1)This has reference to my talk with Smt Rajini,SDM Sect re urgent attention to help & assist Dr RKMittal to extend Cashless facility with TPA Raksha Health services,as he is sufferring from Carcinoma in Bladder.In view of the pathetic nature of the prolonged but timely treatment he has to undertake, as mentioned "As you are already aware that I am suffering from Carcinoma in bladder. My BCGs are being done at Medanta City Clinic, Defence Colony, New Delhi.
After 6 BCGs the doctor has advised following treatment.
1) Cystoscopy for 4 weeks after 6 BCGs completion.
2) Intravesical BCG instillation between the Cystoscopies.
3) Urine Cytology for 3 consecutive days before next Cystoscopy
4) Check Cystoscopy every 3 months. After BCGs, repetitive Cystoscopies are to be done.
The Cystoscopies are also being done at Medanta City Clinic in day care. Kindly ask TPA and advise me whether I may get Cystoscopy done in day care or should get admitted at Medanta Hospital, Gurgaon for a day. "-RKMittal
2)Even if we go by the opinion given "With reference to your trail mail we would like to apprise you that hospitalization only for cystoscopy is not admissible as it is only investigation process, but if it fall under pre 30 days or post 60 days of any valid hospitalization so it is admissible as pre & post hospitalization claim."Thanks & Regards, Dr Mohd Arif
In view of the SERIOUS nature of cancer of the bladder & a STRING of investigations,it will be highly improper to take Cystoscopy as a mere investigation but it has to be wellnigh treated as part of operation & Surgical procedure.
The patient ,pensioner,SuperSr Citizen has to be treated with care & concern, offerred Cashless Facility & allowed Day care & he will also comply with the Pre 30days or Post 60 days of hospitalisation with due certificate from attending Doctor

12) That's right : it is "Existence" Certificate and not "Life" Certificate because LIC knows only too well that the pittance doled out by it under the guise of 'pension' to earlier retirees does not enable them to lead a decent 'life" and so "Life" Certificate will be a misnomer in their case at least, right?
Remember that favourite phrase of LIC's - "By way of abundant caution"?
As for "Existence" Certificate I hold that it's enough if we ourselves convince LIC that we THINK and so we EXIST taking a cue from Descartes instead of going after serving LIC Class I / II Officers, HGAs, Bank Managers, Medical Practitioners, etc.
Or we can emulate that spunky girl in the joke who whipped out her compact, took out her mirror, looked at it and declared : "Yes, it's me all right" when asked by a bank clerk to prove her identity. We can go to the nearest office of LIC with a mirror, look at it and declare ourselves on which the head of that office / authorised official would convey our existence to our respective pension disbursing offices.
I know my fellow pensioners are capable of suggesting various other ingenious methods also to prove to LIC that we "EXIST" (somehow?)-----------------P.Ramanathan
13)Dear & respected Sir,(to Sri MPsubramanian) Greetings from your loving friend !
I really enjoyed the forwarded message of Mr P.Ramanathan and take it into heart to realise that not only LIC, all the Employers are insisting from their ex-employees for the same certificate of EXISTENCE every year for the continued payment of pension.
My suggestion is that why not these Employers go ahead merely on the basis of self attested life certificates as inthe case of novel idea introduced by our present Honourable PM when he was as the Chief Minister of Gujarat and thereafterto in various Govt . offices in Delhi too , similar to that of his earlier action. To prove the correctness, there are ample records also available in their office numerous files.
This practice will not only eliminate various inconveniences ofthe ex-employees who have almost exhausted energy of their life,to run from one pillar to another to prove his/ her self existence with the unknown person solely for the purpose of pension. On most of the occasions there is every possibility of declining that they are not known to them earlier or insist for any identity.
In such circumstances the situations goes worst.
Respected MPS Sir, Please think over it and suggest some enervated idea at least for the future generations.

14)My telephonic interaction with a few pre-August 1997 retiree-members of the affiliate Associations of the Class I retirees' Federation indicate that Mr G N Sridharan,Gen, Secy has assured them that he proposes to furnish the full list of pre-August 1997 retiree members to LIC irrespective of their fulfilling the criteria laid down by LIC in its letter dt 6/7/2015 to the Federation.
My information is that there is no official communication by way of a circular from the Federation in regard to the steps taken by the Federation for securing interim relief to its members as per the SC order dt 7/5/2015.
Will the Federation come out with the list furnished to LIC CO in public domain so that eligible members will satisfy themselves that their names find a place in the list and any omissions can be brought to the notice of the Federation?
The more crucial point that emerges is that if the Federation has furnished the complete list of pre-August 1997 retiree members,whether LIC will act on the list.In all probability, they will not.To my knowledge at least one affiliated Association,viz,.Cuttack Association was formed in 2010 and if the names of members of that Association have been furnished,we can expect LIC not to consider them eligible for payment of interim relief.
The better course for the Federation would have been to reply to LIC that as the Delhi HC judgment was for payment of benefits in rem the Federation had no list to furnish and that LIC could act according to the judgment by reference to its own pensioners' records.Instead it has walked into the trap laid by LIC to successfully escape from charges of contempt of Supreme Court orders.Ultimately the gap between the interim relief payment and the potential final relief is narrowing every day with pensioners' mortality taking its toll.

May I, as one who was with a previous insurer and was with LIC from DAY ONE,sound a word of caution. Let us not fall a prey to EGO, Let us learn to understand the other man's perception, and fight for the common cause, sacrificing our individual priorities, likes or dislikes.
Let us not, during this one month, discuss as to what would be the outcome. Whatever that has been destined WILL COME.
Sorry for being philosophical, but let us be PREPARED not to loose this day - 23rd Sept. Let us see that our CASE IS HEARD, a Decision is given - in clear terms, let us not allow the other side to seek a postponement, even if it is a day and justify to our members " We have waited so long, the one day or one week is not an issue" or " this is how judiciary works".
Let us all - pool our intelligence, and let us all listen to the smallest suggestions that have come, let us prepare a proper move by making our Advocates appreciate this case as a SPECIAL CASE and not just one more case.

A)WHO ARE PENSIONERS?
a)Pensioners :
are deferred Wage Employees as per Law held by Supreme Court of India.
Their relationship with Employer
continues and they get paid for their past services.
Pensioners have a Legal Right to Pension.
b)It is not a Welfare issue alone though Welfare Fund needs to be created by each Employer and annual contributions made from Profits/Earnings.
Pensioners of the Bank or Public Sector (Insurance) are Pensioners of the Central Government since the Pension Scheme is notified by the Government of India, Ministry of Finance not by the Individual Bank/Company as per Government of India Policy.
c)The Pension Scheme has been launched in 1995 for Insurance Sector on the basis of Central Government Pension Rules/Scheme.
It is clearly stated in Pension Scheme
that where the Scheme is silent Central Civil Pension Rules as applicable to Central Government will apply.
d)The Central Government Pension Rules are updated from time to timeto allow Pension Updation/Medical/Family Pension Benefits etc. including Family Pension as recommended by various Independent Wage Commissions headed by retired Judges & approved by the Government of India but it is not adopted or improved more than that as this becomes a baseline of our demands in Insurance Sector.
Most State Governments follow the Government of India decisions in this regard for their Pensioners.
e)Why Financial Sector or General Insurance Industry owned by the Government of India not follow?
This is where Pensioners have to organize and fight for their Rights.
B)MAIN ISSUES OF PENSIONERS:
1. Pension has to be Updated with Each Pay Revision (The Central Government Pensioners are getting 40 per cent Updation already from 2006 though their demand is for 50 per cent which is under consideration by Government of India in the recently appointed Wage Commission.
(Pl. note Pension is allowed 50 per cent of last Pay & DA drawn by an Employee. Hence it is 50 per cent demand after Wage Revisions).
If not done so it is a Breach of Article 14 (Right to Equality) and Article 21 (Right to Decent Living) which are fundamental rights guaranteed under the Constitution of India. THAT IS CALLED ONE RANK ONE PENSION.
Supreme Court has held: There cannot be different Groups of Pensioners(i.e. those who retire now & those who retired earlier) drawing Different Pension Incomes in the same rank since it breaches the fundamental rights. So all Pensioners must draw Pension at leastMinimum of the Grade in which they Retire irrespective of the date of Retirement after Wage Revision. That is called PENSION UPDATION.
How can one draw different Pension if one retires in a Particular Rank withsame service/eligibility for Pension to draw different Pension Incomes. That is a Breach of Constitutional provisions as per Law laid by the Supreme Court of India.
2. Medical:
Medical Provisions are required to be passed on to Pensioners/Retirees of the Government/Public Sector as per Law since it is a Welfare State. The Government is a Model Employer and the General Insurance Industry was nationalized for this purpose.
The Courts have held that the Medical Scheme as available to Employees have to be available to Retiree Pensioners as a measure of welfare.
IMP.:
IBA has already agreed to grant Domiciliary Medical Allowance to Retirees
in parity with the serving employees. We need to get this implemented for our retirees.
THE CMDs ARE GETTING PENSION AS PER CENTRAL GOVT. RULES THOUGH THEIR APPOINTMENT IS FOR A TERM OF FEW YEARS.
THE GMs & DIRECTORS ARE GETTING FREE MEDICAL SCHEME UNLIMITEDTHOUGH IT IS A MERE NOMINATION FOR SOME TIME. THIS IS DIVIDE & RULE POLICY & MUST BE QUESTIONED.
3)Other Issues:
Super Sr. Pensioners Scheme in the Central Govt. for 80 plus to be implemented in Insurance since it has become a requirement of the society and the Government has a responsibility. This Schme is
likely to be applicable to retirees of 65+ as per demand in Wage Commission.
Family Pension: already upgraded to 30 per cent instead 15 per cent given to us. The Demand before the Wage Commission is to make it 50 per cent. Applicabilty of Family Pension has also to be redefined as per improvements made in Central Govt. Pension Rules.
4)GENERAL: Traditionally, the Financial Sector employees have got a better pay and service conditions due to risky nature of their work and commercial aspects.
How can the Pensioners not even get what Central Government itself is giving to their own Pensioners.We need to get more and certainly not less compared to Central Govt. Pensioners.
FOR ACHIEVING THE ABOVE, WE NEED TO ASK FOR PARITY WITH CENTRAL GOVERNMENT PENSIONERS
AS MINIMUM BASE LINE OF OUR DEMAND TO BE ACCORDED BY SIMPLE PROCEDURE OF ADOPTION WHEN SUCH RECOMMENDATIONS ARE THERE.
ALTERNATIVELY, WE ASK FOR INDEPENDENT COMMISSION FOR PENSIONERS DEMANDS HEADED BY A RETIRED JUDGE OF SUPREME COURT OR HIGH COURT IN INDIA.
We need to take the base of Central Govt. Pensioners/benefits as minimum base line and the management must consider to grant similar benefits if not more to its Pensioners.
Most State Govts. follow this line for their Pensioners. How can the General Insurance Public Sector ignore it?
All Policies of the Government of India, be it related to Central Vigilance Commission, CBI provisions, Grievance Machinery, etc. are followed by the Public Sector and why not for Pensionery benefits and their revisions from time to time.
5)INDUSTRY ISSUES:
Pensioners are disorganized & divided lot and spread over widely. They have their age, sickness and body issues including health as a problem to organize.
The Inservice Unions must make them their Members and the Unions must fight for their issues. The Pensioners however need to give inputs to Inservice Unions since all have to retire sooner or later. These issues could also be discussed under Trade Union Law under which the Unions are Registered.
The Management has totally ignored to address Pensioners issues. They even do not acknowledge their communications though RTI Law prevails besides Consumer Act provisions apply.
IF EMPLOYEES WORKING UNIONS ALSO NOT CARE THE PENSIONERS ARE LIKE THE PARENTS WHO ARE THROWN OUT BY THEIR YOUNG CHILDREN WHEN THEY NEED THEM THE MOST.
We need to ask data for Building Pensioner/Retirees Welfare Fund by the GIPSA companies over the years. This is as per directions of the Govt. of India to allocate funds for Employees and Pensioners welfare.
Nodal Officers Appointment at HO and Regional Centres of all Companies is a must where Pensioners can put up their issues and seek redressal of issues.
The Ministry of Pension & Pensioners Grievances as well as Ministry of Finance have given directions for appointment of Nodal officers. Banks have appointed Nodal Officers but not Insurance Industry.

24)IN WHAT WAY THE PC IS CONCERNED;Let him say WHAT IS THE ROLE OF HIS ORGANISATION:
The cat has come out with its ugly face. All these years it has been boasting that it has taken birth only to cater to the needs of the entire cadre of LIC pensioners with nil bias. Every pensioner is aware that no efforts from our side would bring any solace from the Central Monarch in respect of our demand of up-gradation or revision of pension. Several leaders attempted to convince the bureaucracy towards fulfilment of the same; but returned with empty hands. Another recent big attempt by, supposed to be, a mighty organisation, to clinch the deal before 23rd September, was also shown the door. We know pretty well that our Management would sit tight and escape under the wrong cover of "Subjudice".
That is why our learned Vice-President Sri. R.B.Kishore has taken up another vital issue like TPAs etc with higher-ups. Is it a big crime ? Does his action warrants such ridiculing comments with a rubbish cartoon ? Does it exhibit the ethics of journalism ? He knows more than any body else what is to be claimed, how best,when and where. It is better that the other side tries to understand his mettle at least from now on.

I am one of the privileged few who were present at the time of birth of this 59 years old child. I have seen the merger of 245 small and big life insurance companies turning into a monolith. I have seen the teething years, growing years and now its graying years. I am proud to be an LICian - all my life. Even though I retired more than 17 years back, I still call myself an LICian and feel proud to introduce myself to the people as a member of an organization which has earned the distinction of being the MOST HONEST public sector company - a few aberrations apart.
