learnt that since, SC's focus is on 'after notice' cases, the CAs are not being taken up for hearing. For last three weeks, regular cases are not listed on any Day. The present scenario has shocked us. Out of 74600 pensioners (50300 Regular and 24300 Family Pensioners), 30,000 are above the age of 70 years, who, irrespective of the cadre, are getting very low pension and facing more financial crisis with increased health issues. They are the persons keenly interested in the court case and despite meagre pension, contributing for the most share of the legal fund. Uncertainty and eternal waiting have created a strong sense of despair among them.
Making 'oral mention' by the senior advocates and also 'written mention' to the CJI have not yielded any results. Under the circumstances, we have requested our senior advocate vide our email dated 5/12/2024 to guide and provide us his brilliant counsel to overcome this impasse.
For the time being we are left with no alternative except to wait.
