Respected Sir,


 The much awaited wage revision has finally happened after 40 months, since it is due. We express our gratitude to the management for getting a reasonable revision, considering the attitude of the Government towards public sector undertakings. However, in our letter written to Chairman on 27-11-2015, we have made it clear that the proposals should address the two major issues of stagnation and making promotion attractive. The increase in span of cadres in SDM, ZMO & ZMS is indeed a welcome move. But the same has not been done in other cadres, which gives a feeling that the interest of the promote officers who burn their midnight oil for the Corporation is not taken care of. For example for promotion from AO to ADM, it takes minimum period of 10 years which means one, promoted to ADM cadre (even for a DR Officer getting promotion in the right time) will land in the 9th stage of ADM and has only 3 more increments left in that cadre where presently, the period required for promotion is 8 years. We have highlighted this aspect in the individual discussion held during the last round of wage revision negotiations. Our demand was for automatic up gradation into the next scale and stagnation increment once in two years, as given in SBI. While expressing your inability to do this, you have assured that the spans in all cadres will be increased. To our surprise, this promise has not been fulfilled. AO to ADM and SDM to ZMO are the two cadres which are most stagnated. While SDM to ZMO is taken care of, AO to ADM is ignored. Your assurance, to make provision for professional qualifications, also does not find a place in the final proposal.

 In all discussions, we are highlighting the need to increase vacancies across the cadres so that the time lag in promotion can be reduced. Alternatively we have suggested running scale which has been turned down by the management itself. The average time span for promotion in each cadre is 8 – 10 years, which is a very unhealthy sign for a growing organization facing hectic competition.  
 Hence we request you to consider these vital areas affecting the morale of the Class 1 Officers [and thereby the performance of the organization] and find out suitable solutions at the earliest. We also request you to commence the discussion on non-core areas and implement the same as early as possible.
