You also now pinpointed the prime malady.
Infact,
since long time, many of our colleagues also pointing out that first
the disposal of sr.citizens cases should be cleared by courts for that
even a PIL to be moved, then the court cases of our retirees will be
swiftly solved. than by dharnas or agitations or negotiations. But cant
do as a large number away from delhi.
In
case of SBI Retirees, the supreme court while transferring the case to
Delhi HC in 2013, given instructions to dispose of the case in 6 months .
But still the case is going on.
The gratuity case even after 20 years of original pettition in HC still hanging in SC.
The reasons are many, some petitioners expiring in meantime, technical reasons, tagging all cases etc.

k. Matters relating to Senior Citizens of the age of 65 years
onwards
This 'k' level for expeditious disposal to be prioritised to "A" level in the listings for sr. citizens.
m. Old Matters
This 'm' level also should be brought to "a" level in case of petitioners/respondents of 65 years and above.

Public Interest Litigation is meant for enforcement
of fundamental and other legal rights of the people who are poor, weak,
ignorant of legal redressal system or otherwise in a disadvantageous
position, due to their social or economic background.
In the above sr. citizens cases also be added as "due to body debilitation"
(i) The matters of public interest: Here also sr. citizens to be added as a class eligible for PILs.

not in public interest can be treated as writ petitions if so directed by
the Hon’ble Judge nominated for this purpose in case of ........ complaints relating to family
pensions
Here also sr. citizens above 65 also to be added
I think sri s ramachandran's letter petition, if it is right that it was accepted by SC and diary no. , it is in this category.
But the inordinate delay, more than 1 year 3 months took for admittance and giving diary no.

sr. citizens above 65 years to be given free legal aid without any income norms.
Further
for sr. citizen cases, tagging of cases should not be a hindrance for
taking up hearing of cases with 1st respondent/1st petitioners.
Finally, special courts in sc for expeditious disposal of sr citizen cases.

(x) E-mail based Communication:
Supreme Court of India has so far been communicating with
the advocates/litigants through the conventional postal/hand delivery
system. In order to provide faster and reliable communication facility
between the Supreme Court and the advocates/litigants it has been
decided to introduce use of electronic communication. For example:
the notices, letter etc. can be electronically communicated to the
advocates/litigants using secured electronic communication facility.
A facility can also be included to get confirmation of the receipt of
the E-mail once the recipient opens it. Further, in order to maintain
confidentiality of the communication, the message can be encrypted
using digital signature by the concerned officer issuing the notices or
disposal letters.
(xi) Public Relations Officer
A full time Public Relations Officer is available in Supreme
Court to respond to enquiries and provide information to guide/assist
the advocates as well as the litigants. He also makes available the
copies of the judgments/orders to media persons and looks into their
