What
a sad news of the passing away of a dear colleague,Sri Dayal Sharan. The
trajectory of a person from byegone days to many decades of service in an
institution & fruitful existence at home & donning many roles
is a panaroma of history.Sri Dayal Sharan belonged to 2nd Batch of
Direct Recruit,1962.We joined together, got trained together at OTC Nagpur then
.62 initially ,Principal,OTC Sri D.Subrahmanyam was a taskmaster & a
strict disciplinarian.Late coming he never tolerated.Chandan on his forehead
& sharp eyes travelling right to left, left to right ,if any absentee,he
roared like a lion.If no tie or improperly tied,he was furious &
ordered to be rectified immediately. We 2nd Batch of DRs &
all officers & pensioners will bemoan Sri Dayal Sharans death.
He
was always calm & composed. I have never seen him raising his voice. It
was feeble & just audible. He always had a smilimg posture, unlike many
who display wrinkles on forehead, even before starting to speak or participate.
We were together at Hyderabad,as companions RMs in SCZ in 1995-96.I was RM
P&IR,Sri Sharan was RM EOS.Sri GKrishnamurthy was ZM in charge.Sri
CRVijayaraghavan , another dear friend of mine, was RM Mktg, all 2nd
Batch.ZMC s used to see good participation.Dayal was a witty person, subtle
humour, out to shake you off your morose day & inject a roaring
laughter. He had illness. He never ever showed any discomfort or
inconvenience.Whenever we sat together for coffee/tea,he was his natural
self.Chamber talks & exchange of pleasantries & ideas triggered
lot of oneness & also seeds for improvement,Inter Departmental hitches
or some delay used to see many knotty problems resolved over biscuits, really.Officialdom
is there, but friendliness & oneness comes thro One Minute Manager or
Walking, Talking Manager, That excitement & thrill we never see
nowadays ,unfortunately perhaps.Islands exist, mainland does not !
Sharan
used to send on & off his thoughts ,some suggestions on our pension
matters. He was a staunch believer in Brevity is the soul of wit .He heaped
praise on my dedication to pensioners cause.I told him we are silent
workers, marching forward, but more we achieve, goalpost goes on changing farther
& farther. Many times, he felt hurt that LIC & MOF are
sabotaging our genuine & modest cause. He was sad even non-monetary
issues ,Management has not responded to our genuine requests &
suggestions. It is a pity that judicial process has become so uncertain, so
meandering, so delayed, so costly .Time has lost its meaning. Even outright
Optimists tend to become downright Pessimists.Courts should hang their heads in
shame,A life is lost, many have died. There is no answer yet when our cases will
come to fruition.Tarot cards also may not serve any purpose. The cause which
would have helped the pensioner who dies to get what he deserved ,that is the
highest penalty to be imposed on Courts beyond a particular Deadline,Otherwise,
we attend funerals, we cry in pain & tragedy, tears also does not bring
Empathy on Govt, Hcs, SC.Utterly inept ,non-human, if not inhuman treatment, no
value to human beings, that is the resultant endresult.
We
pray to his family to bear this irreparable loss.May the Almighty grant them
strength & fortitude .It is so sad that thousands pass away without
seeing final Judgement of HC & SC.Colossal mental agony to
everybody. We, from AIRIEF, pay our humble Tribute to this loyal soldier who
stood by us, for the just cause of all pensioners .We pray the ultimate
unfolding of Court drama ends in a happy & auspicious note.Only then a
modicum of consolation on this sad bereavement.
May
his soul rest in peace.
Yours
mournfully,
R.B.KISHORE
