It is submitted that the matters above-mentioned were listed before the Hon’ble Court on 20.02.2024, when the following order was passed:
“ 1. The application (I.A.No.8958/2024) for substitution to bring on record the Lrs. in SLP(C)No.1945/2022 is allowed.
2. Cause-title be amended accordingly.
3. Leave granted.
4. Post these appeals for final hearing on
24.04.2024.”
Thereafter, these matters were lastly listed before the Hon’ble Court on 18.09.2025, when the following order was passed:
“ 1. Arguments are heard in part.
2. For further arguments list on 24.09.2025 as part-heard. “
It is submitted that in pursuance of the order dated 21.08.2025, Mr. Rameshwar Prasad Goyal, advocate and Mr. T.L. Garg, Advocate in CA 3466/2024 & CA 3467/2024 respectively have filed written submissions on behalf of the appellants. Separate copy of the same was circulated with the office report dated 16.09.2025.
It is further submitted that in pursuance of the order dated 21.08.2025, M/s M. Rambabu & Co. has on 19.09.2025, has e-filed brief notes of submissions on behalf of the appellant. However, there is delay in filing the brief notes of submission as same was directed to be filed before the next date of hearing ( ie. 17.09.2025 as Item no. 101 in Court no. 4 – Not taken up). Copy of the same is circulated with this office report dated 22.09.2025.

It is submitted that there are 3 Respondents in this matter. Respondent no. 1 is represented through Mr. Raj Bahadur Yadav, Advocate. Respondent nos. 2 & 3 are represented through Mr. R. Chandrachud, Advocate.
CIVIL APPEAL No. 3466/2024
It is submitted that there are 2 Respondents in this matter. Respondent no. 1 & 2 are represented through Mr. R. Chandrachud, Advocate and Mr. Raj Bahadur Yadav, Advocate respectively.
CIVIL APPEAL No. 3467/2024
It is submitted that there are 3 Respondents in this matter. Respondent no. 1 is represented through Mr. Raj Bahadur Yadav, Advocate. Respondent nos. 2 & 3 are represented through Mr. R. Chandrachud, Advocate.
CIVIL APPEAL No. 3468/2024
It is submitted that there are 2 Respondents in this matter. Respondent no. 1 is represented through Mr. R. Chandrachud, Advocate and Respondent no. 2 is represented through Mr. Raj Bahadur Yadav, Advocate.
CIVIL APPEAL No. 3469/2024
It is submitted that there are 29 Respondents in this matter. Respondent nos. 3 to 29 have been deleted vide Hon’ble Court’s order dated 10.01.2018. Respondent no. 1 is represented through Mr. R. Chandrachud, Advocate and Respondent no. 2 is represented through Mr. Raj Bahadur Yadav, Advocate.
It is further submitted that Mr. Tom Joseph, Advocate has on 21.02.2024 ( on behalf of Legal Heirs of deceased appellant-inperson) filed an application, along with Vakalatnama, for substitution and bringing on record both Legal Heirs of the deceased Appellant-in-person as he has died on 11.10.2023 ( regd. as IA 45672/2024,) along with application for condonation of delay in filing and setting aside abatement ( IA no. 89922/2024) as there is a delay of 43 days in filing the same. Copy of the same have been included in the paperbooks.
It is further submitted that Mr. Tom Joseph, Advocate has, by mistake, filed 3 more similar applications ( on behalf of Legal Heirs of deceased appellant-in-person) for substitution and bringing on record Legal Heirs of the deceased Appellant-in-person ( regd. as IA 45667/2024, IA 45890/2024 and IA 89921/2024 ). Now, Mr. Tom Joseph, Advocate has on 19.04.2024 filed a letter for withdrwing IA nos. 45667/2024, IA 45890/2024 and IA 89921/2024 and same are listed before Hon’ble Court for final disposal . Copy of the same is enclosed herewith for the ready reference of the Hon’ble Court.
CIVIL APPEAL No. 3470/2024
It is submitted that there are 12 Respondents in this matter. Respondent no. 1 is represented through Mr. Raj Bahadur Yadav, Advocate. Respondent nos. 2, 3 & 4 are represented through Mr. R. Chandrachud, Advocate. Respondent no. 10 has been deleted vide Hon’ble Court’s order dated 10.01.2018. Respondent nos. 5-9, 11 & 12 have been served with notice but no one has entered appearance on their behalf so far.
Service of notice is complete in all the matters.
It is lastly submitted that counsel for the parties have not filed statement of case and same is not mandatory as per SCR, 2013.
The appeals above mentioned are listed before the Hon’ble Court with this Office Report.

Thanks for heirs of KMLA for appointing Tom Joseph as their counsel who should be careful in future about delays and conventions. One had seen umpteen office reports of SC for a decade expect similar notes for another decade from this bench/Higher number bench on appeal by GOI like what happened in TN. Temp. Employees case which is continuing more than two decades.
