Discussion with ED(P) and other officials at Central Office.
 We had a discussion with ED(P) on 27.10.2015, at Yogakshema as a continuation of the wage revision talks. He has informed that based on our discussion held on 16.10.2015 and on the written feedback given by us, they have made certain changes to include the aspirations of officers as pointed out by the Federation. It has been forwarded to Finance Ministry for approval. He has expressed his inability to disclose the details as it is still under consideration of the finance ministry. ED has stated that they are trying to get it cleared at the earliest and expected to settle latest by the end of November 2015. The ministry is waiting for the GIC proposals which are expected soon so that both can be notified together. The demand for improvement in the non-core area is under active consideration and the process will start after the notification of wage revision. The following issues were also discussed.

North East area allowance – We have reminded the submission given to MD in October 2014 and explained the situation and demanded for the same facility as given to Central Government Employees. ED has assured to look into it.
Education Loan – We have referred the representation given regarding taking over of existing loan, ED has informed that let the cases be referred by Divisions/Zones and after studying that necessary instructions will be given. Regarding direct payment of first year fees and its re-imbursement, ED has informed that it is a delicate issue and may lead to other complications. Still we demanded the same and also extension of IT benefits.  
Various allowances paid to officers – ITSG allowance, PGEP allowance, professional qualification allowance, special allowance for programmers etc. We have given the copy of earlier representation submitted on 21st July 2015 and requested for suitable amendments. ED has assured to explore the scope of this. We also had a detailed discussion with ED(it/bpr) on these areas. He also agreed with our suggestions and assured that it will be taken up with MD.
Implementation of IS Audit – We have expressed our dissatisfaction as there is no improvement in the area, even though management has agreed to this in principle. ED has informed that he will take up the matter with ED(IT). ED(IT) has informed that they have initiated discussion with accounts department on the implementation of the IS audit. So far there is no certification of the programmes and now they propose to come out with a 3 stage certification. Regarding audit it is not safe to engage external agency and we have to develop our own system which may take some time.
Conveyance Scheme VI car – Enhancement of ex-factory prize will be considered when the business situation improve.
Increase in housing loan – Suitable modification is under consideration and instruction will be issued after wage revision notification.
 We have raised the issues based on our charter and the representation made on 16th October 2015. ED has informed that let the core areas be cleared by the finance ministry and our efforts will be to expedite the notification process. Many of the enhancements suggested by the Federation is already under consideration and a detailed discussion can be held after the notification.
 We had a detailed discussion with Chief(ER) on vigilance matters. Our All India Secretary (Vigilance), Sri.J.N.Dave was present with full details. We have expressed our strong protest on the delay in settlement of vigilance cases, as every case is being dragged for 3-4 years. He has totally agreed with our concerns and told the following.
The delay in many cases at CO level are cluster cases (Cases in which AAO to DM/SDM all together are involved). If any DM and above officer is involved in such cases, CVC clearance is required which leads to delay even for AAO.
Proper procedures are not followed at DO and ZO level and the papers are referred without adequate supporting evidence and in such cases again the whole process has to start from the beginning.
 We have told the Chief that lack of knowledge on procedural aspects at lower level leads to unreasonable delay and there should be some efforts to educate persons on these sensitive issues. We have also demanded that comprehensive guidelines should be issued to enhance the speedy settlement. The Chief has agreed to do this. On our part we will be coming out with a book on vigilance procedures soon.
 Disparity with Banking Sector and other PSUs on certain fringe benefits will also be discussed when the non-core area is taken up. The board meeting was held yesterday and they have approved some of the non-core benefits which we have already communicated to you in our earlier circular. The demand for PLLI is not placed before the board due to other reasons. Please do not spread rumors about wage revision in social media and create panic by forwarding unconfirmed messages. This may even affect the notification as many other sections are already up in arms. Authentic information will be passed to you as and when it is received by federation.

 The continuing declining trend in new business in the individual assurance is a matter of concern for all of us. It has reached an all time low of nearly 50%. Even though we are not directly responsible for this slow down all efforts should be taken by all officers to increase our market share and bring us to plus. At the same time every one should be careful to see that it is not at the cost of our personal and family life.
