Letter to FM

  • At the outset, we warmly appreciate the GST Council’s bold and progressive step under your leadership in rationalizing the tax structure. This long-awaited reform is indeed a boon to citizens, particularly the common man, and comes on the heels of your thoughtful revamp of the income tax framework in the last Budget. We are especially grateful that the Life and Health Insurance sector received your kind consideration with the complete waiver of GST on Individual policies, but not the Group policies.
  • We, however, respectfully bring to your kind notice that excluding the Life & Health group policies from GST exemption, brings hardship mainly to the senior citizens, retirees, and pensioners. A large number of employees are covered under group Health Insurance policies and Group Life Insurance policies through their Employer, the Master Policyholder. But it does not mean that the entire premium under the policy is being paid by the employer. Beyond a certain limit of Sum Insured, the entire premium is being deducted from the salary/ pension of the employees. In our case, the LIC retirees are covered under group Health Policy arranged by our former employer, LIC but the premium is not borne entirely by the employer. A substantial portion is being borne by the retirees (pensioners) themselves by way of deduction from their pension amount.

    In effect, to the extent retirees pay the premium, the group medical policy functions no differently from an Individual health policy We therefore earnestly request you that the GST waiver be extended at least to the retirees’ share of the premium under such group medical schemes, if not to the entire group policy itself.

    We, therefore request you to kindly review the matter dispassionately and grant exemption to group Life & Health Insurance policies. It shall be a great relief to the senior citizens/pensioners.
