GIST OF TALKS WITH CHIEF Per Sri Prakash Chand, 4 days before

              

                1)Immediately after the LIC CO Promotion & Transfer list of ED & ZM came,I wanted to keep in touch with some important dignitaries at CO level who matter.Efforts to resolve Pensioners issues & problems assume more complexity,more time, more delay as followup from Pensioners Fedn is not regular,assertive & further LIC Management is not attuned to resolve our issues with amicably.As long as Consultative Committee is not approved & created,though cleverly even earlier Chairman once said, why CC, aslong as our helping hand is there ,anytime, we inform them of our intention to meet & discuss.they are ready!!We know it is not as simple as that, as by creating CC, Mgt has to be on their toes & greater visibility will be there of assessing  their Intentions & Actions.Persistence on the part of pensioners alone can be the only guiding light to compel Mgt to atleast initiate measures ,more empathetic,so much better end results will be noticeable

                2)This has been the motto of AIRIEF & accordingly I politely conveyed our disappointment that BOTH ,EDPer & Chief Per are transferred within 1 year.I told him, many times I disturbed him,he was always available,gave fund of information,& all with a pleasing & calm tone.I bemoaned I have to reestablish contacts with new faces & dignitaries all again.

             I raised the topic of pensioners,this year after Employees wage settlement with speed & gusto, but even after fup,reminders, letters & emails,Pensioners retired after 1/8/2012,it took time for CO to issue a Circular to ZO/DOs only in Feb 2016 position in ZO/DO varied very much, lot of delay even after bitter criticism to settle their wage arrears & Retirement benefits.I emphasized what was to follow was worse, as even till Today no circular is issued to settle Pension arrears & CV of pension

Chief assured me the final papers are with Chairman & this issue has now been taken care of.

          3)I then enquired about next List of promotions & transfers  of SDM/DMs He said it is ready & will come out soon.

          4)I referred to the crucial question of SC Bench Order dt 31/3/2016 & LIC to be in quick readiness to comply with that SC Order.He told me it was received just recently,they have initiated action liasoning with IT. I brought to his notice Para 27 of SC order. this 40 % IR as per Rule 3A of the Appendix, to all similarly placed means ALL pre-8/1997 Pensioners,a good number & more particularly LIC has to obey the sanctified order in letter & spirit.The most crucial point is specific mention in that Order to fit on  Basic pay prevailing as on 1/8/1997 & as in the case of employees,when fitment is done,LIC takes 1/8/2012 revised basic pay & normal merger of DA with NEW Basic pay.I drove home, so too here as strict compliance is required in obedience to SC order,Rule 3A of Appendix  ,SC has stressed & rightly, therefore,no deviation can take place.I pleaded with him, that this critical point has to be conveyed to Personnel, IT or whosoever is assigned this important job.

                 I told him,this becomes necessary as ,at base level, they may mechanically calculate in same old fashion ,while preparing 20 % IR ,which will be wrong & invite wrath of SC & Delhi HC too.He told me they are going through the Order & will give due importance to SC order.I emphasized, that many Pensioners Fedns & ours AIRIEF has written to Chairman & EDP on this issue & also wanted LIC Calculation Sheets to every such pensioner to know the correctness of the calculation ,

                5)I told him,6 weeks will come quick,numbers are large & so quick d ecision & calculation has to be completed,as Deadline will expire in 6 weeks time to credit the arrears to Pensioners earmarked Bank account.I politely asked him his plans & he assured ,that he will go to Delhi for his new assignment after end of this month only.I profusely thanked him for his intentions & pleaded with him to speed up,as all pre-8/97 pensioners are eagerly waiting for  full compliance of SC Order.

             6)I then enquired about new MD in place of Sri SBMainak.It is taking time & will come now after approval of CG.   

             7)When I told him,I am not able to get Secretary ER Mr Sen,I could talk to him only twice before.he said he was already shifted to International Operations,Sri Lanka

Shocking,I said all 3 of Personnel shifted.One has to bear,Chief said.

        8)As later,both EDP & Chief Per were busy always with MD etc,I rang up at his residence yesterday to remind him of SC order & full & true compliance
