RE: 9th General Council Meeting of
A I R I E F at Bangalore on October 14-16, 2014
The long awaited General Council
Meeting went off very well to the utmost satisfaction of all the Delegates,
Observers, Invitees, Volunteers and the Chief Guests who graced the occasion. ‘In
the history of AIRIEF this meeting was acclaimed to be the best’ opined the
delegates and Observers. We, the Office Bearers, the EC members and the members
of the various Committees, gratefully acknowledge the support given by everyone
of you and members of all the Divisional Associations affiliated to AIRIEF and
the Advertisers, in many ways and this alone made the event a memorable one.
On 14th October evening, after the National
EC meeting was over, a music programme, STHREE LAYA VADYA THARANGA (performed by a group
of five eminent Vidushis), had been arranged to provide relaxation to the
visiting Delegates/Observers. Incidentally it was intended to showcase the
vibrant majesty of Carnatic Instrumental Music of the South. The divine and
enthralling music was witnessed by a spell bound audience for nearly 3 hours.
On 15th morning, Sri A Balasubramanya,
our Patron, anchored the Inaugural session. Smt. V Bhagyalakshmi, Vice
President of LIC PWA, Bengaluru, rendered the invocation song melodiously.
Thereafter, Sri S Suresh Kumar,
former Law Minister and sitting MLA, and Chairman of the Reception Committee,
welcomed the Participants, Delegates, Observers, Invitees and the Chief Guests.
The Chief Guest, Dr. (Sri) M Rama Jois, Former Chief Justice of Punjab and Haryana High Court,
and Former Governor of Jharkhand and Bihar,
inaugurated the 9th Biennial General council Meeting and welcomed
the delegates and Observers from various parts of BHARAT to participate meaningfully in the Meeting. He exhorted the
participants to adhere to the responsibilities, enshrined in our scriptures,
towards our fellow men. He expressed confidence that the meeting would be both
meaningful and purposeful.
Dr. G
Ramakrishna, retired Professor of English, while releasing the
Commemorative Souvenir, reiterated that the pensioners should conform to the
age old tradition of protecting the younger ones by giving them the proper
guidance to look after the elders with dignity.
Sriyuths H V Anantha Subba Rao (AITUC), N Sundaramurthy
(AILICEF), Devadas Rao (Canara Bank) and many others spoke on the occasion and
greeted the Conference.
After a tasty and sumptuous lunch provided by THE
BELL hotel, the Business Session started with Sri SK Shukla in the Chair. The
Report of the General Secretary, Sri V C Jain, and the Audited Statement of
Accounts for the years 2012-2013 and 2013-2014 were presented. The delegates
from various centres participated in the discussion on 15th and on
16th. The Report and Accounts were unanimously adopted after the
detailed deliberation.
Sri R B Kishore, a humble servant & activist
of AIRIEF for long,
then read his detailed “Paper on Organisational Strategy for AIRIEF: LOOKING AHEAD”. He emphasized that “Unless we dream dreams, we can’t build Vision”. He traced the achievements of the Federation over
the last 18 years and the submission of the Charter of Demands in 2012 to the
Chairman of LIC. He praised the publication of KURUKSHETRA giving the details
of our legal battle. He exhorted that “we have to act
like a man of thinking & so too, many times we have to think like a man of
action”.
He then tabled the following Resolutions drafted

The house passed all the Resolutions unanimously.

Elections were held with Sri S A L Murthy as the Election Officer. The

In
the evening (on 16th) a Cultural Programme (Vocal Music) was
organised. The singer, Sri Ganesh, is
the son of our member Sri K V Anantha Padmanabha Rao, who is also a musician
playing on the violin. Sri Ganesh has taken Music as a hobby and has given
concerts at many places. The accompaniments were arranged by him only. His
melodious rendering of many songs were enchanting and we were taken to a
different divine level. For THREE hours we had forgotten the strain and stress
we experienced.
Friends, the mammoth efforts made by ALL over the
past 5 months to host the 9th Biennial General Council Meeting of
the AIRIEF thus culminated in a Grand Success.
The
speciality of the 9th Biennial General Council Meeting is that it
started with music and ended with music.
The
Thanksgiving EC meeting was held on 29-10-2014 to thank all the members of the
Association, the EC members, Volunteers, Advertisers, Invitees, Photographers,
the hotel Management and staff, the printers of Souvenir & Booklet on
Pension Scheme, Sri YSS Iyer and Sri Ashok who organized the supply of Mementos
and Badges, and ALL
who contributed directly or indirectly to the success of the 9th
Biennial General Council Meeting. This meeting also acknowledged the services
of Sri R B Kishore, Vice President of AIRIEF, who took pains to draft the
Resolutions and the Blue-print of the future course of action.
This circular is being issued very late and we
request you to excuse us for the delay caused by circumstances beyond our
control.
The Civil Appeals by LIC in the Supreme Court were
listed for 12th November 2014 but have yet to be heard. It is hoped
that the Judges in the Bench would take up the cases before the Christmas
Vacation. We are also waiting to know when the cases will be heard and we will
inform you the moment we get to know the details. The Civil appeals of LIC are
clubbed and are listed for FINAL HEARING. This is encouraging but the delay in
the date of hearing has disturbed us all. Let us hope that soon we will get a
favourable final verdict.
The newly elected Office Bearers are scheduled to
meet at Raipur (CG) on 18th January 2015 to take stock of the
situation and take appropriate decisions.
We have opened a Bank Account of AIRIEF at Bengaluru
as both the General Secretary and Treasurer are from Bengaluru.
We observed the FOUNDATION DAY on 5th
December 2014 at DO 1 premises. We met the Senior Divisional Manager and gave
him a memorandum and discussed with him all the points. The memorandum is
appended to this circular.

every year is being observed as FOUNDATION DAY by pensioners all over India as
it is on this day way back in 1996 our All India Body, namely, All India
Retired Insurance Employees’ Federation was formed at Hyderabad in a colourful
function.
On that day the pensioners
were concerned about the parity of DA / DR for those retired on or before
31-07-1997. But with passage of time the incongruity of the Pension Scheme
surfaced forcing the pensioners to voice their expectations from the LIC, the
institution served by them with commitment and involvement.
We wish to list out some of
the issues in brief:
1.
Parity of DA / DR for the pensioners retired
before 31-07-1997 to be implemented.
2.
Revision of basic pension to be accorded
from 01-08-1997 AND whenever the wages for in-service employees were revised or
get revised after this date.
3.
Cashless Medi-claim scheme to be extended to
all the pensioners.
4.
Delay in
settlement of Medi-claim Bills to be avoided beyond 30 days. Unfortunately,
this has been the case over the last several years in spite of our pleading
before the Divisional Management every year.
5.
Payment of 80% (as advance) of the claim for
reimbursement of Medi-claim bills to be made to ALL the pensioners as is being
done for in-service employees.
6.
Providing
Office Space for our Association.
7.
Providing a
place for conducting our General Meetings
8.
Providing
information about the list of Pensioners with their names & addresses, Date of Birth,
Telephone No.s, E-mail ids. The list of prospective retirees for the next TWO
years can also be given to the Pensioners Organisations to facilitate
communication.
9.
Inviting
Pensioners for functions like Insurance Week, LIC Anniversary Celebrations etc.
This will incidentally improve the cohesive relations of the pensioners with
the LIC Management.
The first two items are already in Supreme Court for FINAL HEARING. This can
be solved early with the LIC agreeing to implement the Judgement in toto (of
12-01-2010) by filing an affidavit before the Supreme Court even before the
case comes for Hearing. Sir, you are already aware that the pensioners are like
the PEARLS OF THE MORNING DEW and will not last long. This will benefit the
officers at various offices retiring in the coming years also.
We request you, Sir, to implement what can be implemented at Divisional
level and communicate to the Chairman, LIC about the other items.
We are sure that you will view these items with sympathy and
fellow-feelings and do your best to ameliorate the suffering of the Pensioners.

Bearers request the members to actively participate in all endeavours to help achieve the pending demands of the
AIRIEF in the years to come. We are sure that we have to achieve these demands
without loss of time. We have also told the Management of LIC that the
pensioners are already old and would like to see that they are the
beneficiaries of the achievements.
