It had been a tradition in LIC that direct recruit AAO becomes MD on wards and super over all Lic -ians having special rate of Pension over throwing all others in penury. In SBI there is some human virtue. To illustrate: GOI sold 47 % shares of SBI for a pittance of 43 000 crores long back compared to 3.5 % of LIC for 21000 crores. So SBI gave windfall profit less than LIC. Perhaps SBI Staff federation didn't want to rub GOI as they got lot of pension from 1955 to 1993 when new pension rules, 1995 came into force. Further all most all bank clerks were appointed from the list got from Employment exchanges and regularized escaping severe open competition and in due course became officers unlike in LIC where 85% strong anti-worker, anti-promotion anti-pension/its upgradation collaborated with the management which made direct recruit Asst made them entry grade cadre as life long cadre which is not prevalent in any PSU having lost TU rights since 1981. LIC may say they deserve all punishment for trying to establish "Paradise ON Earth " which is not possible without millions and millions deaths like Partition Riots".
