LIC CO CIRCULAR dt 14/1/2016 on 12 Monthly deductions from Pension etc

I)1)In continuation of my talk with ZO officials,especially AS /OS & AO/OS,SZO on Sunday itself, in view of urgency of matters & clarity  to emerge, especially as 1st Deduction out of 3 instalments ie December/January /February to equate with full mediclaim  premium for the policy year,I wanted to pursue what decision SZO will take on this matter.
2)I mentioned about LIC CO Circular dt 14/1/2016 by EDPer about 1st Deduction of premium to commence from Feb 2016 pension & thereafter regularly EVERY MONTH for 12 months. I alluded to the Letter of Consent/Authority by pensioner format attached with COCircular to be submitted before 15 February,2016.I followed it up yesterday Monday,they were all busy with final finishing touches of wage arrears..They listened to my suggestions,whether to refund 1st Premium instalment deducted alongwith January 2016 pension,as they did for Excess medicalim premium refund or whatever they decide of their own or in consultation with CO
3)AO OS/Per  mentioned that the 1st instalment deducted involves 4 months premium & hence this instalment deducted represents December/January/February/March 2016 & so in consonance with & in pursuance of CO Circular dt 14/1/2016,after receiving Letter of Consent/ Authority before 15 Feb 2016, SZO shall continue Deduction of premium in continuity from April 2016 for another 8 months totaling 12 monthly premiums.
4)I could get RMOS in the evening only,he also expressed the same but informed me he will contact CO & let me know.I also placed the matter before Chief Per yesterday,he was worried initially but said ZO should now take its decision & conform to the spirit of CO Circular .
5)Today I could get again RMOS,he told me he was able to talk over the matter to ED Per & the nuances of the issue were discussed.RMOS indicated they are likely to confirm & proceed with what initially ZOOS had discussed amongst themselves ,as outlined above,& fulfil the contents of the CO Circular.LIC pays the advance premium & facility was extended to employees & in vogue already & now CO has extended to Pensioners now on the basis of genuine representation & resolution of grievance to ensure continuity of risk cover Sum assured ,a boon under Family Floater policy with Optional Sum Assured, under all circumstances for eternity.
II)It is hereby  made clear that only to clear some doubts,we are acting as a bridge of understanding with LIC to help & assist pensioners & we all will receive final action & communication  from respective OS/Pension authorities & that shall be binding on all of us.
Very few ZO only deduct mediclaim premium from pension in few instalments. Hereafter,when CO Circular is implemented, entire LIC offices shall pursue uniformly LIC CO Circular dt 14/1/2016 on this subject matter.
All pensioners will know the contents & intent of CO Circular,wait for ZO/DO OS Letter,send Letter of Consent/Authority IMMEDIATELY when received,as already advised in website or blogs or my email earlier,ENSURE it is received by OS Dept, please DON'T WAIT till last day.
III)I recall I was cautioning ED Per & Chief P last many many months that this decision must come sooner,if delayed it will have some problems or side effects to be tackled,but that does not happen as per our wish or efforts. Aim was to ensure that full premium must be paid/recovered before 31 March 2016 & then regular monthly deductions for pensioners too,as for employees,so that all come in unison ,with same facility throughout the year
IV)Many times, we have appealed & appealed, reminded  thro emails  & in all EC/GC meetings to inform ur email id & Mobile No so that email and/or SMS can be sent which will establish rapport with pensioner & resolve many problems or issues. To a small extent only we have succeeded, AIOS,AIRIEF sends massive SMS  .I find changes in email id are not informed to us.Yahoo & Gmail caution us for spam when many emails bounce.We elders must conform to sound practices & radiate to others actually.Already when we pensioners live in cocoons ,isolated let us try to be more engaging, sociable ,enlarge ripple of satisfaction & resolve our grievances early to ensure fair name & place for Pensioners Federations ,without illwill or malice & jointly with synergy proceed to tackle pending issues in a spirit of Brotherhood & Camaraderie.
