I append below the mail received from Shri A A Rawani who retired on 31.01.2013. He submitted necessary Papers in the First week of December 2012 but the Commuted Value of Pension was paid to him on 21.03.2013 along with the Pension for the month of February, 2013.
There was delay not only in the payment of Commuted Value which was due for payment on 01.02.03013
but also in the payment of Pension of February, 2013 which was due on 01.03.2013.
He now wants to know whether he can claim interest for the delayed payments.
Can any one guide him in the matter?

Sir,
I am interacting with you after a Long Gap. I am happy
to inform you that I got the Difference of Gratuity after Constant
follow up of One Month. I am thankful to you for necessary Material and
Guidance for correct Interpretation of Rules in support of my claim
for Difference. In the process, my other colleagues of this Zone are
also benefited.
Incidentally, I may inform you that I am regularly
visiting your Blog for updating my Knowledge and Information , I can
imagine about the your time , labour and creative thinking for making
your Blog Informative and Successful . I appreciate your involvement
and express my Good Wishes for your Blog. Today, I was going thru excel
sheets for calculation of 40% . I am still studying the Second Portion
of it pertaining to calculation as per PARA 3 (A) to understand the
Logic and Methodology behind it.
Sir , One thing , I want to ask you. Is there any time
limit for Payment of Commutation Value. I retired on 31/01/2013 and
submitted necessary Papers in the First week of December 2012 I got my
PF, Gratuity and Additional Gratuity immediately, of course, after
Deduction of Housing Loan etc.
But
Commutation Value and my Pension for the month of Feb 2013 amounting to
Rs. 8,58,768.00, after Deduction of I.T., was credited in my Account
only on 21/03/2013. Can it be taken as a delayed Payment and if so, what
is the penal rate of Interest for delayed Payment. Is there, any
Circular OR Guideline OR any other Supportive Document to strengthen my
Claim for interest for delayed payment.
