MASSIVE SILENT DEMONSTRATIONS

A meeting of the Central Board of Reserve
Bank was held on 13 August 2015 in Mumbai. On the call of the
Forum of Officers and Employees in RBI and our Association, in spite of very
short notice, serving officers, employees and retirees assembled in large
number inside the Banking Hall in the main building from 8.30 a.m. onwards to
express their strong resentment against the inordinate delay in updation of
pension and opening of pension option. The office-bearers met every member of
the Central Board and pointed out the issue for which the gathering had
assembled.
They were also requested to raise the
issue in the Board meeting. Almost all the Directors said that they were well
aware of the matter and their demeanour clearly indicated that they were
concerned about delay in the matter. Governor, Dr. Raghuram Rajan was
accompanied by the Economic Advisor of Government of India. Governor himself
explained to the latter that the officerbearers were standing for improvement
in their pension. After the demonstrations, office-bearers briefed the retirees
about their views in the matter. Forum leaders assured the retirees that they
were fully seized of the issue and would not rest till the issues are resolved
satisfactorily. At 2.30 in the afternoon, delegation of
the Forum and our
Association had a meeting with the
Governor. Sarvashri R P Donde, T G Nair and L R Parab represented our
Association.
Office-bearers empathetically mentioned
that the issues are pending for unreasonably long time. There has to be
finality without delay or at least a time limit has to be laid down for
decision from Government. In fact as the Government has clarified
that there was no directive from it to the Bank against giving updation,
Governor may use his discretionary powers and give substantial relief to the
retirees whose number is dwindling fast, waiting for improvement in their
pension.
Governor at the outset stated that the
Directors were concerned about the delay adding that the revised proposal for
substantial relief to the pensioners had been sent to the Ministry. DG
(Shri Gandhi) has been vigorously pursuing the matter with Government and
submitting whatever clarifications are asked for. However, Dr. Rajan clarified
that the matter having been referred to the Government prior to his assuming
the role of Governor, he did not wish to implement updation without Government
approval, nor he could lay any time limit for Government decision. Option and
updation are related and option cannot be given without improvement in pension
matter is settled, according to the Bank's side. The issue of preserving
autonomy of the Reserve Bank also cropped up.
The office-bearers met after the meeting
with the Governor. It was unanimous view of those present that the there has to
be intensified agitation if no favourable decision comes without delay. The
Forum decided to meet again to chalk out further course of action.

The rates of Dearness Relief on Pension / Family
Pension / Ex- Gratia for the period August 2015 to January 2016 shall be worked
out as under:
I. On pension based on the pay
scales effective from 1st November 2007 –
114.75% of basic pension.
II. The rates of Dearness Relief in
respect of all family pensioners –
114.75% of family pension.
III. The rates of Dearness Relief in
respect of pensioners who retired before
November 1, 2007 and ex-gratia recipients:

INTERNET GROUP FOR RBI
PEOPLE
Our members may like to know that there
is an Internet based Group named "EXRBITES" exclusively for Reserve
Bank of India employees, both serving and retired, and including those who
later opted for Associate Institutions. The Group is running successfully since
2009 having as on date 663 members and still growing. Membership to the Group
is absolutely free. The name of the Group signifies that ultimately everyone
will have to be "Ex" today or tomorrow and when retired they should
not lose contact with their friends with whom they have spent 30-40 years of
their life. Apart from regular interesting and informative mail which keep
everyone updated with latest developments, Group maintains on its website

A TRIBUTE TO DR. A P J
KALAM
A matter of great joy for me is that I have
two letters from Dr. Kalam. One was in response to my suggestion that he should
have his hair cut to ensure victory as President. I quoted the example of M ss
Grace Bredell Smith advising Lincoln to grow a beard. I got a gracious reply
from Kalam. Second and more memorable is that I sent him an article I got
published in "Without Reserve" - a House/ Journal of RBI. This was
when he became our President. He promptly gave me a wonderful respo
