3) a) SIR, AS many issues,problems & grievances linger for many years, in spite of Pensioners Fedns & even Employees Fedns, SAD Many pensioners have died & are dying,is it not necessary to take a SANKALPA by RESOLVING AUTHORITIES like your Eminence to NOW create a DEADLINE for groups of issues .Quite a few can be decided at CO Level & few more are in pipeline for QUICK & IMMEDIATE Decision,pros & cons already considered indepth.
b)Kindly help resolve Pensioners issues & grievances pending for so long a time as a GIFT for the New Year 2025,moreso when 22,000 pensioners have already died & are dying, with Family Pensioners numbers climbing high & touching 50% of Regular Pensioners,thereby Outlay will considerably decrease. There are in all 76,000 Total Pensioners, 51,000 RP & 25,000 FP.
4) Sir, i)when our Fedns met you months before, it was mentioned Age-Related Pension for Super -Seniors 80,85,90, 95 & 100 ,be granted 20%,30,40,50 & 100 % in Basic Pension,can this NOT be announced & released ? Some solace can come.
It is pertinent to point out that FAMILY PENSIONERS ratio to REGULAR Pensioners has gone up from 20% to 50 % & OUTLAY will get reduced,Sir.
ii) PENSIONERS pension ,large portion is whittled down due to Denial of Domiciliary & groaning under burden of Doctors Consultation ,Medicines,Injections, for both Pensioner & Spouse with repeat visits to Doctors for cure ALLOW SAME CASH MEDICAL BENEFIT PER ANNUM as is being paid to Employees ,this will earn UNIVERSAL PRAISE for LIC Magnanimity as ALREADY we have paid the price . For the latest wage settlement wef 1/8/2022 , CMB per Annum ranges from Rs 16,250 for Class3 & 4,Rs 20,300 for Class 2 Dev Officers, & for Class I Rs 32,400 for Officers with Basic Pay upto Rs1,63,905 & Rs 48,500 CMB for those above Basic Pay of Rs 1,63,905 .This will be a BOON for Pensioners ,as NO Domiciliary Benefit, Sr Citizens & Super Sr Citizens,meagre pension is eaten away by Doctors Consultation Fee,Medicines,Injections, Special Reports,2nd round if not fully cured,Spouse similar condition to restore well-being. In fact,more than Employees,it is Pensioners Fraternity which badly needs IMMEDIATE ATTENTION & CMB announcement with grace & empathy.
iii)Preventive Health Check up,even Limited from age 60 at regular intervals with Checkup Reports as Yly Allowance,which will reduce FutureHospitalisation & high expenses,many do not claim amounts for fear of elaborate Claim Forms,ZO/DO OS Mediclaim must instantly prepare YEAR END MACRO,MICRO ANALYSIS NUMBERS, SA, Separately for EMPLOYEES & PENSIONERS.Aim should be for HOLISTIC HEALTH & WELLBEING.
EVEN amongst DIVISIONS,, wide Variations we noticed in one FULL RECORD Persistently fup,secured. WHITHER DATA BANK & THINK TANK .When,Where,How LIC AVAILS AI Artificial Intelligence to supplement NI Natural Intelligence ,avoiding DANGEROUS PITFALLS of some Aspects of AI ,

Please display your magnanimity.
v)Class I Officers retired between 1/8/1992 to 31/3 1993 ,as per Kerala HC Judgement, be granted 1 increment & arrears to be paid 1/4/1993 to date of settlement,ie app 36 plus month of calculationsay Sep 2024 ,42 months how can it be low amount as per figures shown & paid to Oldest pensioners after gruelling Court delays,brought to CO notic by All Pensioners fedns,kindly instruct them to PAY DIFFERENCE to Pensioners/ nominee/alternate Nominee as many might have died.ALL INDIA itself ,total was meagre 350 & why no response baffles us,Sir . ZO OS/PC are not giving even when correctly maintained FULL LIST with Particulars are shown,say 67 for Chennai,whereas they still cannot look into more than 57,ZO Original stand.
Certainly, Grief-stricken Pensioners must desevedly experience the JOY of Positive Thinking & Positive solution
vi)Deaths of Pensioners ,converted as Family Pensioners ,that LIST for RIEAs to offer heartfelt Condolences,to observe 1 Minute silence for the departed soul during AGB meetings,will be needed for every FY. Infact,moment,after mourning period is over,Nominee/Claimant submits requirements for Family Pension,Assns can be informed to enable them to pay tributes & words of solace & comfort to the Spouse etc.
vii)The issue of ANAMOLIES for EMPLOYEES who RETIRE WITHIN 10 MONTHS OF EFFECTIVE DATE OF THE IMMEDIATELY PRECEDING WAGE REVISION:
W e pointed out that GOI DEPT OF PENSION GRIEVANCE compelled IBA to IMPLEMENT,when 2nd PENSION OPTION was granted,as they failed to implement,UNIONS OBJECTED,& SUCH ANAMOLIES DISAPPEARED,THANX to FIXING LAST DRAWN PAY OR AVERAGE 10 MONTHS WHICHEVER IS HIGHER.
WHEN GOVT AGREED IN 2009-10 ,2ND OPTION BENEFITTING 3.30 LAKHS OFFICERS& WORKMEN IN INDUSTRY,WHY NOT LIC ALSO ALLOW SUCH A CLARIFICATION ORDER SETTING RIGHT SUCH ANAMOLIES,WHICH WILL ONCE FOR ALL, RESOLVE this LONG-PENDING GENUINE GRIEVANCE.
One offshoot of this PERTINENT POINT is in Todays WORLD,when EFFICIENCY & EFFECTIVENESS must be the WATCHWORDS, when ALREADY LIC BOARD RESOLUTION No 499 for the ACEPTANCE & BR 500 for Enhancing Family Pension to 30 % of BASIC PAY of the deceased Pensioner ,not Staggered as was before,which was accepted by DFS/GOI & LIC implemented from September 2023 Pension paid on 1st October 2023, why STILL BR No 499 ALREADY in vogue for large volume of CG pensioners, not Implemented smacks of NEGLIGENCE & SCANT REGARD for PRINCIPLES, ALWAYS Effective Date Varying ,causing IRREPARABLE MONETARY DAMAGE to SUCH LIC Pensioners. SAME can be narrated for EFFECTIVE DATE for RETIREMENT BENEFIT, GRATUITY ,always gravitating in favour of PAY COMMISSION DATE 1/1/1996,1/1/2006,1/1/2016 & for us GAP of MANY MONTHS,YEARS too.
Even Meals Coupon for Employees 9/2010 started Rs 250 crores to Rs 650 cr per annum outlay NOW .WE dont have any allowances ,mere DR ONLY .LET OPTIMISM & REALISM prevail to fully resove all grievances of Pensioners
viii)Hon'ble Mr.Justice V.Gopala Gowda pronounced the judgment of the SC Bench comprising His Lordship and Hon'bleMr.Justice C.Nagappan,
” When this Court decides questions of law, its decisions are, under Art. 141, binding on all courts within the territory of India, and so, it must be the constant endeavour and concern of this Court to introduce and maintain an element of certainty and continuity in the interpretation of law in the country. Frequent exercise by this Court of its power to review its earlier decisions on the ground that the view pressed before it later appears to the Court to be more reasonable, may incidentally tend to make law uncertain and introduce confusion which must be consistently avoided.

ix)August Month Pensioners are in tenterhooks as Life Certificate has to be submitted..WITH ALL LIC DIGITAL & Jeevan Sakashay ,internet speed,traffic,delay, All not able to give Physical LC Certified,Many disbaled & bedridden ,stipulated time hard to respond ,ALLOW Video calls to Pension CELL,OS Dept,with verification of select data,easily 100s can be secured as Verification process GENUINE, & peace CAN PREVAIL,PENSION PAID ,WHAT MORE SIR, Central Govt send Special Team to pensioners residence,resolves, even Allows Postmen to certify as they are real Messengers, 48lac CG pensiones,we may swoon,so for 76,000 LIC pensioners we must devise bolder measures out of the way, as Pension stopped is a Negative retort,abandoning Empathy for aggrieved pensioners
. x) i)FAMILY PENSIONERS are a worried lot. NEW,CREATIVE, PROGRESSIVE Steps required.Groups of FP Meet must be arranged Periodically to elicit grievances,gather data,resolve then & there, ii)call in late August Yly for FPs, Life Certificate,after verification of Basic Aaadhar ,PAN Card etc & Authorised Signatories assembled ATTEST happily,what a relief.
iii)So too,Call for Pensioners ,including FPs for presentation by TPA Officers on Group Mediclaim,Questions & Answers & any Suggestions for proper implementation.
iv)Time has come,when CGovt has initiated many NOVEL Strategies, a)Select Postman ,as thorough with the Addressee,after proper & sound verification, accepting,approving LCs,became a Mass Movement. b)SO too, BATCH of Officers & Staff, visiting BED-RIDDEN Pensioner patients IMMOBILE,after eliciting Basic info & authenticity,Certify LCs
v)Certain & Sure,will be VIDEO Calls ,PhotoIdentity established,quick disposal of Certification, d)any number of Pro-Pensioner Healthy & Empathetic Measures of their own.
XI) In the event of death of Regular Pensioner,Family Pensioner must get Full.Regular Pension ,till age 67,instead of existing 65 years.(when Retirement age was 58)
XII) How can one ignore or forget the forlorn Pensioners,with parched Pension,static for decades,22,000 already dead & are dying,mortality high,Time is of the Essence for them,all are aware,BUT SAME EMPATHY not displayed,as abundant Anamolies exist,Seniors getting lowere pension than their Juniors,7 steps below,Discrimination between Pre 8/1997 pensioners,WORST SUFFERERS,SIR, getting a Pittance of Pension so low,abominable,Why VOICE OF REASON SILENT,we are in tears,Class I Officers were deprived of WAGE REVISION 1973-83 ,unprecedented, YOU Sir ,time has come to Remedy all the ills & Sufferings faced , PLEASE go all out displaying EMPATHY,that time has arrived Sir,with pangs & tears,I pen this GENUINE DISCREPANCY ,be with your MAGNANIMITY ,RESOLVED & EARN OUR GOODWILL & GRATITUDE.
