Re: Discussions on Wage Revision – 16th October 2015 at Mumbai.
The discussions on wage revision and other important issues commenced with a joint meeting of the representatives of the management and representatives of all the trade unions in LIC at Y.B.Chavan Centre, Nariman Point, Mumbai. The management was represented by the Chairman Shri S.K.Roy, Managing Directors Smt Usha Sangwan, Shri V.K.Sharma, Shri S.B.Mainak, ED(Personnel) Shri Niraj Agarwal, Chief(Personnel) Shri Prakash Chand and other officials from the Central Office.
Shri V.Narasimhan General Secretary AINLIEF (INTUC), participated in the meeting along with Shri Deepak Sharma, Jt.Gen.Secretary and Shri Sanjay Chakraborty, Joint Secretary.
Firstly Shri Prakash Chand, Chief (Per) explained in detail the overall situation and the herculean efforts put in by the management of LIC to get the proposal for wage revision cleared by the Ministry. He also explained the steadfast approach and untiring efforts of the Chairman in getting this offer. Smt Usha Sangwan MD, Shri V.K.Sharma, MD & Shri S.B.Mainak MD have also addressed the meeting.
The Chairman Shri S.K.Roy in his address announced that they have made efforts to give a good offer in the prevailing situation and also said that mobility is going to be introduced from 01.04.2016, by taking into account the feedback given by the unions in response to the management's proposals in this regard.
Thereafter Shri Niraj Agarwal gave a detailed offer on Wage Revision and asked the unions to give their responses in the individual discussions. He has informed that 5 day week will be introduced in LIC.
The individual discussions with AINLIEF was held at 4.00 pm and lasted for about an hour. Apart from the General Secretary, Shri K.Anandan Nair, Vice President, Shri Deepak Sharma, Jt.General Secretary, Shri Sanjay Chakraborty & Shri S.Raja Pandian, Joint Secretaries have participated in the said individual discussions.
Speaking on behalf of AINLIEF Shri V.Narasimhan, General Secretary appreciated the management for the efforts put in by them to give the offer of increase of 13.5% on the basic pay after merger of DA as on 01.08.2012 along with the consequential benefits there on.
The following issues were discussed:-
Mobility: We have stated in very clear terms that transferring employees for the sake of mobility will be counterproductive and will go against the interest of the Corporation. We have stated that the average age of the Class III & IV employees is nearly 50 years. The employees have given their best in the prevalent conditions of transfer & Promotion rules. They have also updated themselves with in-house e-feap modules which are being improvised from time to time. All this was possible due to prevalent conducive rules/practices with regard to transfer of employees, which have enabled them to efficiently balance their responsibilities both at the work-place and at home.
Hence, in the interest of the organization, we strongly believe that recruitment of employees in Class III & IV is the need of the hour, to fulfill the office requirement and not Mobility which will be a demotivating factor disturbing them and adversely affecting their output and thereby the growth and interest of the Corporation.
We urged upon the management to take a practical view and not to transfer the employees from one station to another. The ED (Per) assured to look into the matter with a positive view.
Biometric authentication: As the management had earlier informed us that Biometric Authentication was needed for technology upgradation and to protect the interest of employees as this authentication cannot be broken into easily and to check the incidence of password fraud involving vigilance angle, we have informed that this should not be linked to the attendance as there was no need for the same and the existing practice of manual attendance and also concurrencia have to continue.
Pension one more option: We have demanded that the issue of one more option with regard to pension has to be taken up more seriously with the government and considered along with the settlement of wage revision. The ED(P) has informed that the management is doing its best to get the same, but it may not be done along with the wage revision.
We have demanded that additional stagnation increments have to be given, HGAs should be given stagnation increment for every two years as is being done in the case of assistants, instead of 3 years which is prevalent now for HGAs. The management has said that they will look into the matter.
We have been demanding that Petrol reimbursement has to be given as the employees are facing lot of difficulty to come to office in time by availing public transport. The management said they will look into the matter. We have demanded Newspaper and Entertainment allowance.
Leave matters: PL accumulation should be at least 270 days against the existing 240 days. We have brought it to the notice of the management that in GIC the sick leave accrual is without any limitation unlike in LIC and the intervening holidays in between the leave availed by the employees are not treated as leave. We demanded that the same should be implemented in LIC also. The management assured to look into the same. We demanded that Child care leave for women employees has to be considered immediately. The ED (Per) assured to positively look into the same.
PLLI: We have demanded that the PLLI scheme has to be revised and has to be paid on the pay after wage revision. The ED (Per) has informed that the same is already considered and the employees will get the arrears for the year 2013-14.
We have demanded that housing loan has to be suitably increased to meet the increase in the cost of purchase of house/flats/dwelling units. The ED(Per) informed that he same is under active consideration and will be done at an early date.
We have demanded encashment of LTC, special allowance for passing Bachelor of Law. We demanded that the part-time sweepers who have been promoted now and working as Record Clerks have to be given computer increment and other issues related to them were discussed. The issue of promotion opportunities to visually challenged telephone operators was forcefully raised by us. Management has agreed to consider the same.
Our demand for reduction in waiting period for Record Clerks for promotion will be considered favorably while revising the promotion policy which they are proposing to do shortly.
We have demanded that the Education loan already sanctioned by other financial institutions has to be taken over by LIC and also steps to be taken for getting Income Tax relief on the payments in this regard, the management agreed to look into the same.
We have urged upon the management to restore the increments which are postponed on account of strike on 09.03.2015 & 02.09.2015. The management will do the needful at the earliest for restoration of the same.
We have urged upon the management to cover all the outstanding loans of the employees under the LIC's Group Credit Life Insurance, the ED(Per) has responded positively to this.
AINLIEF (INTUC) will leave no stone unturned for getting a wage revision that meets the legitimate aspirations of the employees.
